AMENDMENT 0003

The purpose of W519TC-24-R-2025, Amendment 0003 is the following

1. To extend the contractor questions due date from February 20,2024 to March 1, 2024.

2. To extend the proposal due date from 10:00 a.m. February 29, 2024 to 10:00 a.m. March 11, 2024.

3. To answer the following contractor questions:

Q1. Can the government provide the floor load limits for 1st, 2nd & 3rd floors of all three buildings?

A1. Basement of 102, 103 and 104: 900 PSF

First Floor of 102, 103 and 104: 126 PSF Second Floor of 102, 103 and 104: 180 PSF Third Floor of 102, 103 and 104: 50 PSF

Q2. Can the buildings be without fire sprinkler protection during the entirety of the project if UFC signage is posted? If so, is fire watch required?

A2. As long as the Fire Alarm System remains active, the sprinkler system may be shut down and a Fire

Watch will not be required.

Q3. Does the lead foreman on the project need to be NICET II certified and does the contractor have a NICET III supervising?

A3. Based upon Paragraph 9-6.3.2 in UFC 3-600-01, “For new or modified systems, working (shop) drawings and calculations must be prepared by an individual that has obtained National Institute for Certification in Engineering Technologies, Automatic Sprinkler Systems, Level III certification or Special Hazards Suppression Systems, Level IV certification, as applicable to the project.”

In addition, Paragraph 9-6.3.2 in UFC 3-600-1 also requires: “For Army projects, construction (shop) drawings and calculations must be prepared by, or prepared under the immediate supervision of, the QFPE. The QFPE must affix their professional engineering stamp with signature to the shop drawings, calculations and material data sheets, indicating approval prior to submitting the fire extinguishing system shop drawings to the DFPE. The QFPE must monitor the installation of the fire protection systems and certify in writing that the fire protection systems have been constructed and operate as intended in the design plans and specifications.”

From Paragraph 2-1.16.2 in UFC 3-600-1: “Qualified Fire Protection Engineer (QFPE): An individual who is a registered professional engineer (P.E.) who has passed the fire protection engineering examination administered by the National Council of Examiners for Engineering and Surveying (NCEES) and has relevant fire protection engineering experience.”

Also, the contractor is responsible for performing a “. . . a Fire Protection Design Analysis in accordance with UFC 3- 600-01, Section 1-7.2 and UFC 3-600-01, Section 1-7.2.3.” Refer to Paragraph 1.2.1.1 in the

SOW.

Q4. Can the government provide and average distance above the ceiling to the underside of the deck on 1st &

2nd floors of all three buildings?

A4. Average Ceiling Height:

Basement: 8 ft.

First, Second Floor and Third Floor: 10 ft.

Floor to Floor Height:

Basement to First: 12’-11-1/2”.

First Floor to Second Floor: 16’-10-1/2”.

Second Floor to Third Floor: 15’-8-1/2”.

Q5. The SOW states that there are 9 rooms that require escorted access. Can the government identify the location of these rooms on a floor plan?

A5. The locations of the nine (9) rooms is considered sensitive information and may not be shown on the drawings.

Q6. Have all three buildings been tested for asbestos and lead paint? If so, is there any present?

If so, can locations be specified?

A6. LEAD: we do not have a Lead-Based Paint Survey for anything other than the Quarters. However, all interior paint applied to the original structure (stone & columns) shall be assumed by the Contractor to be lead-containing unless proven otherwise. Typically, these are painted with lead-based paint. Interior partition walls typically are not.

ASBESTOS: Refer to the Survey Drawings, Attachment 00014, Appendix H, Asbestos Survey. Contractor is responsible for identifying suspect materials within their work areas and performing sampling if necessary.

Q7. Can the exterior of the building be penetrated for Fire Department Connection, Main Drain, Inspectors Test, Auxiliary Drains, etc.? UFC 9-7.10.4.2 requires discharge to the exterior.

A7. Yes, there are already some penetrations through the exterior walls. If new locations are required, the location will need to be coordinated with the Contracting Officer’s Representative and DPW during the Design Review Process.

Q8. Can the government provide the location and rating of any fire walls in all three buildings?

A8. The only identified Fire Walls are between the Buildings on each floor at the double doors. The rating appears to be three (3) hour.

Q9. Is this facility considered a DLA facility?

A9. No, the facility is not considered a DLA facility.

Q10. Can the government provide the type of elevators all three buildings have? (i.e. Electric Traction, Direct

Plunger Hydraulic, Holeless Hydraulic, Roped Hydraulic, etc.)

A10. The Passenger Elevators in Building 102 and 104 are Direct Plunger Hydraulic. The Freight Elevator in

Building 102 is Traction.

Q11. Does the water source also provide domestic water? If so, what type of backflow preventer is required?

(DC, DCDA, RPZ, etc.)

A11. There is a separate fire main that serves these three buildings. A separate backflow preventer at each building is not required.

4. The Government is aware there are still outstanding contractor questions to be answered and is currently working to obtain proper answers.

5. All other terms and conditions remain unchanged.
