Page and Paragraph Offeror's Questions Government Response

Page 13 Para 1 of Amendment Page 13Para 2 of Amendment Pages 3-16 Schedule B Original

RFP

Para 1 states, “Section 1, the offeror’s proposed prices in the SF1449 inclusive of all contract line items “(Schedule B) Para 2 states, “Failure to submit prices for all identified CLINS in Schedule B and on all labor categories in Exhibit C may render a proposal ineligible for award.” The Schedule B was removed with the amendment however, there were references to changes to the CLINS. Are we supposed to use the Schedule B from the original and update the CLINS or is the Government going to re-provide?

A revised Schedule B was included on the conformed copy of the solicitation that was posted to FEDBIZOPS on 11 May 2018. Please refer to this copy.

For the transition, to confirm would the government expecting to have new awardee take full responsibility effective October 01, 2018?

Yes, confirmed

Is the Government planning to extend the response due date for the proposals as answers to questions have not been released yet? This will allow offerors time to adjust and respond to the RFP based on the answers.

Yes, the current response due date has been extended to 5 June 2018.

We had submitted questions on the ARMY/MODS opportunity number W81K04-18-R-0005 listed on the FBO site on 4/28/2018. We have been checking regularly FBO site for any updates or responses on the questions submitted by offerors posted on this site.

What date is government planning to post the responses to the questions submitted for this solicitation? Q and Answers were posted in two parts. One on 11 May 2018 and the other on 16 May 2018.

A third round will be posted shortly.

Is government planning to extend the RFP submission date based on impacted changes to solicitation that may have resulted from Q&A?

RFP has already been extended to 05 June 2018. Please review Amendment 0005

Page-132, Document Titles

Some of the document filename indicates DDMMYY and some indicates DDMMMYY format. We request Government to clarify the format in the file naming convention for the CD. Do we use DDMMYY or DDMMMYY; and if “DDMMMYY” what is expected in the “MMM” space? For example, for the month of June – do we specify “06” or “Jun”?

Please use DDMMMYY format.

For example 07JUL18. This will be corrected on Amendment 0006 of the RFP.

Page-131, Document Titles for Volume 1 What is the significance of the “*” in the file name for Vol I Signed SF 30

DDMMMYY*?

As identified at the bottom of the Naming Convention table, the "*" refers to *VOL I Signed SF30 is only applicable if a solicitation amendment (SF30) was issued.

Page-132, Content for Volume 3 and Volume 5

Could the Government please confirm if the “Subcontractor Teaming Partner Consent letters” to be placed in both the volumes i.e.

Volume-III and Volume-V?

No, the the “Subcontractor Teaming Partner Consent letters are included in Volume-V.

Volume III includes documentation that illustrates the Offeror’s performance on current or past USG or commercial contracts.

Page-125, Volume III, Section 4 and Page – 132 Document Title for Volume III

Page-125 has “Section 4 – Performance Assessment Information”. However, Page-132 – CD-Rs for Volume-3 does not provide Document Title where this section will be added to. Could the Government please specify if Section- 4 will be added to document title “Vol-III (Company Name) Subcontractor Teaming Partner Table DDMMMYYY” or is it expected to have its own document and if so – what is the naming convention of this document?

Yes, documents are expected to have its own document file in accordance with the instructions found in the addendum to FAR 52.212-1. Please lable this as the Peformance Assessment Information.

Page-25: Section “CLAUSES

INCORPORATED BY FULL

TEXT”

Could the Government please clarify if the “Clauses Incorporated by Full Text” section in its entirety is to be completed and included with this submission; or only parts that apply are to be submitted/acknowledged?

In addition, in which Volume/File should it be included?

Yes, the section of Clauses Incorporated by Full Text” shall be in its entirety. They are included in Volume I. Please refer to FAR Clause 52.212-1, Instructions to Offerors-- Commercial Items Addendum, Addenda to 52.212-1(b), Submission of Proposals of the solicitation for submission instructions.

Page 121 – Vol.5 Instructions from Proposal Table of Contents.

The column “Copies” for this section refers to “Volume – 4”; and expectation for Volume 5. Could Government specify the expected form of this volume (i.e. printed copy or CD) and the number of copies needed?

Thank you for identifying this oversight. The reference to will be updated to1 Printed copy of the Offeror’s complete Volume V, Other Contracting Considerations; and 1 CD-Rs containing the Offeror’s complete Volume V, Other Contracting Considerations.

This document will be updated on on Amendment 0006.

However, the requirements for Volume remain unchanged.

Package and CR-R Label/Marking for Volume-II

2nd row indicates [Unsanitized] and 3rd row indicates [Sanitized]. Could the Government please confirm that the content within the document for both CDs will be the same but the “Unsanitized” version will use “Company Name” as part of file naming convention for each of the documents, while the “Sanitized” version will use “Cage Code” as part of file naming convention for each of the documents? Yes, confirmed

Page 37 – Section “1.3.3” Does the government mean that all subcontractors must be LEVEL III certified for sustainment activities as they relate to COTS software? (That type of development would be proprietary if it’s not open source) and would require modifications made or released by the software manufacturer?

See the changes on Amendment 0002 for this requirement. The Prime must possess CMMI DEV Level 3 certification and all subcontractors must possess CMMI DEV Level 3 certification if they are performing software work (i.e., fixing, modifying or modernizing). In a JV, only the managing member needs to be level III certified since the JV is considered one entity.

Page 9 paragraph 6, labor categories

The last sentence states, positions covered under the Service Contract Act are identified by the description number. Could you please identify which labor categories are SCA? I do not see a description number throughout the RFP.

Assuming you are talking about the addendum to FAR Clause 52.212-1, Volume II - Technical Propsal (Factor 1), Subfactor 1B: Program Management and Staffing, paragraph 6 - these are directions for you as the contractor to address in your proposal. You are to identify the positions that are covered under the Service Contract Act and you are to identify them by the position description number so we can look them up on the Wage Determination.

With Amendment 2 of the referenced solicitation, there was an attached file ‘MODS Questions and Answers 1 of 2 – 11 May2018 Final’. Is there an additional file with Answers 2 of 2 or were all questions incorporated into the original file?

Yes, MODS Questions and Answers 2 of 2 was posted to FBO on 16 May 2018

Amendment 2, page 121, “PROPOSAL TABLE OF

CONTENTS”

Amendment 2, page 121, “PROPOSAL TABLE OF

CONTENTS” now includes an additional Volume (Volume V, “Other Contracting Considerations”) that has identical requirements to Volume IV. However, page 127 has other instructions, including a new requirement for an OCI plan. Please clarify what offerors are to submit to the Government for Volume V.

Volume IV - Pricing only contains information concerning pricing only and does not have identical requirements to Volume V - Other Contracting Considerations. Please reread the addendum to FAR Clause 52.212-1, Instructions to Offerors--Commercial Items.

The instructions for Volume V provided in Amendment 2

The instructions for Volume V provided in Amendment 2 include sections that are required elsewhere in other volumes; e.g., Subcontractor/Teaming Partner Consent Letters, Responsibility Determination. Does the Government wish for these sections to be provided in multiple volumes?

The Subcontractor/Teaming Partner Table will be removed from Volume III and only included in Volume V.

The updated requirements regarding CMMI

The updated requirements regarding CMMI appraisals will require significant pages to address; e.g., the prime’s certification will take 2 pages alone, with each subK’s documentation taking at least another 2 pages. Will the Government allow the CMMI certifications to be provided in an appendix outside page count? No

General

Does the Government wish offerors to redact the CMMI appraisal documentation? No

Q&A page 8

Q&A page 8, third question regarding the Cover Letter requirement to provide “contents of the proposal”: The answer states that the cover letter is to provide “the Table of Contents as defined in the addendum to 52.212-1.” Volume I is already required to provide a “Master Table of Contents” for all volumes.

Furthermore, the Table of Contents will not fit on 2 pages with all the other requirements of the cover letter. Please clarify what is required in the 2-page cover letter in Volume I.

VOLUME I - BUSINESS

PROPOSAL The cover letter shall be a no more than a 2-page introduction identifying the Offeror (name, address, telephone and fax numbers, email address, cage code, DUNS number, the solicitation, number, and the contents of the proposal). The "contents of the proposal" are specifically for Volume I - Business Proposal.

Page 126 para 5c Volume III submission

Will the government clarify if the completed Volume III submission deadline remains unchanged as it appeared in the latest amendment, or if it is the governments intent to extend the submission for this until may 29th with the rest of the submission?

Yes, the current response due date has been extended to 5 June 2018.

Will the Government remove the CLIN numbers from the Exhibit C – MSO Labor Hour Pricing Sheet?

The Q&A states that Exhibit C is for CLINs x004 and x006. CLIN x004 is listed on the Exhibit C.

No, the MSR LABOR HOUR PRICING SHEET Exhibit C will be used to established labor rates for the contractors proposals on future MSR projects. These rates apply to CLINS X004 and X006 only.

Whether companies from Outside USA can apply for this?(like, from India or Canada) No, U.S. owned companies only.

Whether we need to come over there for meetings?

A Post-Award Meeting will be required. The Post-Award meeting may be in person, via telephone, or video teleconferencing. The Contractor’s attendance/participation at this meeting shall be at no additional expense to the Government.

Additional performance meeting may be required throughout execution of the contract at a place later determined by the Contracting Officer.

Can we perform the tasks (related to RFP) outside USA?

(like, from India or Canada)

No
