Will the govt be initiating the investigations or will they be providing the FSOs with the access/instructions to do so?

The Awardee's security POC will initiate the investigations. The PMO will facilitate the coordination when/where necessary.

69 of 217 - EXHIBIT A SYSTEM ACCESS TRAINING REQUIREMENTS Table

Links and training sponsership for access will be provided during the transistion period.

34 of 217 - 1.1.11. The MODS uses DOD Evolutionary Acquisition coupled with incremental software fielding to modify and modernize the system based on evolving technical and/or functional business requirements. The technical objective is extending consistent, services-based software design within MODS, with the goal of promoting uniformity and reusability across the MODS legacy applications and enterprise components, with a considerable focus on reusable services. This service-based design will reduce duplication and foster Service- Oriented Architecture (SOA) in MODS. Common services will be brokered and shared between applications, databases, components and interfaces (internal and external). Overarching objectives envisions improving the MODS overall data organization and data access capabilities through consolidation of internal databases, migration from MODS’ mainframe dependency, and generating consistent products to analyze and extract data.

Has management selected a target platform or technology stack for future modernizations?

No. The PMO will evaluate all IDIQ technical proposals accordingly with regard to the requirements, existing investment, schedule, compliance, extensibility and product-to-market.

34 of 217 - 1.2.1. This contract entails MODS life-cycle management to include providing overall project management and integration support services to include: system Configuration Management (CM) and Technical Management (TM) Exhibit A: SYSTEM ACCESS TRAINING REQUIREMENTS of requirements; maintaining current system operations and administering all facets of the system; providing service desk capability, adapting capabilities to current level of service (software modification SW3), performing appropriate technology refresh work (software modification SW2), making significant enhancements to include modernization initiatives (software modification SW1), and performing other routine requirements.

What percentage of the work is O&M of existing modules vs. development of new modules?

Page 41, Appendix B MODS Mainframe Summary

There are a considerable number of lines of COBOL, JCL, and CLIST/Rexx code on mainframe and 69 jobs running on a regular basis. Could the Government please clarify if mainframe dependence is something seen negatively and is mainframe independence a component of agencies modernization roadmap?

The MODS mainframe dependency provides some computing advantages and disadvantages. It is neither perceived as positve or negative. However, MODS must migrate to an Enterprise Data Center (EDC) without mainframe services. Reliance on the mainframe will no longer be a requirement once MODS relocates to an EDC providing Platform as a Service. Thus, Mainframe Independence is a component of the modernization roadmap.

2.What are the infrastructure requirements for the new hosting platform?

The EDC will provide Platform as a Service.

1.What is the status of the migrations and the expectation for the winning Vendor?

Multiple pages throughout the RFP(Page 9 – Section SUBFACTOR 1A, Page 10

– Section SUBFACTOR 1B – 3, Page 30 – Section SUBFACTOR 1E, etc)

RFP mention about system modification and modernizations approach. Could the Government please provide more insight into business and software modernization initiatives for offeror to understand and plan for skillset and team sizing needed under this contract effort?

Exhibit C provides historical insights in skillset.

However, Exhibit C is not prescriptive in terms of future work.

OFFEROR Q1&2 As mentioned at the MODS Industry Day, vendors might support or complete a mainframe decommissioning and a migration into a new hosting platform.

MODS is likely to have relocated to the destination EDC by the start of the base period. This suggests the PWS will require modificaitons due to the services the EDC will provide.

PWS 3.1, 3.2, 4.1/ Pp. 93-94 and Attachment 3

Please identify the contractor furnished materials called out in Section 4.1 that are not included government furnished materials

3.1 and 3.2. What portion of the items included in Attachment 3 are the contractors responsibility?

4.1 includes vendor-internal items needed to meet the requirements of the PWS starting with those items listed in sections 3.1, 3.2, 3.3. The same principle applies to Attachment 3.

Schedule B, PWS 5.1 / Pg. 95

Schedule B calls out three fixed price CLINS (CLIN x001, x002 and CLIN x003) without reference to the PWS elements involved.

While PWS 5.9, Service Desk seems to fall into Requirements Service Desk, CLIN x003 and Technical Management PWS 5.1 into Program management, CLIN x001. It is unclear which of the remaining PWS elements are included in activities within MSR Labor CLIN x004/CLIN x006 and which are included in the FFP CLIN x002?

Please clarify.

The three fixed price CLINS (CLIN x001, x002 and CLIN x003) are not directly related to services required MSR Labor CLIN x004/CLIN x006 or indentified on Exhibit C. The PWS provides a scope of the contract requirement and each MSR will be negotiated prior to award of each Task Order using the price rate your proposal identifes on Exhibit C.

PWS Subfactor 1B (3) Pg.10, Attachment 2

Subfactor 1B states in part, “(3) The Offeror provides a System Engineering Plan which shall contain all of the Project Management processes and controls relating to Project Configuration and Technical Management to support the contract. Such Project Management processes and controls shall demonstrate clear mapping to the Offeror’s System Modification and Modernization approach” A System Engineering plan is not included in the Proposal Table of Contents.

Please clarify.

The System Engineering Plan is decribed in VOLUME II – TECHNICAL PROPOSAL (Factor 1), TABLE OF CONTENTS, Subfactor 1B:

If more than 1 subcontractor is allowed or more than 2 members of a JV, do all the subs or members have to be at CMMI level 3 or can 1 be CMMI level 2 working towards level 3 after award.

See the changes on Amendment 0002 for this requirement. The Prime must possess CMMI DEV Level 3 certification and all subcontractors must possess CMMI DEV Level 3 certification if they are performing software work (i.e., fixing, modifying or modernizing). In a JV, only the managing member needs to be level III certified since the JV is considered one entity.
