R-0159, CDRLs and Attachment

Attachment 0032 is a PDF file of all the CDRLs and CDRL A025 is shown as a draft. All the CDRLs in the CDRL zip file are indiviual [sic] documents. Should the offerors use the zip files of the CDRLs and ignore Attachment 0032?

Attachment 0032 has been converted to Exhibit 0001, as referenced in Amendment 0001 to RFP W56HZV-15-R-0159, which now only lists the CDRLs. The actual CDRLs can be found in a separate attachment to the RFP as addressed in Amendment 0001.

Exhibit 0001 should be used in conjunction with the actual CDRLs to prepare proposals.

RFP W56HZV-15-

R-0159, Secetion [sic] C.8.2.1

Inspection and Acceptance is performed at the origin, DA Form 7408-9 is signed and voucher for payment is submitted in iRAFT.

FOB origin indicates that title transfer is made to the Government at origin. Contractor then requests a bill of lading and the [sic] contractgor loads the vehicle when the deliverer arrives. The contractor then travels to destination and assists with deprocessing and repairs as required, followed by Government handoff to the gaining units. Does the Government have a list of destinations and quantities, by CLINs so that the offerors may price the de-processing at the destinations?

Contractor travel to support system hand-off will be performed IAW H.6 and Joint Travel Regulations. The travel will be established when Delivery Orders are executed. C.8.2.1 and C.8.2.2 have been updated to clarify the system hand-off requirement and will be provided in an Amendment.

Inspection, Acceptance, and title transfer will be performed at the origin and voucher for payment will be submitted. Clause 252.247-

7028 APPLICATION FOR U.S. GOVERNMENT SHIPPING

DOCUMENTATION/INSTRUCTIONS details the process the contractor shall follow to request Government provided shipment.

After delivery to the gaining unit, the contractor shall travel to fielding destinations to perform the system hand-off activities described in C.8. to support the Government hand-off to the gaining unit.

What is your expectation for a standard warranty period? The only warranty expected is the same as provided to commercial customers, this includes all pass-through warranties from vendors, suppliers, and subcontractors. C.9 has been updated to clarify the intent and will be provided in Amendment 0002.

Should paragraph E.3.6 of Solicitation Number: W65HZV-15-R-0159 read “the contractor shall deliver two LCRTFs in accordance with

CLIN 0011AC” ?

E.3.6 was amended in Amendment 0001 to W56HZV-15-R-0159. It now reads "the contractor shall deliver two LCRTFs in accordance with CLIN 0011AA."

Per the solicitation, system hand-off would occur at the contractor’s facility (I&A and FOB origin), so pricing of CONUS AND OCONUS hand-off would be the same and occur at contractor’s facility? Is this assumption correct? If not please clarify.

Inspection and Acceptance is at the contractor's facility, the shipping of the system will be the Government's responsibility.

System hand-off will be performed at the gaining unit's location, travel to the unit's location with be agreed upon IAW JTR and H.6 prior to DO award.

6 L.1.4.1

Can the Government please clarify or give an example of the Section L.1.4.1 instruction on each paragraph of the proposal shall have a reference number?

Each paragraph shall be numbered in whichever convention the offeror chooses to provide. Reference numbers allow for easier review and assessment, but a particular format is not required. As an example, the RFP provides alphanumeric numbering.

7 L.1.2 Can the offeror use 9pt font for all graphics? No. Font size shall be no smaller than 10 point in accordance with

L.2.2, Attachment

Regarding page 194, L.2.2, we interpret this to mean that Section B with pricing information fill-ins should be included here. Is this a correct interpretation? Similarly, are we to include those same pricing details as fill-ins in the pricing model included in Volume IV?

Yes, L.2.2 requires all fill-ins completed and submitted to include Section B pricing information. Yes, L.5.1 requires that the offeror shall fill out all required fields in the Pricing Attachment 0025.

Offerors are cautioned to ensure that the prices are stated consistently in both places.

9 L.3.2, L.3.3

Can we submit attachments (additional files) to substantiate items beyond those listed in Attachment 0023 and that will not be included in the page count?

Yes, but for evaluation purposes the Government will only assess the considerations in Attachment 0023.

The page count of 50 pages is specific to the narrative describing the offeror's proposed approach detailed in L.3.2. There is no page count requirement for the substantiating data detailed in L.3.3.

Regarding L.2.2 c. A Subcontracting Plan in accordance with 52.219- 9, if the Offeror is other than a US small business, as defined by the North American Classification System (NAICS) code applicable to this RFP, and regarding L.7.3 b. An Offeror shall fill out the Small Business Participation Factor Workbook (Attachment 0026) with goals for this solicitation specifically, even if it is an Other-Than- Small-Business (OTSB) submitting a Comprehensive Subcontracting Plan.

Our interpretation of these requirements is that Volume I should include the offeror’s Comprehensive or Master Subcontracting Plan, and Volume VI should include the completed Attachment 0026 Small Business Participation Plan and associated narrative. Is this the correct interpretation? Also, if the offeror does not have a Comprehensive or Master Subcontracting Plan (because there has never been a requirement for such a plan), is it acceptable for the offeror to submit an equivalent corporate plan in Volume I such as their corporate Small Business Subcontracting Plan policy and their Quality Manual for qualifying small business subcontractors and vendors?

If you are an Offeror who is other than a small business, submit the following:

In Volume I - Include your Small Business Subcontracting Plan in accordance with FAR 52.219-9 and its ALT II and 252.219-7003 or 252.219-7004 as applicable. There are three types of plans defined in FAR 52.219-9: Individual Plans, Commercial Plans, and Master Plans. DFARS 219.702 defines a Comprehensive Plan. These are the only plans that will be recognized by the Government. A Corporate Plan is not one of the plans defined in FAR 52.219-9 or DFARS 219.702 so it would not be acceptable.

In Volume VI - Include your Small Business Participation Factor Workbook (Attachment 0026), and all other documents required by L.7 to be submitted for the Small Business Participation Factor.

Please see revised language for L.2.2.c in AMD 0002.
