Questions and Answers #1 Solicitation W50S9G-21-R-0001 Renovate Bldg 522

1) Plumbing Question: On sheet A-301 Detail #1 shows between columns 1 &2 there is a elevation -3’-6” for the basement and 1st floor 0’-0” for the first floor and 1st floor Annex at 4’-2”. The existing ejector room 104 is at 4’-2” elevation so this leads us to believe that the existing 4” sanitary main is really deep for us the tie in the new sanitary waste lines for the new locations on the North end of the building. Has anyone confirmed how deep the main is at the cleanout at column K & 3? This will help us figure out how much concrete has to be removed and replaced and how deep and wide the trench needs to be for the new sanitary underground system.

The connections to the existing sanitary main occur under the 0’-0” first floor. The actual elevation of that sanitary line was not confirmed though there was no indication that the sanitary was installed any deeper than normally expected. The sanitary main is very deep relative to the existing ejector room 104 floor level but no connections are made at that floor level. New sanitary lines in the Annex on the north end is intended to be installed at a typical depth and then dropped in the chase (in RR 015) to a lower elevation at the Annex/1st Floor wall to go below the 1st floor slab as shown on the documents. See below… all new sanitary connections (circled in red) occur on the highlighted line which is under at the 0’-0” floor level.

2) Abatement Questions/Clarifications: After review of the asbestos management plan

a. Can they provide the positive sample results of the ACM mastic beneath the floor tile, because from the management plan in building 522 the mastic is listed as negative in sample 2A?

The installation does not have any access to positive sampling results.

b. If the floor tile and mastic is deemed positive, what is the quantity to be removed and will the area be available as one containment or multiple containments?

Total area of ACM mastic is unknown but areas are indicated on sheets AD-105 and AD-106. When demolished area to be available as one or multiple containments is dependent on remediation contractor method of removal. As long as remediation meets code/standards, size and method of removal is not specified. ACM floor area already remediated by the government is shown updated below by red line:

c. It also states that the pipe insulation is positive and is located throughout the building but on the drawing it has it listed in only one area. If only removing in the one area or throughout can the quantity to be removed be provided?

Removal is required throughout the facility, quantity is unknown. ACM was found on heating system lines/fittings, domestic water fittings throughout the facility. Additionally, the thermal insulation on the expansion tank in the mechanical room was found to contain ACM.

d. On the drawing general notes it states that the fluorescent light bulbs to be removed by abatement contactor. Can they provide the quantity of light bulbs to be removed?

Fluorescent light bulbs will be disposed of by the installation. Remove bulbs and provide to the government for proper disposal. Use ED-101 and ED-102 for bulb quantity estimating. 95% of the fixtures in the facility are 2 lamp.

e. Is there any other known universal waste that needs to be addressed like CFC’s, Mercury devices, etc.?

Any additional universal waste not specifically identified will be disposed of by the installation.

Contractor shall demolish all refrigerants per codes/standards. R22 refrigerant is required to be disposed of by the installation. Contractor shall recover R22 and provide to the installation for proper disposal and tracking.

3) Since proposals will be accepted via email or thru a DoD file drop off (after requesting a DoD drop off link by COB on 5/17/21), please confirm if our bid bond can be included via email as well. Page 22 of the solicitation indicates an original bid bond is required with original signatures and raised seals or original stamps.

I have changed the language in Section 110, 4.1.1.5 (page 22). See FAR 52.228-1. Copies of the bid guarantee are acceptable. Executed bid bonds would need to be provided within 10 days of bid acceptance.
