1 of 218 - Block 8. 02:00 PM 21 May 2018 versus page 147 of 217 -- 3. Content

Requirements c) "It is the offeror's responsibility to ensure its proposal is delivered to Health Readiness Contracting

Office (HRCO), Joint Services Branch no later than 2:00 PM Central Time on May

24, 2018."

What is the correct date for proposal due to the government?

28 of 217 - 52.222-42 STATEMENT OF

EQUIVALENT RATES FOR FEDERAL

HIRES (MAY 2014) …"THIS

STATEMENT IS FOR INFORMATION

ONLY: IT IS NOT A WAGE

DETERMINATION Employee Class

Monetary Wage-Fringe Benefits"

Does the employee titles represent the incumbent's type of labor mix performing the work now on current contract? Or does it represent the government's employee labor mix working on the MODS contract?

The title of the labor categories given in this FAR clause are only given as an example and it represents the type of labor categories the government would employ if we were to do this work within the government. Again, this is only an example.

35 of 217 - 1.2.1 This contract entails

MODS life-cycle management to include providing overall project management and integration support services to include:

system Configuration Management (CM) and Technical Management (TM) of requirements; maintaining current system operations and administering all facets of the system; providing service desk capability, adapting capabilities to current level of service (software modification

SW3), performing appropriate technology refresh work (software modification SW2), making significant enhancements to include modernization initiatives (software modification SW1), and performing other routine requirements.

What % of total work is incumbent performing providing overall project management and integration support services to include: system

Configuration Management (CM) and

Technical Management (TM) of requirements;

maintaining current system operations and administering all facets of the system;

providing service desk capability, adapting capabilities to current level of service (software modification SW3)?

Is incumbent performing appropriate technology refresh work (software modification

SW2)? If so what % of total work?

Is incumbent making significant enhancements to include modernization initiatives (software modification SW1)? If so what % of total work?

The incumbent performs all overhead support as described in the PWS. SW1, SW2, & SW3 work is

IDIQ/task order-based which is driven by policy and customer requirements; on 26 April Mr Hopkins indicated "We'll not use the estimated hours in the

IGCE for firm fixed price CLINS".

SUBCONTRACTOR/TEAMING

PARTNER CONSENT LETTERS. Past

Performance information concerning subcontractors and teaming partners cannot be disclosed to a private party without the subcontractor’s or teaming partner’s consent. Because a prime

Offeror/Contractor is a private party, the

USG will need that consent before disclosing subcontractor/teaming partner past and present performance information to the prime Offeror during discussions or negotiations. In an effort to assist the USG in assessing your Past Performance, Offerors must have each of their subcontractors and teaming partners complete Attachment 4 entitled

“Subcontractor/Teaming Partner Consent letter”. A completed consent form should be submitted as part of your Past Performance

Volume for each Subcontractor/Teaming

Partner identified in your Volume III.

Does the offeror need to include in their proposal subcontractor/teaming partner consent letter for all subcontractors? Does the offeror need to include in their proposal subcontractor/teaming partner consent letter for major subcontractors (performing 25% or more of the contract effort)? If we are not submitting a PAS from our subcontractors do we have to include subcontractor/teaming partner consent letter?

Yes, for all subcontractors. Yes you have to include subcontractor/teaming partner consent letters regardless of if you are submitting PAS for them.

151 of 217 - 3.

PARTNER TABLE. The Offeror shall complete Attachment 5 entitled

“Subcontractor/Teaming Partner (S/TP)

Table” which describes business arrangements in which the Offeror intends to participate during the performance of any resulting contract/TO. In the table, the

Offeror shall use the same designation (i.e.

S/TP-A) for each business partner as they use in their sanitized copy of their technical proposal.

Does the offeror need to include

Subcontractor/Teaming Partner (S/TP) Table for all subcontractors or major subcontractors

(performing 25% or more of the contract effort)? If we are not submitting a PAS from our subcontractors do we have to include

Subcontractor/Teaming Partner (S/TP) Table with Volume 3 - Past Performance with our subcontractor's information?

Yes, for all subcontractors. Yes.

152 of 217 - 5. PERFORMANCE

ASSESSMENT SUBMISSION c) …"The

Government requires each Offeror to submit completed Volume III requirements no later than 2:00 PM Central Standard

Time, 10 calendar days after issuance of this solicitation. Additionally, questionnaires received after the date and time required for submission of Volume III will be deemed late and will not be considered for evaluation."

We believe submitting the entire Volume III -

Past Performance no later than 10 days after issuance of this solicitation is an error.

Questions to the KO in regards to the solicitation are due the same time and answers back from the gov't are within 15 days after receipt of questions. If the offeror(s) submits questions to Volume III, this does not give the offeror time to correct Volume III based on gov't response to questions. Normally past performance volume is due with the proposal due date with the other volumes. Does the government want all Volume III requirements submitted no later than 10 calendar days after the issuance of this solicitation?

This was clarified in Amendment 0001 of this RFP.

Please refer to FAR Clause 52.212-1, Instructions to

Offerors--Commercial Items Addendum, Addenda to

52.212-1(b), Submission of Proposals of the solicitation for submission instructions in Amendment

RFP W81K04-18-R-0005-0001.

34 of 217 - 1.1.8.1. Contracts to procure and maintain MODS Government-owned

Pentagon and COOP site equipment hardware and third party commercial software are separate from this PWS.

Who is responsible for installing and patching the OS for the MODS servers? Where is the boundary where another third party contractor maintain the MODS' servers versus the contractor for this solicitation?

As this moment, the current vendor is responsible.

The contract awardee will be responsible for installing and patching the OS for the MODS servers. Such tasks by Third party contractors are not a part of the requirement/PWS. However, it's likely the EDC providing Platform as a Service will be responsible by the time this contract starts. If so, then a contract modification will be required to descope the current task.

Data Center (EDC) in the future? Does the government plan to relocate to a commercial or government EDC?

Relocation to the EDC will likely be in progress during the planned transition period; no level of support from Offeror. However, the incumbent availability to support the transition may be degraded.

Anticipate that MODS will relocate to Government

EDC.

34 of 217 - 1.1.11. The MODS uses DOD

Evolutionary Acquisition … migration from

MODS’ mainframe dependency, and generating consistent products to analyze and extract data.

What is the timeframe does the government expect the migration from MOD's mainframe dependency?

After completing the relocation to the EDC, the target timeframe for converting and migrating the mainframe dependency is 9 months.

54 of 217 - 5.8.2.1 Plan, manage, maintain, and monitor MODS’ RMF posture for all

MODS software, servers, platforms, system connections, inherit enclave controls, and accreditation-based Plan of Action and

Milestones (POAMs). The MODS hosting site (JSP -Pentagon) requires close coordination and communication for all physical and remote system access via RMF packaging in the Assured Compliance

Assessment Solution (ACAS) and eMASS.

Is the contractor expected to updated accreditation artifacts directly in eMASS?

Yes, currently. However, when MODS relocates to

EDC, it is anticipated that the EDC will update accreditation artifacts in eMASS.

12 months. However, Exhibit C does not take into account the 3 month transition period. Can the government please clarify how they would like the contractor to price the transition period?

The transition period has a separate CLIN for pricing and does not utilize Exhibit C in any way. Exhibit C provides hours for full performance only.

Yes.

This is correct. CLINs X007 are applicable to fiscal year. However, the anticipated award will 1 July 2018

Customer Information refers to the company you performed the work for. This would be your customer. The Contracting Agency Information (if different than above) is in case your customer is not the contracting agency that awarded the contract. For example: The customer may be someone at Ft. Hood and the contracting agency may be at Fort Sam

Houston. In this case you would have two different

POCs.

Proposal Submission, 1. Introduction, c)

Additional Restrictions

The PWS and the Amendment both identify requirements related to Contractor Key

Personnel; however, there are no sections that describe what the Government feels are specific positions on the Contract team that are key personnel. Is it the Government’s intent that each Contractor "self-identify” and propose key personnel for their submission?

Due to the complexity of the response and seven sub-factors, would the Government consider increasing the page count to 75 pages to adequately respond to this RFP?

Without the increased page count, it will be hard to delineate between the proposal for a best value evaluation.

Engineering Plan, which the instructions define as required in Subfactor 1B 3. If cross-referencing between 1E and 1B is not allowed, does the system engineering plan need to be included in its entirety in both sections?

Please refer to the first two sentences of that paragraph. It clearly states: "Each volume shall be written on a standalone basis so that its contents may be evaluated with no requirement to cross reference to other volumes of the proposal. Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity."

Since Subfactor 1B and 1E are in the same Volume, cross-referencing would be permissible.

Amendment 1, page 5, (A) PROPOSAL

SUBMISSION

1. INTRODUCTION.

Will the Government accept PDF documents for proposal submission?

No

Amendment 1, page 17, "Attachment 2

Proposal File Naming Convention"

It appears the Government wishes for the individual Subfactors in Volume II to be provided in separate files. Is this correct? If so, please provide guidance regarding how these files should be provided; e.g., should each file have a cover page, TOC, glossary, etc., as well as page-numbering conventions?

Please refer to FAR Clause 52.212-1, Instructions to

Offerors--Commercial Items Addendum, Addenda to

52.212-1(b), Submission of Proposals of the solicitation for submission instructions. Volume II should have individual files for each subfactor. See

Amendment 1, page 17, "Attachment 2

Proposal File Naming Convention"

Will the Government allow offerors to include additional files that are not listed in the "Attachment 2 Proposal File Naming

Convention"; e.g., Executive Summary.

Amendment 1, page 10, "SUBFACTOR 1B:

STAFFING", item #6

Given the anticipated size of the tables required to adequately describe the qualifications of the labor categories, will the Government allow offerors to provide the LCAT descriptions as an appendix outside page count? No

Amendment 1, page 4, "IDIQ PLUG

FIGURES"

Amendment 1 provides IDIQ plug figures for

CLIN 1004 at $2,384,000. It also states that you should use Exhibit C to form the basis for

CLIN 1004. The Exhibit C (page 79) has 38K+ hours to bid by labor category. For the price proposal, is it the IDIQ plug figure for the 5

MSR Labor (O&M) CLINs or the resulting build up from the labor category prices and

Exhibit C hours, or do we have to get the two to match?

For the award of the base IDIQ contract the plug figure will be used for the overall awarded amount.

Only after award, when task orders are being issued, will the prices submitted on Exhibit C be used to form the basis of your MSR proposals.

Subfactor 1B: Program Management and

Staffing, (5) Identify the key personnel.

Does the government plan to identify the labor categories and number of key positions for this subfactor? No

Amendment 1, Attachment 9, page 27

Amendment 1 included changes to the PPQ

(i.e., Staffing). Some offerors already have these PPQs in process with their contracting officers as per the original deadline. Will the

Government accept the PPQs from the original

RFP if we are unable to get another KO signature?

No, PPQs are now due on 21 May 2018. This is sufficient time to correct these PPQs and obtain new signatures.

We plan to make a proposal for the above solicitation, perhaps partnering with another small company. I write this note to make sure that the due date (I assume this is the date of mailing) is May 5, 2018, since the current RFP posted date is April 25, 2018.

The due date of proposals is 21 May 2018. Please see

RFP for specific times and location.

Schedule B was not removed from the RFP. The amendment only shows you the changed/amended portions of the RFP. A conformed copy will be posted with Amendment 002 so that you will have a completed and corrected Schedule B.
