ABRAMS IMPROVED TURRET MOTOR (TROPHY KIT)
Questions for the Government Solicitation Number: W56HZV-19-R-0209
QUESTIONS 63-65
Pricing Questions:
1. Would the government consider revising the Range Quantities to isolate unit 1 which incur significant NRE and FAI cost and ultimately provide a more consistent per unit price for all units 2
– 181. Based on the revised quantities, the Government would be required to buy unit one independent of all future quantities:
USG Answer-The USG has considered the revision of range quantities as listed in 1. above and Section B and the range quantities will remain the same as they appear in the solicitation.
2. Would the Government include FAR 52.232-28 Invitation to Propose Performance-Based Payments into the solicitation?
USG Answer- The USG has reviewed FAR clause 52.232-28 and has decided to not add it to the solicitation.
Ballistic Testing and Weld Questions:
1. Please clarify SD-X12140, Para 5.8.12 second sentence (see question #3 for offeror assumptions);
“In order to avoid excessive ballistic testing, test samples may be grouped in a manner acceptable to the procuring activity.”
USG Answer- No additional clarification to the specification SD-X12140, Para 5.8.12 can be provided at this time. Determinations will be made if submitted on a case by case basis.
2. Please provide the Aberdeen Proving Ground (APG) contracting cost and schedule allocations to be included in the Contractor pricing to support ballistic specimen plate testing, assuming the specimens pass the first time?
USG Answer- The contractor needs to obtain pricing and availability for any USG test sites required by the drawings.
3. What is the minimum number of specimens to qualify for each Welder to support all welding activity?
USG Answer-The number of samples is driven from the requirement all the way down to the Weld Procedure Specification (WPS). The WPS will be created by the supplier’s Certified Welding Inspector (CWI) IAW the weld specification for all types of welds. The requirement, CWI or the WPS will tell the welder how many samples are needed to prove the welder can meet the requirements for a specific weld.
Carr, Alyssa M Mrs CIV USA Can we leave the question as just this? I don’t think the explanation above is needed and provides insight to an offerors approach?
Gerring, Frederick W Mr. CIV USA ACC-WRN I agree and only the actual question is necessary for posting.
Carr, Alyssa M Mrs CIV USA Delete if this gives other vendors information that is not needed.
Gerring, Frederick W Mr. CIV USA ACC-WRN Table deleted
Carr, Alyssa M Mrs CIV USA Leave the question as this
Gerring, Frederick W Mr. CIV USA ACC-WRN Paragraph was modified to include question only.
Carr, Alyssa M Mrs CIV USA Is this an example of of to determine the number or is 9 the amount for all vendors?
3D Models and Drawings
We understand on the USG’s Q&A Response that 3D models will not be provided. Does the USG own JT Files and 3D CAD files for some or all of the “manufactured to print” parts, such as 12569955?
Documents within the provided USG’s TDP files suggest these files are available.
USG Answer- The USG has released all kit drawings and has provided additional drawings in response to Industry Question #54 to all cleared offerors that received the initial Technical Data Package as stated in SAM.gov.
Packaging Questions:
So offerors may include reasonable and accurate packaging cost estimates in their pricing and provide the Government appropriate kit packaging, will the Government please provide the Special Packaging Instructions (SPIs), as referenced in the solicitation “in accordance with 57K7302-101 and 57K7302-201.”
Drawing 57K7302 does not stipulate SPIs.
Attachment 0011 – SPECIAL PACKAGING INSTRUCTIONS provides generic instructions, non-specific to the kits required by this solicitation. The solicitation also references “SPECIAL PACKAGING INSTRUCTION NUMBER. SPIs are attached to Contract (a) REVISION SPIs are attached to contract (b) DATE OF REVISION SPIs are attached to Contact.” No actual SPIs were idientified within the provided TDPs or embedded inito any of the PDFs as attachments.
USG Answer-The USG will add 57K7302-101 and 57K7302-201 Special Packaging Instructions to Amendment 0005 as Attachments 0014 and 0015.
Estimated Demand Qtys’
To provide the most advantageous kit pricing to the Government, would the Government please provide Estimated Annual Demand Quantities (EADQs) for each of the eight kits? For kits 57K7302, 57K7370, 57K7371, 57K7392, and 57K7393, for which the Government will order either the -101 34094 Green or the -201 33446 Tan color, we suggest providing EADQs by color code.
USG Answer- The only quantity that the USG can confirm at this time is 87 pcs on CLIN 1005 (Trophy Ready V3 Kit), which is the contract minimum.
Aberdeen Proving Ground
Can the Government provide a point of contact at Aberdeen Proving Ground so the vendor can determine the cost of ballistic tests and lead times ?
USG Answer- The USG is providing the following information as a courtesy, https://adss.atec.army.mil/Public/RFTS/TestRequests/Request.aspx https://adss.atec.army.mil/Public/RFTS/TestRequests/Request.aspx Gerring, Frederick W Mr. CIV USA ACC-WRN This is an example that the offeror provided. Our welding SME provided the USG answer and the following “We (the customer) will never tell a supplier how many samples are needed. If we do it will be in the spec and not in any solicitation.
Gerring, Frederick W Mr. CIV USA ACC-WRN I propose that we should delete the factors offeror considered paragraphs and GDLS Weld Specification Requirement as not necessary for the question.
Carr, Alyssa M Mrs CIV USA Can everything highlighted in red be deleted?
Gerring, Frederick W Mr. CIV USA ACC-WRN Yes, deleted
Carr, Alyssa M Mrs CIV USA How is this related to the question asked?
Gerring, Frederick W Mr. CIV USA ACC-WRN It is not related
Carr, Alyssa M Mrs CIV USA I think we should delete this.
Gerring, Frederick W Mr. CIV USA ACC-WRN deleted
Gerring, Frederick W Mr. CIV USA ACC-WRN The supporting paragraph that was not relevant to the question was deleted.
Question 64- - Typically solicitations for programs like the Trophy include separate CLINs to segregate non-recurring (NRE) costs from continuous production costs. These are costs to tool up fixtures and perform the required first article inspection and testing requirements. Would the government consider
1) creating one or more separate CLINs for NRE costs? and 2) If so, consider adjusting the formula for the total evaluated price offering to maximize competition and address any unfair advantages incumbent providers have for manufacturing the content in this solicitation?”
USG Answer- The USG has reviewed the question and the CLIN structure and evaluation factors will remain the same as originally posted in W56HZV-19-R-0209.
Question 65- Offeror is preparing a proposal in response to the subject solicitation and is requesting the Gerber File and drawing for p/n 12592270.
USG Answer-Additional drawings and a specification was sent on 19 OCT 2021 to all cleared offerors that received the initial Technical Data Package as stated in SAM.gov.
