This information, when filled in, shall be treated as Source Selection Sensitive in accordance with FAR 3.104-3 and shall not be disclosed to anyone outside the Government Source Selection Team. Upon completion of this questionnaire, please forward it electronically to.
2. DESCRIPTION OF THE CURRENT SOLICITATION:
This service contracting effort procures training and mentoring and Contractor Logistics Support (CLS) to the Afghan National Defense Security Forces (ANDSF). The ANDSF consists of the Afghanistan National Army (ANA) in the Ministry of Defense (MoD) and the Afghanistan National Police (ANP) in the Ministry of Interior (MoI). The ANA and ANP operate independently of each other with separate facilities, maintenance locations, and operating procedures. Training and mentoring of the ANDSF will be at the management and maintainer levels in maintenance, supply chain management and warehouse supply support. To augment ANDSF Operational Readiness, CLS will be provided, which includes maintenance, supply chain management and parts support for vehicles and ground equipment. Further, the contractor shall provide necessary security and basic life support services for its personnel during performance of this effort as United States (U.S.) and Coalition forces draw down. These services support United States Governments strategic objectives in transitioning the war effort to the Government of the Islamic Republic of Afghanistan (GIRoA).
Background: Currently, the ANDSF does not effectively manage accountability of its vehicles and ground equipment, nor does it have the necessary training and experience required to effectively and independently maintain and sustain its vehicles and ground equipment. Therefore, the ANDSF relies heavily on contractor and Coalition support to manage its maintenance, sustainment and supply systems. The planned effort provides targeted training at the management and maintainer levels to establish an ANDSF organic maintenance, sustainment, and supply capability. The services procured under this contract supplement and develop the ANSDF organic logistics support throughout the country to prevent an irreversible degradation in the operational capability of the ANDSF and reduce the risk of complete operational failure due to unavailability of vehicles and equipment. Development of this capability is critical to the Coalition exit strategy from Afghanistan.
