SIMPLIFIED ACQUISITION PROCEDURES (SAP)
SINGLE SOURCE DETERMINATION FOR ACQUISITIONS NOT EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD AS DEFINED IN
FAR 2.101
SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER (within its warrant authority) DETERMINES THAT ONLY ONE SOURCE IS AVAILABLE IAW FAR 13.106-1(b). THIS DETERMINATION SHALL BE SUPPORTED WITH FULL JUSTIFICATION FOR SINGLE SOURCE FROM THE CUSTOMER. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:
QUOTE/SOLICITATION NUMBER: W50S9G-20-R-0001
ESTIMATED AMOUNT (Not exceeding $250,000): $88,000
DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:
MONACO brand for the Fire Detection System in Building 522
UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR
SERVICES CAN BE USED:
MONACO is currently the only fire alarm/detection system installed at the 128th Air Refueling Wing providing a comprehensive fire alarm and detection system with sensors and controls that span the entirety of the base. The fire alarm system ties into two MONACO D21 central stations housed in both the BDOC and Fire Department. The building renovation and tie in will require integration into the existing MONACO central station through a MAAP-X Fire Alarm Control panel with Point Reporting, Mass Notification, and Integrated Radio Transceiver.
REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED
DESCRIPTION OF MARKET RESEARCH PERFORMED:
Life safety can only be ensured by equipment and software that is fully compatible with the current base-wide fire alarm system. Due to the proprietary nature of Monaco hardware and software, any incompatibility would create life safety concerns. Due to the proprietary nature of Monaco hardware and software, said equipment also needs to be installed by factory trained installation personnel. Compatibility assurance and warranties are only ensured when sole sourced through this company.
EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN
COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:
Since the fire alarm system is currently set up to be an integrated system through Monaco and based on the life safety concerns identified above, it is unadvisable to procure an add-on to the system through another company.
PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO
COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:
The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.
I certify that the statements above are complete and correct to the best of my knowledge.
