Solicitation No. W56KGY-16-R-0004 Responses to Questions from Potential Offerors
(as of March 18, 2015)
PRE-SOLICITATION QUESTIONS
1. Will the Government please confirm that the subject effort will not be issued as a small business set aside?
Answer: The subject effort will not be issued as a small business setaside.
2. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
Answer: This is a follow-on to Contract Number W15P7T-06-D-E406, Task Order 0025.
3. Does your office intend to release this as a stand-alone procurement or as a task order under an ID/IQ?
Answer: The subject effort will be a stand-alone procurement.
4. If it is released as a task order, will it be under the new RS3 vehicle (projected award July 2016) or the current S3 vehicle?
Answer: See answer to #3.
5. Are you expecting a F&O Procurement or a Set-Aside?
Answer: The subject effort will be solicited as a full and open competition.
6. How long is the contract extension granted to Engineering Solutions and Products?
Answer: The question is not pertinent to this procurement.
7. Can the government provide material related to current work (program schedules and milestones, strategic plans, fielding plans, etc.)?
Answer: Yes, such will be provided as part of the solicitation.
8. Can the government provide a Draft Request for Proposal with evaluation criteria, key personnel requirements, past performance requirements, and transition period?
Answer: Draft Request For Proposal documents will be posted to FedBizOpps in advance of the formal RFP issuance.
9. Can, as previously done, the government provide a table with percentage of work by labor category fielding and NET schedule for pricing?
Answer: No, but see Q&A #7.
10. The Sources Sought requested identification of items that can be Firm Fixed Price. Will this be a CPFF, FFP or combination proposal?
Answer: Cost-Plus-Fixed-Fee
11. Will this procurement be a Best Value award?
Answer: Yes
12. Can the government provide Small Business goals for this procurement?
Answer: Small Business goals will be included within the solicitation.
13. Since the AN/TPQ-50 is being fielded can the government confirm that training materials for this system have been prepared and this is no longer in the scope of work?
Answer: The PWS will be revised to clarify that the scope of work includes the review of any new or updated training materials, but not the preparation of same.
14. Since the AN/TPQ-53 is being fielded can the government confirm that training materials for this system have been prepared and this is no longer in the scope of work?
Answer: See answer to #13.
15. Can the government confirm that SOFAs are in place for countries other than South Korea?
Answer: SOFAs are established as the need requires.
16. Can the government provide data on how many employees are on-site at Aberdeen Proving Grounds and the locations of other permanently staffed positions?
Answer: No, but see Q&A #7.
17. Is the requirement for a Top Secret facility required since draft PWS said we contractors will not store classified information at our facilities?
Answer: Yes, because some employees may require a TOP SECRET (TS) clearance, as stated in the PWS, the company must have a TS facility clearance (FCL) regardless of storage requirements, as an employee's clearance cannot exceed the company’s FCL. That said, a company with only a SECRET FCL is still eligible to bid on a contract requiring a TS FCL; however, if awarded the contract, work cannot begin until the company's FCL has been upgraded to TS.
18. Will a Management Volume be required and will Phase-in/Phase-out be in that volume?
Answer: To be determined.
19. What is the anticipated award date?
Answer: At this time, the anticipated award date is approximately four months after the solicitation closing date.
20. How many days will contractors have to respond to the RFP?
Answer: At least 30 days, as provided by FAR 5.203(c).
21. As December 23, 2015 falls just before a major holiday vacation period, will the Government consider releasing a draft RFP with the proposal instructions and evaluation criteria earlier, in order to allow ample time for the Government to receive and respond to Offeror’s questions?
Answer: See Q&A #8.
22. Is it still the Government’s plan to release the final PWS on or about today, December 23rd, 2015?
Answer: The final PWS will be released as part of the RFP. An updated draft PWS will be uploaded to FedBizOpps not later than December 24, 2015.
SOLICITATION QUESTIONS
23. The past performance questionnaires are to demonstrate the customer’s satisfaction with relevant contracts that demonstrate management, cost, and technical experience with systems engineering and logistics support to weapons systems radar technologies and platform integration.
Under the current Past Performance Questionnaire Part II Evaluation A: The Descriptions reads:
“Describe the requirements of the contract. Include in your description, if applicable, a summary of the contract efforts related to system design, development, integration, manufacturing, testing and production of GPS systems of similar technical complexity to a SAASM-based GPS receiver. Also include any participation in the development of program objectives, requirements analysis, strategies, schedules, program documentation, business case analysis, acquisition planning, policy implementation and achievement of milestone objectives for emerging PNT and Augmentation technologies.”
This appears to be inconsistent with the PWS for RFP No. W56KGY-16-0004. I wanted to bring this to your attention early due to the time constraints of getting past performance questionnaires filled out and returned to you.
Answer: The Past Performance Questionnaire Part II Evaluation A is in error, as it inadvertently refers to a different solicitation. Accordingly, the language of Past Performance Questionnaire Part II Evaluation A will be changed to read as follows:
“Describe the requirements of the contract. Include in your description, if applicable, a summary of the contract efforts related to system design, development, integration, manufacturing, testing and production of radar weapons systems. Also include any participation in the development of program objectives, requirements analysis, strategies, schedules, program documentation, business case analysis, acquisition planning, policy implementation and achievement of milestone objectives for emerging radars technologies.”
An amendment to the RFP will be issued to include a corrected Attachment 0004 reflecting the above.
24. Section L, Volume III, Past Performance references management, cost, and technical experience with systems engineering and logistics support to weapons systems and C4ISR systems, while the Past Performance Questionnaire requests evaluation of system design, development, integration, manufacturing, testing and production of GPS systems. Please clarify if the Government intended the Past Performance Questionnaire to address management, cost, and technical experience with systems engineering and logistics support to weapons systems and C4ISR systems during the analysis, development, production, deployment, and operations and support phases.
Answer: See answer to #23.
25. There appears to be an error in the schedules contained in Attachment 8. The Notional Fielding schedule for the TPQ-50 and 53 show no activity after this contract is expected to be awarded which is not consistent with the PWS.
Answer: Attachment 0008 will be modified to indicate that for evaluation purposes, offerors are to assume additional monthly fieldings beyond what is displayed on the notional fielding schedules through the evaluated period of performance of the contract, as follows: four AN/TPQ-53 systems per month and eight AN/TPQ-50 systems per month.
An amendment to the RFP will be issued to include a revised Attachment 0008 reflecting the above.
