REF # Section of RFP Responses
1 Attachment 0003, Personnel Densities The "G" and "R" in Attachment 0003 are Afghanistan designations for enlisted personnel.
2 Page 586, 3.5 The Contractor will be authorized to utilize Government furnished facilities to maintain its contractor furnished fleet only if the vehicle or equipment is used exclusively for the execution of the NMS contract.
PWS 3.1 Training and Mentoring, The Government will not be providing additional information. This is a performance based effort. The contractor will utilize existing ANDSF facilities and infrastructure to conduct training and mentoring in accordance with Attachment 0002.
4 Attachment 0004 Attachment 0004 was updated to incorporate this change via Amendment 0002.
5 C.3.1; Attachment 0003 (Personnel Densities) The ANP only provides staffing at ANDSF locations. The CMF is not an ANDSF location. Attachment 0002 has been updated to reflect which locations are required to provide training and mentoring.
3.1.1.1 Maintenance Management Training
and Mentoring, CORE‐AMS and CORE‐VMS has not yet been fielded. The Government anticipates these systems to be fielded by contract award.
3.1.1.1 Maintenance Management Training
and Mentoring, The offeror shall propose all tools and test equipment, material handling equipment, and other equipment necessary to accomplish the requirements.
8 Personnel Security The ANSDF will provide perimeter security at the ACOP locations. This is a performance based requirement and the contractor shall provide the security it requires based on its proposed approach to meet the CMF requirement; however, security is an option and the contractor is only required to provide security if the Security Option CLIN is exercised.
C.3.1.2
The CORE software suite is commercially available and includes barcode/scanning capability. However, this capability is not currently being utilized.
C.3.1.1 and C.3.1.2
The Government anticipates that CORE suite will be fielded by NMS contract award. CORE‐IMS, CORE‐VMS and CORE‐AMS are commercially available. As this is a performance based effort, the contractor shall decide how to train its personnel and how to provide training to the ANDSF to meet the requirements in Section C.3.1.
Discussion: RFP requires Training and mentoring be conducted on Government‐provided CORE AMS/IMS/VMS systems.
Question: Have each of the three CORE Partners Automated Information Systems (CORE AMS, CORE IMS, and CORE VMS) been fielded?
Discussion: RFP requires Training and mentoring be conducted on Government‐provided CORE AMS/IMS/VMS systems.
Question: Will the Government provide Computers and Printers for each national and regional site for the CORE Partners Automated Information Systems (CORE AMS, CORE IMS, and CORE VMS) used by the contractor for supply, maintenance, and asset management?
Discussion: the PWS states that the ANDSF will provide perimeter security to each of the sites listed in Attachment 0002, yet the ANDSF does not currently provide such security to many of the listed sites (CMF, RMC Kabul, ACOP Kabul, ACOP Kandahar, RMC Kandahar).
Question: Will ANDSF provide security to non‐ANDSF sites such as these under the NMS contract?
Question: Will barcode/scanning be used in conjunction with CORE‐IMS?
Question: If yes, will the barcode readers be available in all regions?
Question: Are they there currently?
Question: Are the Soldiers/Policemen trained on how to use it?"
Question: When will CORE VMS and CORE AMS be implemented in theater? When will the training be available?"
Discussion: C.3.1 states: The contractor shall develop and provide a Training Plan IAW CDRL A011 and the Technical Report (Post Training Report) IAW CDRL A018, Technical Report (Post Training Report). Training and Mentoring shall be provided to the ANDSF at the locations identified in Attachment 0002 and per ANDSF personnel density projections, by location, IAW Attachment 0003.
Attachment 0003 does not include any personnel density for the Central Maintenance Facility (CMF) in Kabul.
Question: Will the Government provide in an RFP amendment the personnel density projection for the CMF in Kabul?
NMS SOLICITATION W56HZV‐15‐R‐0139 Industry Questions & Answers Questions
Discussion: The ANA tab provides Officer, NCO, and Soldier skill set densities by site. This tab also lists a significant number of positions with rank designations of G and R—for example, Material Exam and ID Supervisor (G3) and Branch Chief (R6). These rank designations do not equate to any known military rank, so we are assuming that the G and R rank designations equate to civil service grades (e.g., GS – [General Schedule] and WG [Wage Grade]).
Question: Will the Government provide an explanation of what the “G” and “R” designations mean and how the numeric value associated with each Alpha character relates to rank seniority?
Discussion: Facility Management. “The ANDSF will provide maintenance, supply and warehouse facilities, and land, IAW Attachment 0002, with the exception of the Central Maintenance Facility (CMF).”
Question: Are contractors authorized to use Government‐furnished facilities to maintain their contractor‐furnished vehicle fleet?
Discussion: This paragraph establishes the requirement for the contractor to develop a training plan and deliver Training and Mentoring to the ANSDF. This paragraph and each of the training and mentoring sub‐paragraphs make no mention of what training facilities will be available at each location.
Question: Will the Government please provide a description of the training facilities available at each location that will be available as a training resource and provide a description of the technical/support capabilities of those facilities (i.e., computer infrastructure, maintenance bays, and classrooms)?
Discussion:: Attachment 0004 is missing the tab for “ANA ASL National”. Noted in the Totals tab of the attachment as #REF!
Question: Please provide the referenced missing tab of Att 0004.
C.3.1.1 and C.3.1.3
This is a performance based effort and the contractor shall determine how to meet the requirements. CORE IMS is commercially available system.
12 Section 3.1.1 The CORE software suite has versions in Dari.
13 Para 7 Glossary Confirmed. The Government anticipates the software suite will be made available to the contractor at time of award.
14 Attachment 3 The "G" and "R" in Attachment 0003 are Afghanistan designations for enlisted personnel.
C.7 Glossary, Page 591
The Government anticipates the software suite will be in place and operational at time of award.
16 C.7 Glossary, Page 592 The ANDSF have been issued keyboards with both English and Dari languages.
17 3.2.3.2 Yes, OR is calculated in accordance with Attachment 0018. Note: Amendment 0002 updated Sections 3.2.1.1.1 and 3.2.3.2.
18 L.1.2.2.
Solicitation closing date is identified on page 1 of the SF30. Please continue to check FEDBIZOps for any updates to the NMS program.
PWS 4.3 Technical Information, Pages 586‐587 Attachment 0005
Refer to Attachment 0005 for a list of Parts Manuals and Technical Manuals the Government will be providing.
I‐151; L‐15 Attachments: 0002, 0004, 0006, 0008, 017, and 0020
Amendment 0003 will update DFARS Clause 252.237‐7024 to identify essential function and update Section L.4.5.6 to clarify the MECS is not part of the Volume II.
L‐15; 252.237‐7024 Notice of Continuation of Essential Contractor Services Oct/2010
Amendment 0003 will update DFARS Clause 252.237‐7024 to identify essential function and update Section L.4.5.6 to clarify the MECS is not part of the Volume II. MECS will be part of Volume V.
Discussion: Due to the significant workload data to be estimated, international agreements requiring adjudication, and the sheer volume of questions yet to be answered, there is insufficient time to complete all proposal activities without answers to these questions.
Question: Because the Government’s responses to Q&As will significantly impact proposal responses, will the Government please consider setting the proposal due date to be 30 days after Q&As are published?
Discussion: This paragraph states in part, “The Government will provide the Technical Manuals (TMs), identified within Attachment 0005, for use in performance of this contract. The contractor shall procure other TMs not listed in Attachment 0005 necessary to perform this contract and deliver IAW CDRL A014, Technical Report (Technical Manuals).”
Question: Will the Government provide the Parts manuals associated with each of the TMs they will be providing?
Discussion: L‐15 states, “[t]he offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment(s) listed below for Mission Essential Contractor Services (MECS), during periods of crisis.” Attachment 0002 identifies all services by site during normal performance of the contract.
Assumption: During periods of crisis, normal performance of contractor functions could be reduced until conditions permit a return to normal operations.
Question: Is this assumption correct?
Question: If the assumption is incorrect, is it the intention of the Government that all services listed in Attachment 0002 continue without interruption of any kind during periods of crisis?
Question: Is the MECS Plan included within the 85‐page limitation for Volume II – Mission Capability? If not, should it be included as an annex of Volume II?
Discussion: Section L of the RFP states, "The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in [Attachment 0002] for Mission Essential Contractor Services, during periods of crisis.” There is no mention of such a plan in either Section L – Instructions, Conditions, and Notices to Offerors or Section M ‐ Evaluation Factors for Award.
Question: Please confirm that the Government wishes offerors to provide a Mission Essential Contractor Services Plan with their proposal. If affirmative, with which volume should the plan be provided and is it outside the respective page count?
Discussion: Contractor Managed Class IX Question: Do work orders that are awaiting the ANDSF to complete its part availability checks count against the OR?
Question: Will CORE VMS order parts?
Question: Will it look at shop stock and then at the Warehouse?
Question: Will it roll up all parts required to accomplish repairs?
Question: Will directed electronic systems (Core‐IMS/AMS/VMS) have versions in Dari and Pashto?
Discussion: PWS states all three CORE systems (AMS, IMS and VMS) are utilized as ANDSF property accountability, Supply System, and electronic maintenance system respectively Question: Since these systems are all directed for use, and presumably Government‐owned systems, it is assumed that licenses are also provided as Government‐owned to train the ANDSF personnel. Is this a correct assumption?
Discussion: There are several reference to ranks such as but not limited to; G2, G3, G4, G5 and G6.
Question: Are these full time government positions or enlisted Afghan Army personnel?
Discussion: The Glossary provides a brief description of the automated information management systems to be provided by CORE Partners.
Question: Will the Government confirm whether the three CORE Partner systems have already been fielded to the ANSDF national and regional sites, or if the contractor will be responsible for providing what amounts to New Equipment Training on these systems?
Discussion: The Glossary provides a brief description of the automated information management systems to be provided by CORE Partners.
Question: Will the Government clarify whether the computers to be used by the contractor for training Afghan National Defense Security Forces (ANDSF) personnel on the CORE Partners’ systems have English or Afghan keyboards and screens?
22 3.2.1.1 Amendment 0002 provided updated welding certification requirements. Section C.3.2.1.1 provides the Government's minimum welding certification requirements.
I-157 (b) Continuation Of Essential Contractor Services, Page 629; L-15 Notice of Continuation of Essential Contractor Services, Pages 672-673;
Attachment 0002
Amendment 0003 will update DFARS Clause 252.237‐7024 to identify essential function and update Section L.4.5.6 to clarify the MECS is not part of Volume II.
24 Attachment 0011 Attachment 0011 has been revised to reflect changes in the CLIN structure.
25 M.2.1.1 CLIN 0011AE is for Base Year Facility Management & Maintenance. In regard to CLIN 0012AD, Section M.2.1.1 has been revised to reflect changes in the CLIN structure.
26 Attachment 0011 Attachment 0011 has been revised to reflect changes in the CLIN structure.
27 Attachment 0011 Cell C15 and C16 were verified to be unlocked. No update to CLIN 0035 and 0036 is required.
28 Attachment 0011 Tab "0039 Contractor Man. Report ANA" and "0040 Contractor Man. Report ANP" have NSP for price in Attachment 0011. No change to attachment is required.
29 Attachment 0011 The Government has updated Attachment 0011 for CLIN 0012AD, AH, AM, AR and AV.
30 Attachment 0002 Attachment 0002 has been revised to correct CLIN location for Personnel Security.
Discussion: Welding certification Question: We request the certification be removed since these positions are normally held by local nationals who meet the years of practical experience and certification to these standards. This requirement would add undue costs and/or add security requirements. This was a topic of discussion at industry day and it was the industry understanding that these specific certifications would be removed with final RFP.
Question: It is requested that the Government provide the details of how the current ANA and ANP welding work force are acquiring these certifications?
Question: Why the requirements for American and European certification for welders, but no other specialties?
Question: Is this something an incumbent has, giving an unfair competitive advantage?
Discussion: Paragraph I‐157 (b) states, “The Government has identified all or a portion of the contractor services performed under this contract as essential contractor services in support of mission‐essential functions. These services are listed in attachment(s) below for Mission Essential Contractor services:
Attachments: 0002 Location Matrix, Dated: 11 Jun 2015.”
Paragraph L‐15 (b) states, “The offeror shall provide with its offer a written plan describing how it will continue to perform the essential contractor services listed in attachment(s listed below for Mission Essential Contractor Services, during periods of crisis.
Attachments: 0002 Location Matrix, Dated: 11 Jun 2015.”
Attachment 0002 provides the services described in both the Section I and Section L citations. These services are associated with the following 19 PWS paragraphs: 3.1.1.1, 3.1.1.2, 3.1.3, 3.1.2.1, 3.1.2.2, 3.1.2.3, 3.1.2.4, 3.1.1.2.1, 3.1.2.5, 3.2, 3.2.2, 3.2.1.2, 3.2.3.2, 3.2.3.3, 3.2.4, 3.2.2.1, 3.4, 3.3 and 3.6. The requirements in these two citations differ considerably in scope.
Question: Will the Government clarify whether the contractor is to address tasks considered to be mission essential in the event of an extended event or all of the PWS tasks described in Attachment 0002?
Discussion: Attachment 11 shows a slight differentiation in the subCLIN structure for CLIN 0011 National Logistics Center (NLC) Wardak (ANP) and is broken down as follows:
11AA, AD, AG, AK, AN – Training & Mentoring (CPIF) 11AB, AE, AH, AL, AP – Life Support (CPFF) 11AC, AF, AJ, AM, AQ – Personnel Security (CPFF) Question: Will the Government correct the SubCLIN structure found in tab “0011 NLC Wardak (ANP)” of Attachment 0011 to be consistent with Section B?
Question: Will the Government add SubCLINs for Contractor Logistics Support (CLS) and Facility Management & Maintenance to tab “0011 NLC Wardak (ANP)” of Attachment 0011?
Question: Did the Government intend for Facility Management & Maintenance to be a “priced” subCLIN in tab “0011 NLC Wardak (ANP)” of Attachment 0011?
Question: Will the Government please provide clarifications on the applicable CLINs referenced in paragraph M.2.1.1? For example, CLIN 11AE is for Option Period 1 yet the affordability cap is supposed to be for base period CLINs only. CLIN 12AD is for Facility Management that occurs during the base period, yet it is not listed under the affordability cap.
Discussion: Page 3, Section 1, paragraph B provides updates for CLINs 0011AB‐0011AQ. However, those changes were not incorporated as part of Attachment 0011. Request the Government to provide revised Attachment 11 to incorporate changes to CLIN 0011.
Discussion: Per the Q&A #112, the Government stated that it unlocked protected cells C15 and C16 for CLINs 0035 and 0036. These cells still remain protected. Please provide revised Attachment 11.
Discussion: Per the Q&A #114, Contractor Manpower Reporting should not be separately priced. This change has not been incorporated as part of Attachment 0011. Please provide revised Attachment 11.
Discussion: Attachment 11's subCLIN structure for subCLINs 12AD, AH, AM, AR, AV – Facility Management & Maintenance (CPFF) does not include an input cell for labor hours. Without the appropriate accounting for labor in Attachment 11 the Government will not be able to compare the values in Attachment 11 with the offeror’s detailed Cost/Price proposal and evaluators will therefore have an incomplete view of offeror cost.
Question: Will the Government please consider revising Attachment 11 to allow for input of the proposed hours contained in subCLINs 12AD, AH, AM, AR, AV? Timely revision of Attachment 11 should not require an extension to the proposal deadline.
Discussion: Amendment 0002 provided an updated Attachment 2. The new Attachment 2 spreadsheet has discrepancies between the SubCLINS and their locations when compared to Amendment 0002 Section B of the RFP. For example, in Cells S17 through S21 under the Personnel Security column, they are all listed as 0006AD which does not correspond to the column A locations for those rows. Similar items occur on each tab as highlighted in Red.
Question: In the attached spreadsheet, we have highlighted in RED the SubCLINs that are not aligned with Section B. Will the government update Attachment 2 or Section B so there is no confusion as to which SubCLINs are for which location?
31 CDRL A011 CDRL A011 has been revised to correct reference from C.3.3 to C.3.1.
32 Amendment 0002, Attachment 0011 Attachment 0011 has been revised to reflect changes in the CLINS structure.
33 Amendment 0002, Attachment 0011 Attachment 0011 has been revised to reflect changes for CLIN 0011 and 0012.
34 Amendment 0002, Attachment 0011 Attachment 0011 has been revised to reflect changes to the Summary page and CLINs 0011 and 0012.
35 Attachment 0011 Attachment 0011 has been revised to reflect changes to the Summary page and CLINs 0011 and 0012.
36 Attachment 0012 Attachment 0011 has been revised to reflect changes to the Summary page and CLINs 0011 and 0012.
37 CLIN 0002; SUBCLIN 0043
It is not the Government's intent to have contractor labor to support Section C.3.2.3.2 under CLIN 0002. The material plug number takes into account the labor to support the ordering, tracking, and warehousing of Class IX parts and as such, is included in CLINs 0043 and 0044.
Question: SUBCLINs for CLIN 0011 Life Support and Personnel Security have been re‐ordered by Amendment 002, but those changes are not reflected in the updated Attachment 0011.
Question: Attachment 0002 indicates CLS support of PWS 3.2.3.2 “Contractor Managed Class IX Parts” under CLIN 0002 Central Workshop (CWS) Kabul, but only authorizes SUBCLIN 0043AA (which is the Material plug SUBCLIN). Is it the Government’s intent to have Contractor labor to support PWS 3.2.3.2 under CLIN 0002 and, if so, will Attachment 0002 be further amended to reflect that scope?
Discussion: In Attachment 0011, the formula for the Summary Tab does not equal the totals from the CLIN tabs (0001‐0044), when added together. Proposal Pricing cannot be submitted with accurate pricing until CLIN updates are provided, and the Price Model is updated.
Question: Will the Government fix Attachment 0011 so that the Summary tab reflects the correct totals from the CLIN tabs (CLINs 0001‐0044)?
Discussion: Amendment 0002 changed the SubCLIN structure for CLINs 0011 and 0012. For the Facility Management & Maintenance SubCLIN, there is no longer a plug number for CLIN 0012 and no plug number was given for CLIN 0011. Proposal Pricing cannot be submitted with accurate pricing until CLIN updates are provided.
Question: Will the Government please provide an amount for these SubCLINs?
Discussion: Amendment 0002 changed the CDRL A011 PWS reference from C.3.1 to C.3.3 with no further explanation given. CDRL 0A011 is the Technical Training Plan and C.3.3 is Personnel Security. C.3.3 does not reference the need for a Technical Training Plan.
C.3.1.1 still references CDRL 0A011 "The contractor shall develop and provide training and mentoring on maintenance management, maintenance, supply chain management, maintenance supply support, warehouse management and warehouse supply support at the management and maintainer level IAW CDRL A011, Technical Training Plan (as described in Attachment 0003)."
Question: Will the government provide clarification on CDRL A011 and C.3.1.1 and C.3.3 as to what elements of the training plan are contained in Personnel Security and if the reference to CDRL A011 in C.3.1.1 is still correct?
Discussion: Amendment 0002 changed the SubCLIN structure for CLINs 0011 and 0012. Attachment 0011 does not reflect these CLIN changes. Proposal Pricing cannot be submitted with accurate pricing until CLIN updates are provided.
Question: Will the Government please update Attachment 0011 to match the CLIN changes specified in Amendment 0002?
Question: SUBCLINs for Contractor Logistics Support (CLS) at the National Logistics Center (NLC) Wardak were added to CLIN 0011 (SUBCLINs 0011AB, 0011AG, 0011AM, 0011AR, 0011AX), but Attachment 0011 was not updated to reflect this change and cannot be amended by the Offeror, so there is nowhere to propose costs against the added scope.
