About this file

This document is a combined synopsis and solicitation for an indefinite delivery, indefinite quantity contract to acquire modular panel-truss Line of Communication Bridge systems and Field Service Representative support services. The Army Contracting Command - Warren proposes to award a three year IDIQ contract for the delivery of commercial LOCB wet and dry gap systems, as well as technical assistance and training services from FSRs. The solicitation includes questions and answers to clarify requirements, such as the delivery of various bridge lengths and conversion kits to transform longer bridges into standard 130 meter sections. Pricing sheets specify unit costs for bridge components and establish ceiling prices, with delivery order requests to allow for downward price adjustments based on specific shipment locations. Proposals are due by an extended deadline of one week following the holidays.

Question Response

1 Attachment_0001 - Clarfiy what is meant by "Unit Price Per Three Panel Section", Does it mean a 3 bay (9.144m) section of bridging?

Yes. The Government expects that ceiling prices will increase as bridge length increases. More 10 meter (approximate) sections are expected to increase the ceiling proportionately. Attachment 0001 is revised to use "bay" instead of "panel."

2 Attachment_0001 - Is it the intention that all the following items go into "other components", Winches, timber, anchors, bouys, Tools, L&EE, Grillages?

Yes. The "Other Components" column would include anything that is not Ramps, Bridge Structure/Span, or Pontoons. It is acceptable to provide additional data to support the amount in the "Other Components" column if your firm thinks it will clarify the proposal.

3 Section H, SPECIAL CONTRACT REQUIREMENTS, paragraph H.1.2 states in the second sentence, “Delivery orders will be placed with the successful offeror(s) who provide(s) the Government with the best value considering proposed unit prices (not to exceed the ceiling unit prices in Attachment 0001), and/or past performance on other previous orders against this contract, and/or delivery requirements, including the ability to meet the delivery schedule.” Attachment 2, Line of Communications Bridge (LOCB) Delivery Order Proposal Request, states, “Basis of Award: Minimum Guaranteed Quantity – Price Only ” Attachment 3, Line of Communications Bridge (LOCB) Delivery Order Proposal Request, states, “Basis of Award:

Price Only ”

Does the Government plan to make an award based on best value as stated in Section H, or based entirely on Price Only as stated in Attachment 2, and Attachment 3?

Section H has been revised changing the quoted language.

Attachment 0002 and Attachment 0003 are specific requirements.

Each will be awarded on a Price only basis.

The base contract will be awarded to each offeror, with competitions for delivery order requirements, as discussed in Section H, and similar to Attachment 0003.

4 Section L and M - Re-issue the complete section L and M. The complete Sections L and M were posted. A revised copy has also been posted as part of Amendment 01.

5 Sections A, B, D,E, G, I, J, K - These sections appear to be missing, and whilst shown as pdfs, there is no link. Can an index and documents be provided to clarify content?

All of these attachments were uploaded to fbo.gov with the solicitation.

6 Combined Synopsis and Solicitation Document. I Introduction Paragraph A.

The meaning of this sentence can be taken in a number of ways. Can it be clarified? Namely "The contract minimum will be fulfilled by the Evaluation of Depot Capabilities to be performed by each contractor and the award of at least one 400M Wet Gap LOCB system".

The guaranteed minimum is an award of a delivery order for the Attachment 0002 (CDRL A007), and delivery of one Wet Gap LOCB. The statement is revised to "The guaranteed minimum quantity of the contract is CDRL A007, and one Wet Gap LOCB system."

7 The Solicitation infers that the basic or stock module for the LOCB stocks is a 130m floating bridge. Is the 130m floating LOCB the standard item of stock for accounting for and storing this system?

Although the Government could place an order for 130m Wet Gap LOCB(s), it is more likely orders under this contract will be for specific length wet gap bridges.

8 Inspection and acceptance at origin, but FOB destination. Vendors have no control over inspection by DCMA, other than to request an inspection date.

This has the potential to delay delivery. Confirm that any lost time will be credited due to awaiting DCMA inspection teams, so as not to impact the ability to deliver in the contracted timeframe.

The vendor should plan for a reasonable response time for DCMA inspection at its facility (Origin). FAR clause 52.212-4(f) discusses Excusable delays for commercial items.

9 US Flagged Vessels - The preference for a US flagged privately owned vessel is stated. Can the quote for the cheaper non US flagged alternative?

Please reference DFARS clause 252.247-7023, Alternate I for information on the use of US-flag vessels.

52.247-64 was marked in error. 52.242-5, on the line above should have been marked. This will be corrected in Amendment 01.

10 Delivery is stated as to Sierra Depot California and also locations in Italy, Japan and South Korea. As shipping costs differ for all locations, it is necessary to quote for all locations. Confirm that this is acceptable and that the table at tab 'WG - Specific Length' will be amended to allow for the inclusion of all costs in the table. This will also require the ceiling price table at '001 Pricing Spreadsheet' to be amended to reflect 4 ceiling prices per bridge depending on destination.

Ceiling prices in Attachment 0001 - Pricing Spreadsheet will apply to delivery order proposal requests such as Attachment 0003. Offeror should consider each potential shipment location and use the appropriate location that will allow downward price adjustments only (i.e., ceiling prices should consider each variable that could increase price, so the offeror can propose delivery order pricing for specific requirements that remove variables such as shipment location).

11 C.2.2.2 - This paragraph refers to CLINs relating to travel costs. Please clarify.

Section C.2.2.2 should be titled, Wet Gap Conversion Kits (CLINs 0041 through 0043). This section of the scope of work will be updated in an amendment to the solicitation

12 C.2.2.2 Attachment 0001 Pricing - Confirm conversion kits are to convert from existing 4.2m width (in the case of Mabey 80t/110W Bridges) to 5.25m width.

C.2.2.2 is for conversion of 120T/150W MLC bridges. This scope section is included in case the Army has a requirement to convert specific gap length bridges to 130m Wet Gap Systems. The 120T/150W LOCBs on this contract shall have a minimum 5m deck width.

13 Attachment_0001 - Is this the minimum length required or would to the nearest half bay length +/-1.524m be acceptable?

The bridge lengths used are approximate lengths, which may be exceeded (short is not acceptable) due to bridge design when necessary.

14 Section_C, Page 1, C.2.1, - How can we get a copy of Army Regulation (AR) 70-38?

Web search for "Army Regulation 70-38" provides links, or use the following:

https://armypubs.army.mil/epubs/DR_pubs/DR_a/pdf/web/r70_38.pdf

15 Section_C, Page 2, C.2.2.2 - Please clarfiy the requirement for Wet Gap Conversion Kit. Is the intention for the Wet Gap Convesion kit to split longer span Wet Gap Bridges of the same loading class, i.e to convert a 400m MLC120T / 150W into 3 Wet Gap Bridges of 130m length, does the 160m bridge need to convert to 1 or 2 130m bridges. Or is the intention for the conversion kit to convert Wet Gap bridges of a different load class (MLC80T / 110W) already in stock into 130m Wet Gap Bridge for

MLC120T/150W?

Yes, the conversion kits are for the 120T/150W MLC Wet Gap bridges.

The intent is for the full 'existing length bridge' to be used, so a 160m would split into two 130m bridges. The Government anticipates the kits including additional ramps, bridge structure/span, pontoons, and any other components to make two 130m Wet Gap bridges from a 160m bridge.

16 Section_C, Page 2, C.2.2.3 - Is this a 130m WET Gap LOCB Bridge plus all the additonal equipment including span junction components, pontoons, and anchors to enable two or more sets to be joined together?

Yes. C.2.2.3 is included in case the Government has a need for Wet Gap LOCBs, but the specific gap length is not available. Multiple 130m Sections could be combined to construct a bridge up to 910m.

17 Section_C, Page 2, C.4 - Please provide the format required for the (SAR) DI-SAFT-80102C is added as an authority to CDRL A002. It states that the SAR is in contractor format.

18 Section_C, Page 2, C.2.2.4 - Do all Wet Gap bridge General Assembly (GA) Drawings have to be provided as part of the tender package? Or can they be supplied on award?

CDRL A005 is updated to include delivery requirements at 45 days after award of the base contract.

19 Section_C, Page 2, C.2.2.6 - Do all Dry Gap bridge GA Drawings have to be provided as part of the tender package? Or can they be supplied on award?

CDRL A006 is updated to include delivery requirements at 45 days after award of the base contract.

20 Section_C, Page 2, C.2.2.2 - Clause detailing the Wet Gap Conversion Kit includes the following statement "The 130m Wet Gap LOCB sections shall be capable of combining to assemble up to seven 130m Wet Gap sections continuously", can you please clarify how this relates to the Wet Gap Conversion Kit.

The conversion kit should include any parts necessary to connect sections together once a bridge is broken into 130m sections.

For example, a 400m bridge would break into four 130m sections. The 130m section using approximately 10m of original bridge may not have all connection components or pontoons for the additional 120m portion of a bridge, similar to the capabilities required in C.2.2.3. A vendor must determine what components are necessary based on its specific design.

21 In paragraph A of the introduction please clarify the statement “Evaluation of Depot Capability and award of at least one 400m Wet Gap LOCB”.

Attachment 003-Delivery Order states that three wet gaps will be awarded.

Two to one contactor (a 480M and a 600M Wet Gap Bridge) and the third to a second contractor (400M). This seems to contradict the minimum order statement of only one 400M Wet Gap. Which statement is correct?

Please see the response to question 6.

22 How will this solicitation be evaluated? On page 26 of the Solicitation Introduction under 52.212-2 Evaluation other than price what are the other factors? Please confirm if any of the below factors will be weighted:

i. Technical Capability

ii. Experience

iii. Meeting required delivery

iv. Offering an expedited delivery

The base contract will be evaluated in accordance with Section M.

Individual delivery orders may be price only, as is the case for Attachment 0003, or may include other factors as listed in Section H.1.1 (Section H is revised from the original posting). Each delivery order will include the order of importance for each factor, if applicable.

23 Please confirm that Delivery Order Requirement 02 in Attachment 003 contained in this solicitation will be awarded based on price only and no additional factors.

Correct. Price is the basis for the award decision. As stated in Section M, paragraph 2, of Attachment 0003, "The Government intends to award the 480m and 600m Wet Gap LOCBs to the offeror with the lowest evaluated price for those bridges. The Government intends to award the 400m Wet Gap LOCB to the other contractor, contingent upon the Contracting Officer’s determination that the proposed price is Fair and Reasonable."

24 CLINS 00011AA, 00012AA and 00013AA refer to Section C.2.2.4 of the Scope of Work. Please confirm that ramps, launching equipment and tool kits are not required for these CLINS.

C.2.2.4 is a sub-paragraph to C.2.2 which includes ramps, launch equipment, and tools.

25 Please confirm that CLIN 0023AA should be ordering year 3, not ordering year 1.

CLIN 0023AA applies to ordering year 3. The solicition is corrected.

26 Please confirm that there is no requirement for anti-skid deck surfaces on the Wet Gap LOCB. If anti-skid decking will be required please specify the coefficient of friction required.

The commercial bridging previously tested by the Army is the system expected for proposal and deliveries, including the deck surface.

27 CLINS 0031AA – 0033AA for 50M Dry Gaps specify in accordance with C.2.2.1. Please confirm that this is incorrect and that they should conforms to C.2.1. Please confirm if Dry Gaps require anti-skid decking

CLINs 0031AA - 0033AA should reference C.2.1. A revision is posted with this correction.

The commercial bridging previously tested by the Army is the system expected for proposal and deliveries, including the deck surface.

28 CLINS 0041AA – 0053AA: Conversion kits in accordance with C2.2.2.

Clarification is required to the statement that the 130M Wet Gap LOCB shall be capable of combining to assemble up to seven 130m wet gap sections… “Isn’t the intent of this CLIN to create 130M Wet Gap Bridges from longer Wet Gap bridges and not to add 130M wet gap bridges together to make a longer bridge?

Please also clarify the pricing matrix in attachment 001 for the Wet Gap Conversion Tab. An example is the conversion of the 160 meter bridge to a 130m wet gap. A 160m bridge can only yield one 130m bridge without the addition of 90meters of bridging plus ramps. Please advise the intent.

Please see the response to question 20.

Yes, the intent is to "create 130m Wet Gap bridges from longer Wet Gap bridges," but depending on design, division of a longer bridge may not provide all parts necessary for complete 130m sections that can be combined into a longer bridge. A 130m section must be capable of being combined with any other 130m section to form a longer bridge.

Intent in the example provided is to provide the additional 90m plus ramps (and any other required components) to create two sections.

29 C.5: What is the maximum number of FSRs that could be required simultaneously as CDRL A003 requires that “FSR technical assistance and training services for a period up to 12 months (per FSR)” will be required for each delivery order?

Delivery orders may only include requirements for hardware. FSRs will only be required if an order is placed. Up to three simultaneous FSRs are possible.

30 CDRL A005 and CDRL A006: Are the required drawings due with the solicitation submittal or upon award?

See responses to questions 18 and 19.

31 Section F and Attachment 0001: Section F calls out 4 possible delivery locations while the Attachment 0001 Pricing Worksheet Shipping Reference will only allow one shipping cost entry per order year. Please advise the shipping location to use to determine the cost.

The intent of Attachment 0001 is to create Ceiling Prices. Offeror should make its own determination on the shipping location that supports a ceiling price with only downward adjustment to account for alternate shipping locations.

32 Section F.1.1 Is rail delivery to Sierra Depot acceptable? Yes.

33 Sections F.1.3.1, F.1.3.2.1 and F.1.3.2. Production Rates: Please clarify:

a. F.1.3.1 states that production in meters per week based on only producing one type of bridge. Do you want an insert as to meters per week on one type of bridge?

b. F.1.3.2.1- The fill in rates is based on simultaneous production.

c. Please confirm that maximum production rates are to be based on current rates utilizing the current staffing situation. Surge production rates can be calculated based on timely forecasts.

d. F.1.3.2.2; Please confirm that all ceiling prices are based on the simultaneous production.

a. Yes, please complete the fill-ins within clause 52.211-8.

b. F.1.3.2.1 fill-ins consider simultaneous production of Wet and Dry Gap bridging.

c. Ceiling pricing should consider multiple variables that are offeror dependent. As stated in Section H.1.3, hardware delivery will be in accordance with Section F, so rates may be based on simultaneous production as in F.1.3.2.1 or production of only one type of bridge as in clause 52.211-8.

d. As stated in Section H.1.3.1, ceiling prices apply, unless a requirement stated in the delivery order proposal request is different from Sections H.1.3.1.1 - H.1.3.1.4.

34 Attachment 0001 pricing Spreadsheet: Please define what the “Three Panel Section” is as listed. Is the intent to define “Unit Price per Three Panel Section” as three bays of the bridge superstructure?

Yes. Please see the response to question 1.

35 Attachment 0001 Pricing Spreadsheet Wet Gap Conversion Kits: Please explain what you are looking for. As stated above in question 9 are you looking for the additional components requires to convert

a. A 400 meter wet gap to 3 wet gaps by 130m

b. A 480 meter wet gap to 3 wet gaps by 130m

c. A 600 meter wet gap to 4 wet gaps by 130m and

d. An 820 meter wet gap to 6 wet gaps by 130m

No. Wet Gap Conversion Kits should result in the following:

a. A 400 meter wet gap to four 130m wet gap sections IAW Section C.2.2.2

b. A 480 meter wet gap to four 130m wet gap sections IAW Section C.2.2.2

c. A 600 meter wet gap to five 130m wet gap sections IAW Section C.2.2.2

d. An 820 meter wet gap to seven 130m wet gap sections IAW Section C.2.2.2

e. An 160 meter wet gap to two 130m wet gap sections IAW Section C.2.2.2

36 Please advise the delivery location to be used on the pricing work sheet for the Dry Gap Bridges as Section F lists four possible destinations

Please see the response to question 10.

37 A request for an extension was received. The due date for proposals is extended by one week due to the holidays falling in the middle of the solicitation period.

The proposals should include ceiling prices in Attachment 0001. Each delivery order will include a request for delivery order proposal, with more specific requirements such as 'ship to' location, which will allow an opportunity for downward adjustment of the ceiling prices (especially if designs are finalized after initial proposals for submission of CDRLs A005 and A006 after base contract award).
