About this file

This document is a Solicitation Questions and Responses (Q&A) for the B104 Garrison Consolidation project (PR 2026-0211) dated July 14, 2026, containing 166 numbered questions and corresponding answers addressing contract clarifications.

The project involves renovation work at Building 104 on a military garrison, requiring selective demolition, abatement, and renovation of interior spaces totaling approximately 13,290 square feet. Key scope elements include asbestos and lead-based paint abatement in designated areas; demolition of walls, ceilings, and flooring; concrete repairs and masonry work; new electrical, HVAC, plumbing, and fire alarm system modifications; flooring and finish installations; and furniture relocation and reinstallation. Critical constraints include a 120 working day completion schedule after Notice to Proceed, phased construction requirements to maintain egress and building operations, and restrictions on work in occupied areas during normal business hours in the north and east wings. The West wing will remain unoccupied during construction. Performance and payment bonds are required, with bids held firm for 90 calendar days. A Level One Site Safety and Health Officer with full-time responsibilities must be designated separately from the superintendent. Notable considerations address long-lead items such as BAA-compliant lighting fixtures (14-16 week lead times) and fire alarm system design review periods (6-8 weeks), with contractors directed to submit these items immediately upon Notice to Proceed. Hazardous materials abatement, including specific VCT and mastic removal requirements, will be performed by the contractor as part of the prime contract scope and incorporated into the safety program.

Question 56: For lead remediation, please confirm if lead paint should be encapsulated or removed, and if this scope applies in any way to the steel columns throughout the building.

Response - Only stone/brick walls shall be encapsulated where required to be painted, steel columns to be paint only.

Question 57: Fire Alarm/Mass Notification - E-002, Keynote 72 calls out the installation of a new Audio/Visual Combination Notification device.

This existing system utilizes separate speakers and dual strobe devices (Amber/Clear). Are we to match existing devices, or utilize a combination device in these locations?

Response - Keynote 72 only addresses Visual Notification Devices. I believe that you are asking about Keynote 71. Yes, the intent is to match the existing system devices.

Question 58: Fire Alarm/Mass Notification - Spec 283176, Section 1.3.1 calls out the requirement for designing and modifying the existing fire alarm and Mass Notification. Looking at the drawings, it doesn’t appear all of the existing MNS devices are shown on the bid drawings. We show many more devices on the 2104 MNS upgrade drawings. The concern would be whether there have been modifications in the last 12 years, and the missing devices are actually removed. If so, there could be areas where devices in addition to what is shown on the bid drawings may be required. We assume the intent is to only modify what is shown on the bid drawings, and that only devices being modified or added are shown. Please confirm.

Response - Yes, that assumption is correct. We did not show all existing devices on the drawings.

Question 59: Fire Alarm/Mass Notification - In the specification 283176, 1.8.1.3, 1.8.1.4, requires wiring items for the system. We can use the wiring drawings from the 2014 project as a baseline, assuming there haven’t been modifications. 1.1.1.11 requires complete as-built drawings. As with the previous sections, we can assume the 2014 installation is as it was installed. Without using the 2014 drawings, it won’t be feasible to provide these details since much of the system is not being removed, rewired, or replaced. Is our approach acceptable?

Response - Yes, your approach is acceptable.

Question 60: Fire Alarm/Mass Notification - Spec 283176, section3.4.4 (Govt Final tests) and 3.5.1(Minimum Tests) requires loop resistance testing. This is pretty common on completely new system installations. We can perform these tests using the 2014 installation drawings as the guide for where the furthest point is for this test. Is that acceptable?

Response - Yes, that is acceptable.

Question 61: Fire Alarm/Mass Notification – Spec 283176, section 3.5.1.e requires test of battery backup. We are not contracted to maintain the system batteries or annual testing, so we do not have a baseline for this other than the 2014 calculations. We will replace the batteries in the transponders that feed these areas unless directed otherwise. This will allow us to recalculate the estimated battery backup, and verify that it is at the standby requirements of the system as it was installed in 2014. Is our approach acceptable?

Response - Yes, your approach is acceptable.

Question 62: Fire Alarm/Mass Notification - Are there any known deficiencies you would like us to cover as part of this project? Since we are not under contract to maintain the system, we are not always aware of any existing conditions the Government will need to be resolved. We will typically exclude repairs of pre-existing issues on construction projects. Please advise if there are any existing issues we should get rectified under this project.

Response - There are no known existing system deficiencies that need to be resolved as part of this project.

Question 63: General / Existing Conditions – Confirm note 23 on drawing G-004, building related permits required? By GC?
