SECTION L - INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS

L-17 PROPOSAL SUBMISSION INSTRUCTIONS

a. Introduction

These instructions provide guidance to the Offeror in preparing the proposal and describe the approach for development and presentation of the proposed data in response to this solicitation. The proposal must comply fully with these instructions.

The Offeror's proposal shall be submitted electronically via the Federal Business Opportunities website (FedBizOpps). The URL for the

FedBizOpps is https://www.fbo.gov/. Upon accessing this web page, look for the tab titled "Opportunities." Under the "Opportunities" tab you will be able to check for business opportunities by typing the solicitation number in the Keyword search field, and receive notifications by clicking on the Contract Opportunities Search link. Registration is needed for the vendor to browse for business opportunities. Before a vendor registers in the system, they will need a Data Universal Numbering System (DUNS) number. The DUNS Number is assigned by Dun & Bradstreet, Inc. (D&B) to identify unique business entities. This system retrieves a firm's profile information directly from the SAM system. Please contact http://www.sam.gov for more information. Please be advised that hard copies of the solicitation will not be made available. You must download solicitation documents from the FedBizOpps. Instructions on how to use

FedBizOpps to include receiving notification, submitting and uploading proposals, formatting, and system requirements are provided at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf.

Offerors are cautioned that "parroting" of the Technical requirements or the PWS with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Proprietary information shall be clearly marked.

WARNING: Please do not wait until the last minute to submit your proposals! To avoid submission of late proposals, we recommend the transmission of your proposal file 24 hours prior to the required proposal due date and time. For files over 10 Mb, please use the Large

Upload (JAVA) button.

All information for this RFP to include documents, correspondence, etc. will be posted on FBO.gov. Posting of information to FBO.gov will be considered to be sufficient notice to all Offerors of the information posted thereon. It is recommended that Offerors consistently check the FBO.gov Website for any updates. Registration for the email notification is a service supplied as a courtesy to the Offerors and is not to be relied on, as the Government cannot verify the receivers' Internet traffic and server connections.
