About this file
This document outlines a cost and software data reporting plan for an Abrams Expedited Active Protection System Mounting Kit contract. The contractor will provide Trophy Kits and spare parts for M1A2 Abrams vehicles over five ordering years. Key reporting elements include a CWBS dictionary, DD Form 1921 reports, and a contractor business data report submitted annually. The contractor must maintain the CWBS dictionary and submit updates when elements change. Pre- and post-deployment kits must be detailed in the dictionary along with quantities. Final reports are due when over 95% of costs are incurred after delivery of the final end item.

15. REMARKS
NON-RECURRING/RECURRING DEFINITIONS
The contractor will utilize the specific definitions and requirements in the CSDR Manual (DoD 5000.04-M-1) and the definitions in the DIDs for the forms 1921 and 1921-1 to segregate Recurring and Nonrecurring costs discretely and not as an aggregate. Refinements or expansions to these definitions are TBD pending the precontract or post contract award conference.
COST ACCOUNTING STANDARDS (CAS) DISCLOSURE STATEMENT DIFFERENCES
Describe significant accounting changes from previous accounting period in the Remarks section of the reports, if applicable.
1921-3 CONTRACTOR BUSINESS DATA REPORT
a.The Contractor Business Data Report is prepared by and for the business entity (e.g., business unit, segment, or site) responsible for submitting the Forward Pricing Rate Proposal (FPRP) representing the basis for Forward Pricing Rate Agreement (FPRA) negotiations with the government.
b.Reports are submitted annually at the end of the contractor's fiscal year.
c.Data for Future Years should be reflective of the number of years contained in the most current document, i.e., the FPRP or the FPRA. If the document applies to more than three future years, attach additional future year sheets as required. In the absence of these documents, estimates should be provided for three future years.
Final Cost Report
Final Cost Report to be submitted when final end item has been delivered and accepted by the government (e.g., as evidenced by a completed DD 250) and 95% or more of total costs for each End Item (see Block 18) has been incurred.
PAC
Per DFARS #242.503, a Post-Award Conference (PAC) is required for all contract awards. The objective is to have a collaborative discussion between industry and the government with respect to industry's approach to fulfilling contractual obligations with the CSDR Contract Plan and CSDR policy as well as the government's expectations for each CSDR submission. The Contractor is to demonstrate how their accounting system will feed the CSDR reports with minimal allocation, and to identify any revisions needed to the CSDR plan(s).
Quantity Breakout
The total Army Abrams ExAPS Mounting A Kits of 376 includes 28 spare kits.

CWBS Configuration Management
The CWBS Dictionary is a living document and must match the technical content, cost content, and work content of each WBS elements for each CCDR submissions.
The reporting contractor must maintain and update the CWBS Dictionary throughout the life of the contract. IAW DI-MGMT-81334D, if changes to the CWBS occur, the contractor is required to submit an updated CWBS Index and Dictionary with the next affected Cost Software Data Reports.
When submitting an updated CWBS Dictionary, the Contractor is instructed to track changes by adding a column next to the Definition column in the most recently accepted dictionary. For each WBS elements whose scope/definition has changed, explain the change in the new column.
For WBS elements where the definition is not changing, put "No Change" in the new column.
Pre- and Post- Deployment kits
The contractor will provide a matrix by WBS of the items included in the Pre- and Post- Deployment kits in the CWBS Dictionary. This will include quantities of items as well.
