About this file
This file is a Questions and Answers (Q&A) document for the Gage Lab Calibration Services & Repairs solicitation (W519TC-26-Q-CALI). It provides clarifications on 18 key topics submitted by potential offerors prior to the March 12, 2026, bid deadline.
The Q&A addresses critical operational and pricing details for the requirement. The incumbent contractor operates under contract W519TC-25-P-2005. All questions must be submitted to Bridget Garnica (bridget.m.garnica.civ@army.mil) or Bryce Willett (bryce.t.willett.civ@army.mil) no later than 72 hours before the March 12, 2026, deadline. Offerors must quote only the yellow-highlighted cells in the price matrix tabs, not the separate gauge calibration item list. Feeler gauge sets total 15 units (predominantly 31-leaf configuration), and gage block sets total 2 units. The government clarifies that while specific manufacturer and model information is largely unavailable, most items can be calibrated standardly regardless of brand (e.g., all 1/4" plug gages calibrate identically). Equipment can be calibrated on-site if marked "Y" in the stationary column; other items should be shipped to the contractor's lab. Items stationary at the facility (scales and similar equipment) are calibrated on-site, while transportable items are shipped to the lab for calibration. Subcontracting is permitted with documented accreditations required; if subcontractors cause delays beyond the one-week standard turnaround, notification is required. Travel costs and mileage can be added to applicable contract line items. The contract period spans April 2026–March 2027 (base year) and April 2027–March 2028 (option year). CLIN 0001 covers testing current gages for functionality; CLIN 0002 covers calibration of non-functioning gages; CLINs 0003–0004 address new gage purchases and calibration; and CLIN 0005 encompasses repair costs for gages requiring additional remediation after calibration attempts.

| # | QUESTION | ANSWER |
| 1 | Is there any incumbent/ recompete or this is a brand-new project? If yes, could you please provide us with their award number or even if the customer bought similar services in the past. | Incumbent contract under W519TC-25-P-2005 |
| 2 | I would like to confirm if we should field any questions regarding this bid to you, or if there is another inquiry process that we need to follow? I also would like to confirm if there is an end date for inquiries prior to the bid response deadline of March 12th? | Please submit any questions to the following: Bridget Garnica at bridget.m.garnica.civ@army.mil and Bryce Willett at bryce.t.willett.civ@army.mil. Per the solicitation, all questions shall be submitted no later than 72 hours prior to 12 March 2026. |
| 3 | I don't see a listed manufacturer or model for these but we will do the best we can given this is due 3/12. For the CMM's and Keyence items, I would need a model for those. | The Keyence themselves do not get calibrated, we use an OP-88275 VR series calibration standard on them. For CMM manufacturer/ model, see chart below: |
| ERROR:#VALUE! | ||
| 4 | What are the names of the QA manager and/or the site lead for this bid? | At this time we are unable to provide this information. Please list contract specialist, Bridget Garnica, in the solicitation. |
| 5 | Am I quoting the gauge calibration item list (excel file) or the lists in the tabs for the price matrix? | Please quote the tabs in the price matrix, but only those cells highlighted in yellow. |
| 6 | There are a number of feeler gage sets and gage block sets that do not have a quantity included, can this be provided? I am looking for the quantities of gages in the Feeler gage sets, and quantity of blocks in the gage block sets. There is a difference in price for these items based on quantities. | There are 15 sets of feller gages and 2 gage block sets. The majority of them are 31 leaf. 31 leaf is the largest we have. |
| 7 | Should we include NIST certification pricing in the bid for items that we cannot calibrate to ISO 17025 or do not require ISO 17025? | Yes, these should be included, however, any reputable calibration company will/ should be certified to the ISO standards |
| 8 | Can previous Certs be provided if requested? | Yes |
| 9 | We noticed that more than half of the items on the equipment list do not include the make and model. Would it be possible to obtain a list that includes the available make and model information for these items? | This information is largely unknown and unneccessary for most items. For example all brands of 1/4" plug gage will be calibrated the same. |
| 10 | Do you want all these items quoted as an on-site calibration, or just the highlighted ones? We would not pick up all these items, take them back to the lab, calibrate/certify them, and them deliver them back, although you can send them all in to the lab if you desire. Our objective would be to do an on-site calibration which would be much faster and more effective for you. | All items on the list shall be quoted. If the contractor can bring everything in to calibrate each item, that would be fine. We will not pack items and send them. Per the PWS, the contractor will pick-up, deliver, and provide containers. Per Attachment 0002 Calibration Item List, if the stationary column is marked "Y" the plan would be to calibrate onsite. Other than some scales, most of these items can't be moved without equipment. Items were this column is blank are usually shipped to the contractor. |
| 11 | Could you please clarify whether subcontracting is permitted for this specific notice? I would appreciate any information you can provide regarding the subcontracting requirements or limitations for this solicitation. | Subcontracting is permitted for this requirement. See Sections 12.0 Security Considerations of the PWS for subcontractor requirements |
| 12 | Would you like me to add the travel cost and mileage to the line item on the excel? Or just place calibration cost? | Yes, you can add this cost to whatever CLIN it applies to. |
| 13 | Scales, we have different prices for different capacities. I chose the most common cost and divided it to fill in the pricing. Is this acceptable? | Yes, this is acceptable as we don’t provide an opportunity to breakdown the cost for each type of scale. |
| 14 | If there is an item on your list and my location doesn’t have the capability of calibrating it, can I send to another location of ours? And do I still fill in the pricing for the bid? | Yes, per the PWS, you can send an item to a different lab or 3rd party (subcontractor). We would need to see the subcontractors’ accreditations to ensure they are qualified. If a different lab/ 3rd party is utilized, please let us know if this would cause a delay longer than the 1 week that is anticipated. Yes, the price for these items need to be priced out in the Price Matrix. |
| 15 | 0001 & 0002 – what is the difference between the 2 lines? | 0001 is Testing the gages on hand to ensure they are functioning as should. 0002 is calibrating the gages that are not functioning as should based on the test from CLIN 0001 |
| 16 | 0003 & 0004 – Will you be purchasing new gages through ---? | New gages will be purchased through the contractor |
| 17 | 0005 – Are you looking for repair cost? | This is the cost of all the extra work/solutions tried after an attempt to repair/ adjust/ and calibrate. In our case, initial calibration/ repairs/ adjustments would fall under CLIN 0002 and 1002. |
| 18 | The dates on Suggested period of Performance. I'm assuming April 226 - March 2027? And April 2027 - March 2028? | Yes, April 2026 – March 2027 & April 2027 – March 2028 is correct |
