EXECUTIVE SUMMARY
M917A3 Heavy Dump Truck (HDT)
REQUEST FOR PROPOSAL - W56HZV-15-R-0026
Additional information is contained at the M917A3 HDT webpage at:

A.1 INTRODUCTION
Request for Proposal (RFP) W56HZV-15-R-0026 is hereby issued by the U.S. Army Contracting Command (ACC), Warren, for the Production
Verification Test (PVT) and Production phases of the M917A3 program. The M917A3 primary mission is to support the full range of military operations. The Army requires units with dependable and deployable M917A3s that have reduced operations and support costs and increased operational effectiveness and readiness over existing systems. This is critical to support the Joint Forces as they conduct more operations in areas of the world with austere infrastructures and little or no host nation support. The M917A3 will be capable of supporting mobility, counter mobility, survivability and sustainment operations.
A.2 M917A3 ACQUISITION STRATEGY
The Government intends to award a 7-year (5-year base and 2-option years) Firm-Fixed Price (FFP), Indefinite Delivery Indefinite
Quantity (IDIQ) contract for the configurations and estimated quantities identified in the table below. The minimum 7-Year quantity consists of the 5 EACH PVT M917A3 HDTs for Ordering Year (OY) 1 (the minimum quantity will be ordered at the time of the basic contract award).
Description OY1 OY2 OY3 OY4 OY5 OY6 OY7 TOTAL___________ ___ ___ ___ ___ ___ ___ ___ _____
M917A3 - Armor Capable 5 0 78 97 99 100 100 479

TOTAL 5 6 78 142 150 151 151 683
Each offerors proposal will be evaluated through a Source Selection Evaluation Board (SSEB) to determine which offeror can provide the best value to the Army. An approval for decision from the Milestone Decision Authority (MDA) to continue into Production Verification
Testing (PVT) will be determined upon satisfying the HDT Milestone C exit criteria.
A.3 PRODUCTION PHASE(S) AWARD AND POTENTIAL CRITERIA
A.3.1 Threshold and Objective Requirements
The Purchase Description contains technical requirements that have both threshold (required) and objective (desired) performance levels.
Offerors MUST meet all THRESHOLD performance levels identified in the M917A34 Performance Specification (PS-M917A3) (Attachment 0001).
Offerors may propose to meet any OBJECTIVE performance levels indicated in PS-M917A3.
A.3.2 Government Tests During Contract Performance
The Government will conduct PVT of the M917A3, which will consist of Live Fire, Performance and Reliability, Availability, and
Maintainability (RAM) testing. The First Article Test clauses are included and will apply.
A.4 (Revised per Amendment 0001) PROPOSAL SUBMISSION AND OTHER REQUIREMENTS
Section L of the RFP describes the proposal requirements. Proposals will be evaluated in accordance with Section M. The Government will conduct a best value evaluation of technical, price, and small business participation factors. Unless otherwise specified, the revisions of the Military Sandards (MIL-STD) called out in the RFP are those listed in the issue of the Department of Defense Index of
Specifications and Standards (DODISS) and in effect on the date the RFP is issued.
A.5 ORGANIZATIONAL CONFLICTS OF INTEREST (OCI)

Potential offerors should review their current and planned participation in any other Government contracts, subcontracts, consulting, or teaming arrangements where it may be in a position of actual or perceived bias or unfair competitive advantage. A common example with the potential for OCI is where an entity performs work both as a system contractor/subcontractor and as a Government support contractor for
Government offices involved in the HDT program or related programs.
A.6 ALTERNATE PROPOSALS
Proposals shall conform to the requirements of this solicitation; no alternate proposals will be considered in this procurement.
A.7 EPA COMPLIANCE

1068.225. Contractor shall ensure National Security Exemption labeling requirements are met IAW EPA regulations. In addition, lubricity canisters/filters shall not be required for proper engine operation.
A.8 SECURITY AND ACCESS REQUIREMENTS

The Prime Contractor and their armor subcontractor are required to have a SECRET Facility Clearance to be eligible for award. The contractor shall comply with the security requirements imparted by the DD Form 254 (Attachment 0025), NIST Special Publication 800-53 and DODI 8500.2, the National Industrial Security Program Operating Manual (NISPOM) and AR 25-2.

The M917A3 is subject to International Traffic in Arms Regulations (ITAR) export controls and information shall be handled accordingly. Controlled Unclassified Information (CUI) will be made available through an access request via the FBO website at https://www.fbo.gov/index?s=opportunity&mode=form&id=51de2d58b04090c5d603a6422d454d2e&tab=core&_cview=1. Offerors will need to be certified under the United States/Canada Joint Certification Program (JCP) at http://www.logisticsinformationservice.dla.mil/jcp/ in order to be granted access. The Government may reject a proposal if the offeror fails to obtain, prior to proposal submission, the Government-provided export controlled information referenced in PS-M917A3.
