***This Solicitation is for DRAFT purposes only. Portions of, or this Request for Proposal (RFP) in its entirety, are subject to change as a result of Industry feedback and U.S. Government requirements. This RFP shall not be construed as a formal Solicitation resulting in contractor submission of proposals and/or contract award. It is not a commitment by the U.S. Government to enter into any acquisition for any products or services.

Executive Summary:

The U.S. Army Contracting Command Rock Island (ACC-RI), in conjunction with the U.S. Army Contracting Command New Jersey (ACC-NJ), has a requirement to procure the Property Management of Scranton Army Ammunition Plant (SCAAP) and Production of Large Caliber Metal Parts at SCAAP (please refer to Section J, Attachment 0001, W15QKN-17-R-0018 for the specific items included in the Large Caliber Metal

Parts). This RFP, W52P1J-15-R-0023, is being issued to satisfy that requirement.

In accordance with 10 United States Code 2382, Defense Federal Acquisition Regulation Supplement 207.170, and Army Federal Acquisition

Regulation Supplement 5107.170 it has been determined that consolidation of contract requirements for this procurement is in the best interest of the U.S. Government. As such, offerors are advised that any proposal submitted in response to the final RFP shall be one, unified response addressing both the Property Management of SCAAP as well as the Production of Large Caliber Metal Parts.

Proposals submitted in response to the final RFP will be evaluated in accordance with Federal Acquisition Regulation (FAR) 15.101-1, Tradeoff Process, as detailed in Sections L and M of this RFP to determine the best overall value to the U.S. Government.

The proposed acquisition strategy will be restricted to competition within the National Technology and Industrial Base (NTIB), to include the United States and Canada, in accordance with FAR 6.302(a)(2)(1).

The best value tradeoff source selection process will include an evaluation of the following factors: M795 Artillery Metal Parts

Technical Factor, 120mm Mortar Cartridge Shell Bodies Technical Factor, Management Factor, Cost/Price Factor, Past Performance Factor, and Small Business Participation Factor. Award may be made to other than the lowest priced offeror or other than the highest technically rated offeror.

It is the intent of the U.S. Government to award two contracts to the offeror whose proposal is determined to be the best overall value to the Government, non-price and price factors considered. One Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract will be awarded out of ACC-RI for the Property Management and one Requirements contract will be awarded out of ACC-NJ for the Large Caliber Metal Parts.

The total maximum value for both the Property Management of SCAAP and Production of Large Caliber Metal Parts is $994,300,000.

The details, terms, and conditions specific to the Property Management contract are set forth beginning on page 4 of this RFP and continuing through the remainder of the document with the exception of Attachments 0001 and 0002, the W15QKN-17-R-0018 and W15QKN-17-R-

0018 Attachments, respectively.

The details, terms, and conditions specific to the Production contract are set forth in Section J, Attachment 0001, W15QKN-17-R-0018.

Please note that this attachment will not contain its own Section L or Section M. Proposals are required to be one, unified response addressing both the Property Management and Production of Large Caliber Metal Parts; therefore, only one set of evaluation criteria is provided.

The specific instructions to offerors regarding preparation and submittal of proposals are provided in Section L of this RFP.

Evaluation of proposals shall be in accordance with the criteria stated in Section M of this RFP.

Offerors should note the provisions at FAR 52.215-1, Instructions to Offerors-- Competitive Acquisition. The U.S. Government intends to award the contract resulting from the final RFP without discussions with offerors (except clarifications described in FAR 15.306(a)).

Therefore, each offeror should ensure its initial proposal contains the best terms and that proposals are complete, including all clause fill-ins and attachments. The U.S. Government does reserve the right to conduct discussions if it is determined necessary by the

Contracting Officer and is in the best interest of the U.S. Government.

All contractors who provide goods/services to the DoD must be registered in the System for Award Management (SAM). If you are not registered in SAM, you cannot be awarded a Department of Defense contract. See FAR 52.204-7, System for Award Management, in Section L

of this RFP for details regarding registration.

Each offeror is responsible for submitting its proposal and any revisions to the U.S. Government office designated in Section L by the date and time specified in Block 9 of the SF33. Offerors proposals must remain valid for 365 days after the closing date of the final

RFP instead of the 60 days as stated in Block 12 of the SF33.

Certified Cost or Pricing Data is not required to be submitted with an offerors proposal. However, if an offerors proposed price cannot be determined fair and reasonable, the U.S. Government reserves the right to request Certified Cost or Pricing Data.

Flow Down of Requirements: All clauses and Contract Data Requirements List (CDRL) requirements of this solicitation and the resultant contracts must be flowed down to and met by all subcontractors at all tiers.

Note for Other than Small Businesses ONLY. Separate from Small Business Participation, Other than Small Business Offerors shall also submit a Small Business Subcontracting Plan as required by FAR 19.7 (FAR Clause 52.219-9, Small Business Subcontracting Plan). The

Small Business Subcontracting Plan will be reviewed when the apparent awardee is determined. In accordance with AFARS Appendix DD, the

Small Business Subcontracting Plan must correlate with the percentages of small business utilization identified in the contractor's

Small Business Participation Plan in order to be eligible for award.

Prior to award, this RFP should not be discussed with any U.S. Government employee without consent from the Contracting Officers, Ms.

Barbara Voss (ACC-RI) and Ms. Karen Thompson (ACC-NJ) or the Contract Specialists, Ms. Katie Young (ACC-RI) and Ms. Mariah Hanko (ACC-

NJ). Comments and/or questions should be directed in writing to Ms. Barbara Voss, Ms. Karen Thompson, Ms. Katie Young, and Ms. Mariah

SCAAP is a Government-Owned, Contractor-Operated (GOCO) facility and the Property Management is executed by the operating contractor at no direct cost to the U.S. Government. The operating contractor will be receiving production workload as a result of the Requirements contract for the Large Caliber Metal Parts awarded as a result of this RFP. It is expected that the operating contractor will utilize the production workload as a base for the costs associated with operating the facility. The following Performance Work Statements

(PWSs) identify the no-direct cost operations required to be performed by the operating contractor:

1. Government Property in Possession of Contractor

2. Maintenance

3. Environmental

4. Installation Security/Antiterrorism

5. Safety (Non-Explosive)

6. Occupational Health/Industrial Hygiene (OH/IH)

7. Utilities and Energy

8. Transition Plan

In addition to the no direct cost requirements of the Property Management contract resulting from this RFP, the operating contractor may also be required to perform the following direct funded PWSs:

9. Armament Retooling and Manufacturing Support (ARMS)

10. Facility Plans, Strategies, and Analyses

All of the aforementioned PWSs are provided in Section J, Attachments 0004-0016.

Additional work covered by the Property Management contract resulting from the RFP includes Production Base Support (PBS) and the other requirements set forth within. Details regarding PBS can be found in Section C, PBS Projects, Narrative C0001. When a requirement for

PBS arises, the Procuring Contracting Officer (PCO) will issue a RFP containing the terms and conditions specific to that project. It is the U.S. Governments intent to award FFP task orders resulting from the RFPs unless special circumstances dictate otherwise.

4 55

Name of Offeror or Contractor:

PIIN/SIIN MOD/AMD

Additional order placement procedures that will be used are set forth in Section H.

The North American Industry Classification System (NAICS) code for this acquisition is 561210.

Offerors are required to submit prices for each CLIN set forth in Section B for all OPs and all Option OPs. Details regarding the submission of prices can be found in Section L. Offerors are advised to NOT submit pricing info in Section B for any CLIN under the

Property Management portion of the RFP. All pricing for the Property Management CLINs shall be submitted on the Property Management

Price Matrix, Attachment 0003.

The total maximum amount for the base of 5, 1-year ordering periods and 2 additional 5-year options is $103,100,000.00. The total maximum amount represents the total amount the U.S. Government can order encompassing all Property Management requirements.

It shall be noted that the U.S. Government intends to utilize primarily FFP task orders under the Property Management contract resulting from the final RFP; however, the U.S. Government reserves the right to utilize other contract types based on risk and/or other situational factors. In the event a cost type task order is issued under the resultant contract, the successful offeror may be subject to the requirements of cost type contacts to include, but not limited to, attaining an approved accounting system.

Only ACC-RI is authorized to execute task orders under the Property Management contract resulting from the final RFP.

*Any clauses under the Draft Property Management RFP that require a fill-in are not yet completed. These fill-ins will be completed as required prior to issuance of the Final RFP.

SECTION B - SUPPLIES OR SERVICES AND PRICES/COSTS

The Contract Line Item Numbers (CLINs) for all requirements applicable to the Property Management contract for each Ordering Period and each Option Ordering Period are set forth in Section J, Attachment 0003, Property Management Price Matrix.

Do NOT submit pricing info in Section B for any CLIN under the Property Management portion of the RFP. All pricing for the Property

Management CLINs shall be submitted on the Property Management Price Matrix, Attachment 0003.

MAJOR MAINTENANCE

The Contractor shall provide a 1-N list of Major Maintenance projects based on the needs and priorities of the facility (CDRL XXXX).

Major Maintenance is defined as substantial purchases, repairs, and/or upgrades made to Government-owned facilities or equipment. The

Contractor shall invest an amount, to be determined, every contract year towards meeting these Major Maintenance projects.

The Major Maintenance 1-N List will be evaluated by the Government and each project will be approved through a Major Maintenance

Validation Process. The 1-N List can be modified based on emerging critical or urgent projects. The Government has final approval authority.

Major Maintenance Validation Process - All projects submitted shall include, but are not limited to, the following checklist criteria:

-Root Cause of Failure

-Analysis of Alternatives

-Predictive Maintenance Data, as applicable

-Develop performance based metrics, planning/schedule upgrades

-Estimated Schedule

-Estimated Cost level of detail dependent on scope of project

-Execution Plan (in-house or external)

This process can be modified to fit requirements, with the approval of the Government. Only projects that have met the criteria (all checklist information has been submitted) will be considered for approval by the Government. The Government may terminate a project based on execution/cost/schedule overrun or other special circumstances.

The Contractor shall furnish a quarterly status report to the Government. This report shall provide accurate up-to-date costs expenditures for each project in execution and an estimate to complete for all other approved projects that are still in process, as applicable.

All Contractor investments towards Major Maintenance become Government property at time of purchase and/or execution. The Contractor is required to adhere to the Government Property in Possession of Contractor PWS (Attachment XXX) for all physical property investments, paying special attention to the identifying and tracking requirements.

All aforementioned terms and conditions are applicable at any point during the contract period or subsequently awarded option periods when SCAAP is being actively operated whether that be from point of initial award or anytime thereafter, e.g. in the event of surge.

*** END OF NARRATIVE C0002 ***

ON-SITE GOVERNMENT STAFF SUPPLY SUPPORT

The Contractor will be required to assign an ordering point of contact (POC) to coordinate the On-Site Government Staff Supply Support.

When supplies/services are required by the staff, the Government will submit a request to the Contractor ordering POC. The Government will provide funding for all SCAAP government staff supplies prior to ordering. The Contractor will be required to obtain supplies/services for the SCAAP Government staff as long as the value does not exceed the funding provided and provide the

Administrative Contracting Officer a monthly statement of all purchases made for validation prior to invoicing. No obligation on the part of the Government exists until such time as funding is provided to the contractor.

Historically, the U.S. Government has expended approximately $9,000.00 annually for On-Site Government Staff Supply Support.
