11-Jun-15
The proposed schedule is just being seen by industry for the first time. In consideration of competition and the reality that industry must re-align resources to compete, would the Government consider RFP release in the 2nd QTR of the Government FY16 to take into account that commercial FY's typically start 1 January & best opportunity for commercial resource alignment?
The release of the RFP is aligned with the availability of Army resources. Delaying RFP release will place Army resources at risk as well as further delay the continued fielding of improved equipment to the soldier. The RFP's estimated release date will be in accordance with the dates identified in the LCRTF Industry Day presentation.
11-Jun-15
SOW C.4.1.3 User Jury Will there be an opportunity to hear from the end users (soldiers) to hear lessons learned and the improvements we can offer from the user or maintainer point of view?

Many links were provided with places for SBs to register. Do SBs have to register in all of them?
The first 2 links are lists of interested subcontractors. One is specific to the Light Capability Rough Terrain Forklift (LCRTF) and the other is for all TACOM LCMC buys. You are not required to register in either one, but if you list your firm, it lets potential Primes know you are interested. The Primes can use this as a source to find Small Businesses (SBs) for their SB Subcontracting Plan and the small business (SB) Participation Factor submittal. The next 2 links are to the System for Award Management (SAM) and the Small Business Administration’s (SBA)'s Dynamic Small Business Search (DSBS) database. Industry and Government can use these to search for your business based on several factors, including capabilities, size, location, experience and ownership. They are also ways for potential Primes and the Government to verify your size and socioeconomic status.
Small Businesses can also use DSBS to identify other Small Businesses for teaming and joint venturing. Prime contractors must be registered in the SAM. Subcontractors are not required to register, but if they do not, they will not come up in searches. As a Small Business registers in the SAM, there is an opportunity to fill out a Small Business profile.
The information provided populates DSBS. SBs should note that there are extra fields in DSBS to fill in that are not found in SAM and that can provide more information. After registration, SBs may log into the DSBS and fill out the extra fields. Contractors should ensure records in the SAM and DSBS are up to date.
ATPD 3.3.10 Longitudinal gradeability and ATPD 3.3.11 Dynamic side slope stability
Does stability requirement include LCRTF with load or LCRTF without load? If LCRTF with load, is the LCRTF operating in carry position?
Yes, to both questions. Rationale - (PD) 3.3.10 Longitudinal gradeablilty. The LCRTF shall be capable of ascending a 45% grade in forward gear range at a speed of not less than 1.5 miles per hour (mi/hr), on a dry concrete surface free from loose material, with the air conditioning at full cool setting, and all lights on, with and without the rated capacity load. AND PD 3.3.11 Dynamic side slope stability.
The LCRTF shall be capable of negotiating 30% grade side slopes in a full circle operation on dry concrete free from loose material on slopes, with and without rated load.

ATPD 3.3.42 At-platform and embedded diagnostic equipment
3.3.42 – At platform and embedded diagnostic equipment – states “The LCRTF shall have the capability to identify major electronically-controlled system LRU failures.” Our interpretation of this section is “If our product has no electronically controlled systems, then 3.3.42 is not applicable and meets the technical requirements of the PD.”Is our assumption correct?
Your assumption is incorrect. At-platform and embedded diagnostic equipment shall be a requirement of the LCRTF platform. The PD will be updated to clarify and will be available at final RFP release.
21-Jul-15
ATPD 3.3.42.1 At-platform diagnostics
3.3.42.1- At-platform diagnostics - states "The LCRTF data bus shall have built in sensors that provide fault isolation capability sufficient to identify failures of major components of each system monitored by the data bus". Our assumption is: if there are no systems or components electronically monitored a data bus is not required? Is our assumption correct?
Your assumption is incorrect. At-platform and embedded diagnostic equipment shall be a requirement of the LCRTF platform. The PD will be updated to clarify and will be available at final RFP release.
21-Jul-15
ATPD 3.3.42.2 Embedded diagnostics
3.3.42.2 – Embedded diagnostics – states “The LCRTF shall have all OEM embedded diagnostic capabilities available on the commercial version of the vehicle.” If the commercial version of the LCRTF has no embedded diagnostic capabilities, our assumption is the product still meets the requirements of the PD. Is our assumption correct?
Your assumption is incorrect. At-platform and embedded diagnostic equipment shall be a requirement of the LCRTF platform. The PD will be updated to clarify and will be available at final RFP release.
21-Jul-15
ATPD 3.3.27.1 Emergency egress
3.3.27.1 Emergency egress – states “The
minimum size of at least one of the emergency egress windows shall be 26” x 30” (height x width). Would it be acceptable to meet the same envelope for escape but reverse the height and width while the truck is in the upright position?
30” height and 26” width. In a turnover event where the truck was on either the left or right side, the measurements would then conform to the standard.
It is acceptable to reverse the height and width dimensions.
21-Jul-15
ATPD 3.3.27.1 Emergency egress
3.3.27.1 Emergency egress – states “The
LCRTF cab shall provide a means for an emergency egress through the front windshield or boom side window. The minimum size of at least one of the emergency egress windows shall be 26” x 30” (height x width). If the emergency egress window is the boom side window, the actual egress window size would depend on the position of the boom. Is the egress window measurement dependent on the position of the boom or solely on the size of the cab egress hatch?
The PD will be updated to clarify and will be available at final RFP release. The emergency egress will be required to be through the front windshield.
ATPD 3.3.31.4 Low Velocity Air Drop (LVAD)
3.3.31.4 – Low Velocity Air Drop (LVAD) – states “The LCRTF shall be capable of being airdropped from C-130 aircraft without breakage or permanent deformation of any structural member or component, or loss of the LCRTF’s ability to perform all functions specified herein. Was the current fielded LCRTF LVAD tested and did it meet the requirements of this paragraph?
The current fielded LCRTF does not meet the LVAD requirement in its current production configuration.
21-Jul-15
ATPD 3.3.31.5 LVAD Parachute suspension provisions
3.3.31.5 – LVAD parachute suspension provisions – states “Four integral suspension provisions conforming to MIL- STD-814 shall be furnished.” Our assumption is if the LCRTF meets all dimensional requirements for MIL-STD- 209K, MIL-STD-913 and paragraph 3.3.31.1 of this PD, then the LCRTF also meets dimensional requirements of MIL-STD-814.
Is our assumption correct?
The assumption is incorrect. The tie down requirements and tie down pattern for MIL-STD-814 are not the same as the requirements for MIL-STD-209 and MIL-STD-913.
