About this file

This is a Questions and Answers document for the Gage Lab Calibration Services & Repairs solicitation (W519TC26QCALI), addressing inquiries from potential offerors regarding the requirement and bid submission process.

The incumbent contractor is operating under contract W519TC-25-P-2005. All questions must be submitted to Bridget Garnica (bridget.m.garnica.civ@army.mil) or Bryce Willett (bryce.t.willett.civ@army.mil) no later than 72 hours prior to the bid response deadline of March 12, 2026. Offerors must quote only the items highlighted in yellow on the price matrix tabs and include all items on the equipment list, with on-site calibration for stationary items marked with "Y" and shipment to the contractor's lab for unmarked items. The requirement includes 15 sets of feeler gages (majority 31-leaf) and 2 gage block sets; NIST certification pricing should be included for items that cannot be calibrated to ISO 17025 standards. For CMMs and Keyence equipment, specific model information is required, with Keyence items calibrated using OP-88275 VR series calibration standards. The government will not pack and ship items; the contractor must provide pickup, delivery, and containers per the Performance Work Statement. Subcontracting is permitted, subject to security consideration requirements outlined in Section 12.0 of the PWS. Previous certifications may be requested if needed, and manufacturer/model information for many items is largely unknown and unnecessary for calibration purposes.

W519TC26QCALI GAGE LAB CALIBRATION
#QUESTIONANSWER
1Is there any incumbent/ recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past.Incumbent contract under W519TC-25-P-2005
2I would like to confirm if we should field any questions regarding this bid to you, or if there is another inquiry process that we need to follow? I also would like to confirm if there is an end date for inquiries prior to the bid response deadline of March 12th?Please submit any questions to the following: Bridget Garnica at bridget.m.garnica.civ@army.mil and Bryce Willett at bryce.t.willett.civ@army.mil. Per the solicitation, all questions shall be submitted no later than 72 hours prior to 12 March 2026.
3I don't see a listed manufacturer or model for these but we will do the best we can given this is due 3/12. For the CMM's and Keyence items, I would need a model for those. The Keyence themselves do not get calibrated, we use an OP-88275 VR series calibration standard on them. For CMM manufacturer/ model, see chart below:
ERROR:#VALUE!
4What are the names of the QA manager and/or the site lead for this bid?At this time we are unable to provide this information. Please list contract specialist, Bridget Garnica, in the solicitation.
5Am I quoting the gauge calibration item list (excel file) or the lists in the tabs for the price matrix? Please quote the tabs in the price matrix, but only those cells highlighted in yellow.
6There are a number of feeler gage sets and gage block sets that do not have a quantity included, can this be provided? I am looking for the quantities of gages in the Feeler gage sets, and quantity of blocks in the gage block sets. There is a difference in price for these items based on quantities. There are 15 sets of feller gages and 2 gage block sets. The majority of them are 31 leaf. 31 leaf is the largest we have.
7Should we include NIST certification pricing in the bid for items that we cannot calibrate to ISO 17025 or do not require ISO 17025?Yes, these should be included, however, any reputable calibration company will/ should be certified to the ISO standards
8Can previous Certs be provided if requested?Yes
9We noticed that more than half of the items on the equipment list do not include the make and model. Would it be possible to obtain a list that includes the available make and model information for these items? This information is largely unknown and unneccessary for most items. For example all brands of 1/4" plug gage will be calibrated the same.
10Do you want all these items quoted as an on-site calibration, or just the highlighted ones? We would not pick up all these items, take them back to the lab, calibrate/certify them, and them deliver them back, although you can send them all in to the lab if you desire. Our objective would be to do an on-site calibration which would be much faster and more effective for you.All items on the list shall be quoted. If the contractor can bring everything in to calibrate each item, that would be fine. We will not pack items and send them. Per the PWS, the contractor will pick-up, deliver, and provide containers. Per Attachment 0002 Calibration Item List, if the stationary column is marked "Y" the plan would be to calibrate onsite. Other than some scales, most of these items can't be moved without equipment. Items were this column is blank are usually shipped to the contractor.
11Could you please clarify whether subcontracting is permitted for this specific notice? I would appreciate any information you can provide regarding the subcontracting requirements or limitations for this solicitation.Subcontracting is permitted for this requirement. See Sections 12.0 Security Considerations of the PWS for subcontractor requirements
