About this file

This amendment modifies a solicitation for repair work to sprinkler systems at three buildings on Rock Island Arsenal. The contractor will replace sprinkler systems in basements, first and second floors with wet pipe systems, and install dry pipe systems on third floors. The amendment provides responses to contractor questions, clarifying that only in-work area smoke detectors may be bagged, fire watch is required only during flame permit processes, and the contractor must consult its fire protection engineer to determine code-compliant design options for sprinkler system supply. It also notes the only unoccupied area is the third floor of one building. The response date remains unchanged.

The purpose of W519TC-24-R-2025, Amendment 0005, is:

1. To answer the following contrator questions:

Q1. Would it be possible to do another walk through on Friday morning?

A1. A second walk through has been scheduled for this Friday, March 15, 2024 at 10:00 am CST. All contractors are to meet in front of Building 102.

Q2. Could we get as-built’s of the actual areas of work with Ceilings and Mechanicals?

A2. As-built’s do not exist for this.

2. To provide clarification on previous asked contractor questions:

Reference Amendment 0003

Original Question: Can the buildings be without fire sprinkler protection during the entirety of the project if UFC signage is posted? If so, is fire watch required?

a. Original Response: As long as the Fire Alarm System remains active, the sprinkler system may be shut down and a Fire Watch will not be required.

Revised Question: Amendment #4 states. Q20. Will a fire watch be required during the project? A20. Only during processes where a flame permit is required. The fire alarm system will not be in services as the ceiling is being removed and the detectors will be bagged to avoid harming their sensitivity.

b. Revised Response: Fire Detectors are only located at Fire Doors between buildings, elevator lobbies and Fire Alarm Control Panels. Only the smoke detectors within the work area may be bagged. All other smoke detectors shall remain in service.

Reference Amendment 0004 Original Question: Q5. Reference 1.2.1.2 Design replacement for the current Dry Pipe Sprinkler Systems in accordance with UFC 3-600-01. It is the Government’s desire that system to be designed will be a wet pipe system for the following floors in Buildings 102, 103, and 104; the Basement, First floor, and Second Floors. A dry pipe system shall be designed for the Third floor of Buildings 102, 103, and 104.

a. Can Buildings 102, 103, and 104 be revamped to all be supplied from the fire pump in 104?

b. Original Response: A5. This question will be answered during the Design Review Process.

Revised Question: The answer needs to be yes or no so we can estimate the project in the correct way. It’s can’ wait until after the project award.

c. Revised Response: Our prior response remains unchanged. As the Designer of Record, the contractor needs to consult with his Fire Protection Engineer to determine what options are within the code requirements.

W519TC24R2025

Original Question: Can Buildings 102, 103, and 104 be supplied from zone control assemblies on a wet standpipe located in a heated stair tower? In order to bring the system up to code we will need to install new wet standpipes and drain lines in the exit staircases. Will the building envelope keep enough heat in the staircase to avoid freezing?

d. Original Response: This question will be answered during the Design Review Process.

Revised Question: The answer needs to be yes or no so we can estimate the project in the correct way. It’s can’ wait until after the project award.

e. Revised Response: Our prior response remains unchanged. As the Designer of Record, the

Original Question: Reference 1.2.1.3 Due to the susceptibility of the stairwell(s) sprinkler pipes are to freezing, the stairwells may need to be evaluated for attachment to the Third-floor dry systems. If the stairwells need to be Dry, do the stairwells need to be a Manual Dry standpipe that is fully dependent on the fire department connection, or will they need to be supplied from a dry pipe valve located off city water and assisted through the fire department connection? In order to bring the system up to code we will need to install new wet standpipes and drain lines in the exit staircases. Will the building envelope keep enough heat in the staircase to avoid freezing?

f. Original Response: This question will be answered during the Design Review Process.

Revised Question: Is a manual dry standpipe acceptable yes or no? We need this answer to estimate the project the correct way. It can’t wait until after project award during the Design Review Process.

g. Revised Response: Our prior response remains unchanged. As the Designer of Record, the

The swing space can accommodate 285 personnel at a time, with 270 cubicles, and 15 offices. How many total people will need to be relocated to complete this project.

h. Original Response: Assume an occupant density of 9 people per 1000 square feet.

Revised Question: In order to do this calculation, we need to know the total square feet of the occupied space of the project.
