8. OTHER TAILORING
BLOCK 2:
The TDP submission shall include 3D CAD models with associated 2D CAD drawings, 2D respective PDF drawings, and IBOM. The contractor shall deliver CAD models per Scope of Work down to the lowest purchasable parts/assemblies. The contractor shall verify that the CAD top level assembly opens without errors before each delivery. All 3D CAD parts and assemblies shall incorporate File parameters per Appendix A for Government configuration and data management requirements.
Requirement for delivery of native CAD files applies only to new part models, new assembly models containing all new parts and new installations containing only new parts created under the work directive. Legacy part models and installations containing legacy parts shall be modified to meet the modeling requirements below only if expressly required by the work directive scope. Legacy models and drawings shall remain “as is” other than tailoring necessary to allow the part to load in the USG Windchill environment.
Commercial component models may be delivered as shrink-wrap models.
a. Commercial items are defined as standard vendor supplied such as Commercial off the shelf (COTS) items or Line Replaceable Units (LRUs) containing proprietary data developed by vendors such as engine, electronics, etc.
b. Non-commercial items are defined as non-standard military items developed under contract.
Mod Kit Drawings and Mod Kit Instruction Drawings shall be delivered as 2D pdf only.
The minimum 3D Component Geometry, Assembly Construction, Validation Checks are:
3D Component Geometry
2) Models are single part files consisting of modeling entities and parameters.
3) Geometric dimensions are based on model geometry and are not overwritten. Exceptions may be made for exceptionally complex geometry such as that found in castings and forging with the approval of USG design authority. In these instances, dimensions may be inserted as annotations.
4) Models are generated for every part number. Exceptions may be made for electrical cables, stowage straps, ground straps, safety wire, cotter pins, consumables, parts that are not part of the end item (stowage items in bags or cases) unless otherwise explicitly required by the scope of work.
5) For non-commercial components, models should be solid, parametric, feature base, contain no envelope or shrink-wrap data. Exceptions allowed only with USG approval.
6) Parameters are present and contain acceptable values.
7) Models contain proper material for non-commercial items and density for commercial items.
8) Layers contain correct objects as defined in Appendix A.
9) Models contain coordinate system.
10) Models are saved in an isometric view.
11) All corner and fillet radii are modeled for non-commercial items.
12) Modeling tolerances applied in accordance with Contractor’s geometry and CAD creation standard. A tolerance value shall be indicated in the title block.
3D Assembly Construction
13) Assembly contains CSYS/WCS displayed in absolute zero (x=0, y=0, z=0).
14) Whenever skeletons are used, skeletons must be included in the delivered CAD models.
15) Assembly can contain standard parts; however, standard hardware parts must be UNMODIFIED geometry from original.
16) Assembly is fully constrained. The preference is to use standard constraints (mate, align, coordinate systems, points, etc.) to locate/assembly items and not to use the FIX constraint. The FIX constraint will be accepted on a case by case basis on new Assemblies/Installations, or where required to remove external references within legacy models.
17) Parent/child relationships within models are acceptable where required for design intent. Skeletons, background data, and weldments with External References are acceptable if all files necessary for regeneration are delivered with the TDP and regeneration causes no failures. External References relating to models not part of a TDP deliverable shall be removed prior to delivery.
3D Component and Assembly in Explicit Non-Parametric Merged Solid Shrink-Wrap Format (commercial parts)
18) Part and assemblies in merged either solid or surface format should have at least appropriate weight. Center of gravity is required for parts that require specialized lift equipment, items exceeding 2 man lift rating and as specified in the statement of work by USG.
19) Complete with sufficient envelope.
20) Accurate interface mounting and mating features
21) Includes applicable interface characteristics.
22) Current mass proprieties shall have, weight. Center of gravity is required for parts that require specialized lift equipment, items exceeding 2 man lift rating and as specified by USG. Inertia information is required for parts that require specialized lift equipment and as specified in by
USG.
23) Incorporation of user-defined TDP metadata parameters.
24) Assign colors as required such that distinct components of assemblies are visually distinguishable.
BLOCK 4:
1) Drawing shall have “next higher assembly (NHA)” and “used on” fields. These shall be populated and align with Bill of Materials.
2) Notes on new drawings created under current contract scope shall include the text:
“APPLICABLE STANDARDS/SPECIFICATIONS:
A. ASME Y14.100-2004
B. ASME Y14.5M-1994” OR “Y14.5-2009” as directed by work directive
3) New drawings created under current contract scope shall have a Distribution statement per contract requirements.
4) New drawings created under current contract scope shall have an Export Control statement per contract requirements.
5) New drawings created under current contract scope shall have a Data Rights statement per contract requirements.
6) The contractor may only deliver Source Control (SC) drawings with written approval of the TACOM Engineering Authority.
The contractor shall provide an Indentured Bill of Material (IBOM) that shows product structure down to the lowest purchasable part or assembly.
The “TDP IBOM” Sample shall be an As Designed Indented Bill of Material containing the following attributes for components modified by the current contract scope. This may be in contractor format provided that it contains the following attributes for each item in the bill of materials:
Level of Indenture, Part / Document Number, Part / Document Cage Code, Part / Document Nomenclature, Quantity Required, Revision, Design Document Nomenclature (if different from part nomenclature).
BLOCK 5: Special Tooling Drawings and Associated Lists. Special tooling (e.g. jigs, dies, fixtures, molds, patterns, and other equipment) models/drawings developed for the Government and deliverable under this contract statement of work and required for production, maintenance, and logistics support shall be delivered. These models/drawings and associated lists shall permit the Government or a competent manufacturer to produce the special tooling that duplicates the performance characteristics of the original tooling and manufacturing of an acceptable item.
BLOCK 6: Individual detail piece parts are assembled as an inseparable assembly, those details may be shown on a multi-detail drawing, provided that none of the detail parts will be provisioned as spare or repair parts.
BLOCK 2 and BLOCK 7:
IAW ASME Y14.100, the data set model and related data shall provide complete product definition. The drawing graphic sheet and related data shall provide complete product definition.
