SCAAP PWS 7
UTILITIES AND ENERGY
(INDIRECT)
1. INTRODUCTION: Contractor shall be responsible for SCAAP’s Utilities, Energy, and Water Management Program and maintain compliance with AR 420-1 (Chapters 2, 22, and 23). The Contractor shall meet the requirements established in the Energy Independence and Security Act of 2007; the Army Energy and Water campaign Plan for Installations, Dec 2007; AR 420-1, Executive Order13-693 and the Energy Policy Act of 1992. Utilities include compressed air, electric generation and distribution, steam generation and distribution, water distribution, and wastewater treatment, and communication systems. The Government reserves the right to privatize utilities if it is determined to be in the best interest of the Government.
2. RESPONSIBILITIES:
2.1 The Contractor shall, if needed, provide support to an Energy Savings Performance Contract (ESPC) Program and ensure that personnel involved with ESPC are properly trained and resourced.
2.2 The Contractor shall engineer, price, justify, and submit Energy Conservation Investment Program projects as requested utilizing the PAX 1391 system.
2.3 The Contractor shall work towards meeting the Army Energy Security Goals and will provide justification when goals cannot be met.
2.4 Shall use Army Energy and Water Reporting System (AEWRS) to report monthly consumption and cost data for facilities Energy and Water consumption per AR 420-1, Army Facilities Management, 12 Feb 08. AEWRS is an automated (web based) system for collecting installation data to be submitted to Defense Utilities Energy Reporting System
3. GENERAL REQUIREMENTS:
3.1 The Contractor shall perform all activities and operations to achieve and maintain energy conservation IAW EPACT (Environmental Policy Act). Energy efficient motors and equipment shall be utilized in any replacement or new procurement activity when economically feasible. When any replacement equipment is planned for in-plant improvements, documentation shall be provided upon request of energy efficiency with comparable equipment and calculations to indicate any increases or decrease in energy demands. The Contractor shall have an active Energy Conservation and Energy Management Program that reports and measures progress on a semiannual basis. Reports shall be provided to the Government upon request. Progress toward energy reduction and efficiency goals shall be reported to SCAAP Government staff and HQ JMC. Further, the Contractor shall identify future energy projects on the basis of energy reduction, efficiency, and security.
3.2 The SCAAP Government staff and any tenants shall be notified 24 hours prior to any planned utility outage that will affect operations.
3.3 The Contractor shall provide support to the SCAAP Government staff and Corps of Engineers with metering implementation in accordance with all applicable State and Federal laws concerning metering. Installation of meters shall be proposed as direct funded/project costs. Whenever metering is not feasible, alternate methods shall be developed using engineering principles.
3.4 Utility systems not required for any layaway period may be deactivated. Process lines shall be decontaminated, drained, and blanked off. All permanent utility disconnection work shall be documented on the applicable SCAAP utility distribution drawings and documentation maintained in a spreadsheet format for ease in identification of disconnections and provided to ACO upon request.
3.5 Laid-away buildings do not need to be heated unless required for the protection of specialized equipment, maintenance of active sprinkler systems, or for safety reasons such as building wash downs.
3.6 Utilities in caretaker facilities are not required and do not need to be inspected or maintained, except to support active sprinkler and alarm systems. It is intended for these facilities to be demolished and fire systems removed.
