chgn2: (1) PROCUREMENT: All CSIs/FSCAPs and CSI/FSCAP sub-components must be procured from AMCOM/RDECOM approved sources. For organic facilities only, all CSIs/FSCAPs and CSI/FSCAP sub-components must be procured through the military supply system. If the procurement of off the shelf, surplus, or a local purchase of a CSI/FSCAP is necessary, approval must be authorized by the AMCOM Aviation Engineering Directorate prior to any procurement action. New producers must be approved via Source Approval Request (SAR) procedures set forth in the Competition Advocate’s Shopping list (CASL). If during contract M&O, replacement parts are required that are not identified on the repair parts lists, the contractor will contact the Procurement Contracting Officer (PCO) for instructions on how to procure these parts.
(2) MANUFACTURE: All Government depot/contractor organizations performing M&O functions with a need to manufacture a CSI/FSCAP must obtain source approval from AMCOM/RDECOM, and they must be manufactured in accordance with QE-STD-1.
3) INSPECTION: All CCs which can be nondestructively inspected/tested, shall be subjected to 100% inspection by the contractor or subcontractor. Non-conformance of CCs shall not be dispositioned "use as is" or "repair" through contractor actions. Non-Conformant CCs may be reworked IAW DMWR or waivers may be requested through AMCOM/RDECOM. Contradictions between the DMWR and other AMCOM/RDECOM approved procedures shall be brought to the attention of the PCO immediately and any work pertaining to the CC in question shall be stopped until a written resolution to the contradiction is issued to the contractor from the PCO. Contractors shall notify the PCO immediately of any discovered non-conformances that may exist in previously delivered items, CSI/FSCAP or not.

chgn2: (4) MEASUREMENT AND TEST EQUIPMENT (M&TE): Calibration of inspection equipment shall be in accordance with contractual requirements. All aspects of the supplier's calibration confirmation system shall be subject to Government verification at unscheduled intervals. The supplier's M&TE shall be made available for use by the Government, as needed. All measuring equipment that is used to measure CCs shall be monitored for effectiveness and reproducibility. A recommended method is provided in ISO 10012-1. Measurement and Test Equipment (M&TE) used to inspect CSIs/FSCAPs must discriminate to within 10 percent of the total tolerance for the feature being inspected except as follows. For tolerances less than .001 inches, M&TE must discriminate to 20 percent.
(5) RECORDS: All records relating to CSI/FSCAP shall be traceable to the date and place of M&O. All purchase orders for subcontracted products or processes that contain CCs must clearly identify the CCs for compliance. All documents and referenced data for CSIs/FSCAPs shall be available for review by the Government to determine compliance.
(6) PERSONNEL: Contractor personnel performing work or having inspection responsibilities pertaining to CCs, shall be certified to the appropriate professional level as outlined in the applicable national standards, best commercial practices, or as contractually required. A system for tracking personnel certification shall be an element in the contractor internal audit program to assure all certifications are maintained in a current status.
(7) GOVERNMENT FURNISHED MATERIAL: When the government furnishes material, the contractor's procedure shall include the following:
(a) An examination and inspection upon receipt to detect damage in transit, completeness, proper type, and quantity.
(b) Periodic inspection and precautions to assure proper use, storage, handling during storage, and disposition.
(c) Functional testing, either prior to or after installation, or both, as required by contract to determine satisfactory operation.
(d) Identification and protection from improper use or disposition.

chgn2: (e) Damaged/nonconforming Government Furnished Material shall be identified as such and is to be segregated in a secure controlled area pending Government disposition instructions.
(8) FROZEN PLANNING: Detailed procedures outlining the complete M&O process are required when a CSI/FSCAP CC is affected. CCs must be identified as well as any required materials, tooling, equipment, or operator certification. M&O plan development is the contractor's responsibility with review and control of the plans being the Contractor Control Board's (CCB) responsibility. Plans developed for the M&O of CSI/FSCAP shall be frozen at the time the Product Verification Audit (PVA) approval, if required, or prior to induction of the first M&O asset. Once frozen, plans shall remain frozen throughout the existing contract and all subsequent contracts for M&O of the item unless changes to the planning are made in accordance with this standard. In addition all plans shall be made available to the Government at any time upon request. For contractors producing or verifying CCs self-audits of their frozen planning are to be performed at the start of each M&O contract, annually, and when process changes occur. Contractors must ensure subcontractors and vendors are performing self-audits."
