F.1 TRM Storage
F.1.1 The Government may require the Contractor to store and maintain TRMs that the Government has shipped in place. Shipped in place means the TRMs remain at the Contractor's facility waiting for Government authorization to transport to the assigned destination. The
Contractor shall transport the TRMs to the storage location, place unit(s) in storage and complete any re-inspection that may be required during storage.
F.1.2 This storage requirement applies for up to 60 days after final acceptance of the TRMs and shall be at no additional cost to the
Government. Storage cost for conditionally accepted units to include LRIP quantities shall be borne by the Contractor.
F.1.3 The Contractor shall maintain the TRMs in accordance with the approved MFS-TRM Shipment and Storage instructions referenced in section D, or previously approved Shipping & Storage Instruction documents.
F.1.4 The Government may perform a visual examination of the stored TRMs for deterioration, damaged parts and evidence of mechanical problems. The Contractor at its own expense shall correct all deficiencies detected during re-examination and when determined necessary re-accomplish AI&T. The provisions of the contract entitled Government Property Fixed Price shall apply to this and all Government property while in possession of the Contractor.
F.1.5 The contractor shall remove the TRMs from storage and ship them in the same chronological order that they were placed in storage
(i.e., first in, first out). TRMs shall be prepared for shipment at the level of preservation stipulated in the approved MFS-TRM
Shipment and Storage instructions referenced in section D.
F.1.6 In the event the Contractor must store TRMs based on failure of meeting contract requirements, (ie. failure to provide timely and accurate logistic data and LMI requirements), or for any other reason that is not the Government's fault, the cost for storage shall be borne by the Contractor.
F.1.7 TRM Long-Term Storage is defined as units stored for more than 60 days after Government acceptance.
F.1.7.1 TRM units shall be stored on a level surface and stacked no more than two units high. TRM units shall be stored at authorized locations indicated in Section F.1.1 and shall be stored at a secure facility with surveillance and enclosed in fencing. The contractor shall inspect the perimeter for any breaches and visually inspect TRM units for damage on a daily basis.
F.1.7.2 Costs for TRM units stored on a long-term basis shall be billed beginning on day 61 at the daily rate indicated on CLIN 0006.
Billing for long-term storage shall only be charged for storage starting from day 61.

The Government will evaluate equally, as regards time of delivery, offers that propose delivery of each quantity within the applicable delivery period specified above. Offers that propose delivery that will not clearly fall within the applicable required delivery period specified above, will be considered nonresponsive and rejected. The Government reserves the right to award under either the required delivery schedule or the proposed delivery schedule, when an offeror offers an earlier delivery schedule than required above. If the offeror proposes no other delivery schedule, the required delivery schedule above will apply.

CONTRACT
(b) Attention is directed to the Contract Award provision of the solicitation that provides that a written award or acceptance of offer mailed, or otherwise furnished to the successful offeror, results in a binding contract. The Government will mail or otherwise furnish to the offeror an award or notice of award not later than the day award is dated. Therefore, the offeror should compute the time available for performance beginning with the actual date of award, rather than the date the written notice of award is received from the
Contracting Officer through the ordinary mails. However, the Government will evaluate an offer that proposes delivery based on the
Contractors date of receipt of the contract or notice of award by adding
(1) five calendar days for delivery of the award through the ordinary mails, or
(2) one working day if the solicitation states that the contract or notice of award will be transmitted electronically. (The term working day excludes weekends and U.S. Federal holidays.) If, as so computed, the offered delivery date is later than the required delivery date, the offer will be considered nonresponsive and rejected.

L.4.3 Volume III Technical Experience Factor
L.4.3 Technical Experience
For the purposes of the Experience Factor, a Contract shall be defined as a written instrument that meets the following conditions: i) the instrument required the contractor to perform a distinct effort, and ii) the instruments statement of work demonstrates only work actually performed and without the use of an additional written instrument(s) to execute the effort. By their nature, stand-alone instruments such as Indefinite Delivery (FAR 16.501-1), Basic Ordering Agreement (BOA), Blanket Purchase Agreement (BPA), and Federal
Supply Schedule (FSS) type agreements are considered broader instruments that demonstrate work that COULD be performed, and generally do not demonstrate any actual work performed. Therefore, these stand-alone broader instruments generally do not meet this definition of a
Contract, and thus would not be considered to meet the definition of a Contract. However the Government may consider, and rely upon a broader instrument's statement of work/defined requirements in the evaluation, in the event it is needed assess the comparability of the work actually performed under an associated task or delivery order that is determined to be a Contract. Examples of a Contract may include, but are not limited to:
(i) a single task or delivery order which meets the conditions above that was placed under a broader instrument
(ii) a single work directive or similar instrument ((e.g. technical instruction) which meets the conditions above that was placed under a broader instrument
(iii) a definite quantity contract (Government or private industry) which meets the conditions above
L.4.3.1 For the Technical Experience Factor, the offeror shall substantiate recent and comparable technical experience by providing the requested information below. The offeror may provide no more than one recent contract performed by the offeror, or a proposed subcontractor, as prime contractor with the U.S. Government. The Government will not consider the technical experience of individuals or key personnel; only corporate technical experience will be considered. For purposes of this Factor, if a joint venture (JV) entity is the offeror, the JV members will be considered the offeror, regardless of how the JV is legally structured.
L.4.3.2 The Government will only consider recent technical experience. Recent technical experience is defined as tasks completed on a
Contract determined to be recent. Recent Contracts are those performed within five years of the date of issuance of this Request for
Proposal (RFP).
L.4.3.3 The Government will evaluate the offeror's recent technical experience for comparability to the following:
Development, completion, and U.S. Government acceptance of a Field Maintenance Technical Manual (which must include Repair Parts and
Special Tools List as part of the Technical Manual or as a separate volume of the Technical Manual) in accordance with MIL-STD-40051-2C or MIL-STD-40051-2B, and submitted in in Extensible Markup Language (XML).
L.4.3.4 Technical Experience Proposal Information Requested
L.4.3.4.1 Associated Corporate Entities. If any contract submitted as part of the Technical Experience factor was performed by an associated entity of the prime offeror (e.g. different corporate division, a parent entity, subsidiary entity, affiliate, etc), please identify the associated entity, explain its relationship to the offeror, and provide details of how the associated entity will have a meaningful role in performance of this effort. To establish the associated entitys meaningful role, it is the offerors responsibility to clearly detail the proposed involvement of the associated entity, to clearly detail the structure of the business organization and to provide details about how the associated entitys resources will be brought to bear on performance of the current requirement.
