Please contact Contract Specialist and PCO immediately if offeror anticipates any difficulty with email transmission of proposal.
42 Page 60, section (f) states that “A prototype package is required to validate the sizes and fit requirements of the SPI”.
Does this prototype have to be submitted to the government for approval, or is it for our use only?
Section F
For its own purposes, a contractor may use a prototype package to validate the sizes and fit requirements of the SPI.
Please clarify the location(s) to which offerors will be required to deliver.
Section F
As noted in Section F of the Solicitation the delivery address is:
BR Williams
1535 Hillyer Robinson Parkway Anniston, AL 36207
44 How exactly does the Government want offerors to hyperlink to separate files in its Price Volume? Typically a hyperlink for a .pdf that links to a separate file uses that separate file’s location (e.g. computer hard drive), which is not applicable since offerors are emailing their responses. Offerors could hyperlink to pages within the response, but then they would reside within the .pdf and not be separate files.
L.4.2.1
Amendment 0002 was processed to update the reference in L.4.2.1 and eliminate the hyperlink requirement.
Are the top level spreadsheets separate and distinct from the pricing spreadsheet (new tab or separate spreadsheets)?
Should there be a separate file for each
CLIN?
Section L.4.2.4
The top level spreadsheets for each First Ordering Period CLIN required IAW L.4.2.4 are to be a separate and distinct file from the Attachment 0006 – Pricing Workbook required IAW L.4.2.2. For the top-level spreadsheets required IAW L.4.2.4, offerors may provide one file that contains separate worksheets for each CLIN, or provide separate files for each CLIN.
46 Does the Government have a recommended format it would like to see for the top level spreadsheets?
Section L.4.2.4
The top-level spreadsheets are to be provided in the offeror’s format, and are to contain all of the information detailed in L.4.2.4.
Is the requested BOM information numbers
(1) – (9) required for each and every part?
Section L.4.2.5
Yes, the requested BOM information is required for every part. However, if any of the information identified in numbers
(1) – (9) is not applicable or is not known yet for any of the parts, then input “N/A”.
48 Does the government have a recommended format/spreadsheet for this information?
Section L.4.2.5
The BOMs are to be provided in the offeror’s format, and are to contain all of the information detailed in L.4.2.5, NUMBERS (1) through (9).
49 Is the offeror required to submit evidence of their ISO certification? Section E references the need for these items, but nothing in Section L requires it to be provide
Section E
The offeror is not required to provide ISO 9001:2015 certification as part of their proposal submission.
50 Is the offeror required to submit information on their QMS/Supplier Management Program/APQP/PPAP? Section E references the need for these items, but nothing in Section L requires it to be provided.
Section E and L
Overall information on the offeror’s Quality Management System/Supplier Management Program/APQP/PPAP is not required as part of the proposal submission.
51 An offeror “wanted to confirm that all the CDRL requirements are applicable for this procurement effort. The majority of the CDRL’s pertain to a production vs spares program.”
Section C and J
Yes, all of the CDRL requirements apply.
52 An offeror “has discovered the following facts on Attachment 6:
• 70 of the parts are listed multiple times (as many as 4 times)
• 40+ parts are not recognized
Offeror” requests this attachment 6 to be cleaned up.”
Section C and J
Amendment 0001 was processed to update Attachment 0006 to eliminate any duplicate entries. However, the USG needs further information with respect to which “40+ parts not recognized”.
53 A potential offeror is requesting the RFP solicitation to be updated by removing the old requirement DoDI 5200.01 and replacing it with DoDI 5200.48.
Section C.4.6.1
Amendment 0002 was processed to update the reference in C.4.6.1 and change the reference from DoDI
5200.01 to DoDI 5200.48.
54 In our review of the Technical Data Package for the subject solicitation, we have found that the following drawings are missing. Can you please provide as soon as possible so that we can complete our material pricing activity?

55 In what CLINs should scope contained in C.1 through C.10 be priced?
The two applicable CLINs, 1010 and 1011, state **NSP** (not separately priced). PG 14)
Section B, C, and J
It’s up to the offeror to determine how it wants to develop its proposed unit price for each CLIN.
56 Please clarify the Governments intent for pricing hardware deliverables (CLINs 1001- 1009; 2001 – 2009; etc.)
and non-hardware scope within those priced CLINs. Is it the Government’s intent that offeror’s price each hardware deliverable within the ranges, and then add in the price for the non- hardware scope as well? For example, hardware scope that is $100 at qty 1- 40, $90 at qty 41-83; etc.
and non- production scope that is a constant value of $50 – the range price would be $150 for qty 1-40, $140 for qty 41-83 Or is there a specific quantity range the Government would like the offeror to include these costs?
It’s up to the offeror to determine how it wants to develop its proposed unit price for each CLIN and range.
57 There is no CDRL or First Article Inspection CLINs for ordering years 2 through 5. Does the Government expect the Contractor to price CDRLs and FAI in these ordering years?
It’s up to the offeror to determine how it wants to develop its proposed unit price for each CLIN.
58 Section L5 identifies Volume 3 as the Administrative Volume but this should be Volume 4 according to the previous laid out proposal structure in L.2.1.1 of:
Volume 1 Technical Factor Volume 2 Price Factor Volume 3 Small Business Participation Volume 4 Administrative
Section L.5
Amendment 0002 was processed to update the reference in L.5 and change the reference to Administrative Volume 4.
59 Offeror requests the USG to provide the WBS identified for this solicitation and clarification that CSDR reporting is required at the whole contract level, rather than at the part level. Offeror needs to know if we can be compliant with their assumptions and WBS structure.
Section C
It’s up to the offeror to determine how it wants to develop its proposed unit price for each CLIN.
Given the scarcity of components and significant impact to our supply base, specifically electronic components, that has been seen worldwide since the onset of the Coronavirus disease (COVID-19) National emergency and classified as a pandemic. Offeror respectfully requests the USG to review and reconsider whether the delivery schedules listed in the solicitation are achievable.
Alternatively, Offeror requests the USG to consider allowing offeror's to bid their best competitive schedule, which may be outside the USG’s preferred delivery schedule.
N/A Section F The delivery schedule was updated. Also, a request For Information will be posted to SAM.gov seeking industry feedback on the delivery schedule.
File details come from the government source that posted it. Updated .
