About this file
This document contains an attachment for a level of repair analysis (LORA) for the Army and information on a related sole source solicitation. The attachment provides guidance on using the Army's COMPASS software to conduct LORAs for repairable items and components. It outlines requirements for inputting data on item descriptions, failure rates, repair times, documentation needs and more. Evaluations must include non-economic analysis, economic analysis, and sensitivity and trend analyses adjusting parameters like MTBF, operating hours and MTTR. The contractor must provide front-end analyses and maintenance policies for each evaluation. The related solicitation seeks a contractor to provide system technical support and sustainment system technical support for the Bradley Fighting Vehicle System family of vehicles, Multiple Launch Rocket System Carrier, and derivatives. Efforts include program management, logistics support, engineering, product assurance and field service support for the vehicle systems through the Army Materiel Command and TACOM Life Cycle Management Command.

2. Addition information for completing the LORA effort.
a. The first step in the process is to develop a LORA candidate list; initial candidate list shall all include repairable item/components, a copy of this list shall be provided to the government.
b. The initial candidate list shall include all repairable item/components, when analyzed if they are determined not to be viable LORA candidates. These components will be annotated as not applicable (N/A).
c. Levels of Maintenance – For the purpose of this effort the following levels shall be used: Field Maintenance and Sustainment Maintenance (Depot and Contractor).
d. Remove/Replace and Repair Time - The current commercial repair/replace times will be used. If times are not available, times shall be estimated using MIL-HDBK-470A.
e. Failure Rates – The current commercial failure rates will be used for the initial/baseline results. The failure rates shall be increase as stated elsewhere in this attachment.
f. Unknown DATA - Elements that do not have current or know data shall use historical data for that item/component or a like item/component; data shall be either commercial or military.
g. Special Tools – All individual Special Tools needed for repair tasks shall be added under Support Equipment. Support Equipment shall be incorporated in each evaluation.
h. All data shall be entered in COMPASS and be as complete as possible, this is to ensure that the evaluations are correct as possible.
3. Evaluations to be completed for this effort
a. Non-Economic Evaluation
b. Economic Evaluation
c. Sensitivity and Trend Analysis – The Parameters that are to be adjusted for these analyses see below list.
Mean Time Between Failure (MTBF) - shall be +/- 30 percent
Operating Hours – Shall be +/- 120 percent
Mean Time To Repair (MTTR) – shall be +/- 30 percent
For all Evaluations listed above the contractor shall provide a Front End Analysis (FEA) and Maintenance Policy for each evaluation completed, addition analysis’s and or policies may be required and will be specified below .
d. Analysis: N/A
