Attachment 0010, Technical Publications

1. Publication Clarifications

a. All illustrations shall be line drawings unless prior approval is received from the Government for specific applications on a case-by-case basis. Illustrations in operation and maintenance procedures shall be isometric and provide a view as seen by user. Illustrations shall appear on same or facing page as applicable text; quantity and type of illustration shall allow user to locate items and operate and maintain equipment in an accurate and efficient manner.

b. Incorporate appropriate lubrication instructions into the Operator and Field-Level Preventive Maintenance Checks and Services (PMCS) at the applicable hard-time intervals IAW MIL-STD-40051. Include Army Oil Analysis Program (AOAP) instructions, if applicable, and any initial, onetime, or warranty related requirements.

c. Develop and update a Maintenance Allocation Chart (MAC) per MIL-STD-40051. The MAC shall be in assembly and subassembly sequence. Contractor shall update the MAC throughout the performance period of the contract, including results of your analysis, vehicle testing, validation, verification and review manuals. Contractor shall perform an analysis to identify the extent of repair for each potentially repairable item and recommend the maintenance level to perform the work within the Army Maintenance System (AR 750-1). Variables such as item price, parts prices, failure rates of the repairable item, and piece parts, labor costs, and the cost of special tools and equipment shall be considered.

d. Prepare Components of End Item (COEI) lists, Basic Issue Items (BII) lists, Additional Authorization Lists (AAL) and References lists in accordance with MIL-STD-40051.

2. Additional Publication Quality Assurance

a. Verification is a process in which Government reserves the right to perform reviews and testing for accuracy and usability at Government discretion prior to acceptance of the final deliveries. Verification is the Government’s hands-on performance check of tasks and deliveries to check the adequacy of Contractor’s preparation and Validation efforts. Verification will be held after the Contractor delivers the Draft Equipment Publication (DEP) Electronic Technical Manuals (ETM) and Interactive Electronic Technical Manuals (IETM). The Government reserves the right to combine its Verification with the Contractor’s Validation. The Government’s Verification will include a review of the ETM and IETM.

b. Government will evaluate the ETM and IETM for compliance with contract requirements to determine acceptance of the deliveries. All information in the ETM and IETM must be presented in such a way that it can be easily identified and found, read and understood, and includes illustration support where the Government deems necessary. If Government finds errors or deficiencies in the Contractor’s deliveries during Government reviews or testing, Contractor shall correct them at no additional cost to the Government.

3. Government Furnished Information (GFI)

a. Government will provide the following: ETM and IETM numbers, NMWR numbers, end item National Stock Numbers (if available), official nomenclatures, and distribution statements.

b. Government will furnish updated Army regulations and Technical Manual numbers and titles to be included in the References portion of the ETM and IETM.
