About this file
This document is a single source justification for the acquisition of an automated logic controls HVAC system for Building 522 at the 128th Air Refueling Wing in Milwaukee, Wisconsin. Automated Logic Controls LLC is the incumbent provider of the existing HVAC control system, which utilizes their proprietary software platform and operates on a standalone fiber backbone network. Integrating a non-compatible system would introduce integration and maintenance issues, increasing service costs across the integrated DDC platform. Due to the nature of DDC controls requiring compatibility, and previous integration attempts with other systems resulting in issues requiring proprietary technician support, Automated Logic Controls LLC is identified as the only source able to provide supplies and services that meet requirements. The government will continue market research to identify non-proprietary alternatives for future acquisitions.

SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN
FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
QUOTE/SOLICITATION NUMBER: W50S9G-20-R-0001
ESTIMATED AMOUNT (Not exceeding $250,000): $240,000
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
Automated Logic Controls LLC (ALC) brand HVAC Control System for Building 522
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
Automated Logic Controls LLC is the only building HVAC control system currently installed at the 128th Air Refueling Wing. After many years battling across multiple BacNet compatible systems, all former systems have been installed with ALC. This system while BacNet compatible utilizes our purchased and installed ALC software platform. The HVAC Direct Digital Control (DDC) system operates on a stand alone fiber backbone network with switching throughout multiple facilities operating on server housed in the base local area network (LAN) room. The 128 ARW has a maintenance contract with ALC to perform monthly maintenance upgrades, system trouble shooting, and software upgrades.
Deviation from ALC would introduce integration and maintenance issues resulting in increased service/maintenance costs across the entire DDC platform.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED
DESCRIPTION OF MARKET RESEARCH PERFORMED:
Due to the nature of this equipment and DDC controls electronics in general, it is critical that all these components are highly compatible to ensure proper system operation. In this case, all existing systems are through ALC. Previous attempts to install other DDC controls into the system have resulted in the need for technician maintenance through proprietary systems trained personnel. Technicians from other companies have worked on this system in the past, and their lack of knowledge with the system has caused issues and continued calls for service.
Compatibility assurance and warranties are only ensured when sole sourced through this company.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:
Since the base’s DDC system is currently set up to be an integrated system through ALC and the reasons outlined above, it is not recommended to procure an add-on DDC system through another company.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
I certify that the statements above are complete and correct to the best of my knowledge.
