Section M Evaluation Factors for Award

M.1 Price Factor

M.1.1 Cost/Price Reasonableness. The Government will evaluate whether or not the Offeror's proposed ceiling prices are reasonable in accordance with the definition in FAR 15.404-1 and 31.201-3. A cost or price is reasonable if, in its nature and amount, it does not exceed that which would be incurred by a prudent person in the conduct of competitive business. The Government may make a determination of reasonableness by any means allowable under FAR 15.404-1.

M.1.2 Ceiling Prices: The ceiling price equals the proposed ceiling unit price for each CLIN, as identified in Attachment 0001 Pricing Spreadsheet.

M.1.3 Unbalanced Pricing. The Government will evaluate the Offerors proposal for unbalanced pricing in accordance with 52.215-1(f)(8). Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items is significantly over or understated as indicated by the application of cost and price analysis techniques. Offerors are cautioned that a proposal the Government assesses to be unbalanced as to price, may either be rejected or determined unacceptable for award.

M.1.4 Verification. Defense Contract Audit Agency (DCAA) and Defense Contract Management Agency (DCMA) may be requested to verify rates and projections.

M.1.4.1The Government may use other resources in the evaluation of the Offerors Proposed Cost/Price.

M.2 First Delivery Order Proposals

The first delivery order proposals for CDRL A007, and for the Wet Gap LOCBs will be evaluated IAW the evaluation approach within the First Delivery Order Proposal Request.
