PROGRAM: NATIONAL MAINTENANCE STRATEGY (NMS) EXECUTIVE SUMMARY
The information below describes the planned acquisition approach for the NMS program. The solicitation, clauses, Performance Work
Statement (PWS), and associated information is posted on Federal Business Opportunities (FBO) website under solicitation W56HZV-15-R-
0139. The Government will post all changes, amendments, and updates to the solicitation, as well as answers to questions generated by industry on this site.
NMS PROGRAM OVERVIEW____________________
The U.S. Army Contracting Command (ACC), Warren, issues this Request for Proposal (RFP) W56HZV-15-R-0139 for the National Maintenance
Strategy (NMS) contract requirements. The purpose of this service contracting effort is to provide training and mentoring in maintenance and supply chain management and Contractor Logistics Support (CLS) to the Afghan National Defense Security Forces (ANDSF). These services support United States Governments strategic objectives in transitioning the war effort to the Government of the Islamic
Republic of Afghanistan (GIRoA).
The ANDSF consists of the Afghanistan National Army (ANA) (Ministry of Defense (MoD)) and the Afghanistan National Police (ANP)
(Ministry of Interior (MoI)). The ANA and ANP will remain independent of each other with separate facilities, maintenance locations and operating procedures.
Currently, the ANDSF does not effectively manage accountability of its vehicles and ground equipment, nor does it have the necessary training and experience required to maintain and sustain its vehicles and ground equipment effectively and independently. Therefore, the ANDSF relies heavily on contractor and Coalition support to conduct and manage its maintenance, sustainment and supply systems. This effort provides CLS and targeted training at the management and maintainer levels to facilitate the transitioning of all responsibility for maintenance, sustainment, and supply chain management to the ANDSF.
VISION______
Achieve an organic maintenance and sustainment capability in the ANDSF for vehicles and ground equipment.
MISSON______
Enable the ANDSF to be self-sufficient in maintaining and sustaining its vehicles and ground equipment. Development of this capability is critical to the Coalition exit strategy from Afghanistan.
ACQUISTION STRATEGY___________________
A full and open competition utilizing best value tradeoff procedures will be used in accordance with Federal Acquisition Regulation
(FAR) 15, "Contracting by Negotiation." The NMS contract includes one 12 month base year and four 12 month option periods and utilize
Firm-Fixed-Price, Cost-Plus-Fixed-Fee, Cost-Plus-Incentive-Fee, and Cost (No Fee) contract types as detailed in Section B. The
Government will make a single award to the offeror whose proposal represents the best overall value.
CONTROLLED UNCLASSIFIED INFORMATION (CUI)_________________________________________
The NMS RFP contains CUI that is not available via the Internet. However, CUI will be made available to offerors upon an approved request. Requests for CUI documents must be made through the FBO website. A Vendor Instruction Manual is located on the FBO home page
(https://www.fbo.gov/) to assist offerors in using the website and accessing documents. Once a request has been made, an automated email will be generated to the Government reviewer. The Government reserves the right to request additional information to support releasing documentation. CUI must be handled in accordance with the NMS Security Classification Guide (Attachment 0027) and proposal information and source selection evaluations must be handled in accordance with FAR 2.101, "Definition" and 3.104, "Procurement Integrity."
