Please confirm that pricing for relocation/upgraded service of the privatized utilities during construction will be obtained by contractor after contract award and will be submitted as a change request. If acceptable, this will be noted as an exception on the proposal.
Further coordination with MG&E is required in order to determine if there will be a contract charge for this work. If a contract cost is affected, the final negotiated amount shall be brought to the KO and COR's attention to be addressed in a contract modification.
Please confirm that the two trees on the east side of B510 designated for removal will be removed by the Government prior to contractor mobilization to the project.
Trees have been cleared. Grubbing may be required.
RE: Sheet GC001 and GC004 (access and staging note #6). Please confirm that contractor will not be required to fence the entire PROJECT AREA as shown on GC001 and the existing chain-link fence on the NORTH and EAST side of the building can be used to secure the construction area with additional temporary fencing used to tie-end the SE corner of the building. The chain-link fence will be removed during demobilization as directed in Section 02 41 00 Demolition, paragraph 3.1.3.
Localized temporary fence around staging and work areas will be allowed. contractor will not be required to fence the entire project as shown on GC001. Use existing privacy fence and gates to the greatest extent possible.
When will the Issued for Construction design set be released to contractor, along with the CAD files
An "Issued for Construction" set will be distributed after contract award to reflect all, if any, addendums. The A/E will release CAD files to the Government, which can be shared with the construction team.

Section 11 13 19.13 Loading Dock Levelers. Although mechanical edge of docks has a service range of +/- 5”, actually running a “low lift pallet truck” over the leveler may be impossible at the furthest ranges.
Understood. The Facility has three alternate dock positions in the event this lift cannot meet the requirement.
Section 11 13 19.13 Loading Dock Levelers. 3.4.2 Drop Tests—When a truck departs with the lip in the trailer, the lip will fall completely pendant. There is nothing to stop the free fall of the lip. The specification says it must stop within 4” of the trailer height. This is a hydraulic pit leveler type specification. The velocity fuse in the hydraulic cylinder is what causes the cylinder to stop

Section 11 13 19.13 Loading Dock Levelers. 2.1.1—Hot Dipped Galvanizing of exposed steel. Basically, the entire leveler is exposed steel. However, hot dipped galvanizing would likely warp most of the steel. We can substitute a cold metalizing product that will help in protecting the leveler from premature corrosion. It is also paintable.
Hot dip galvanizing is not. Is this acceptable?

Sheet CS500 Site Details 1. Is the fence to be 6’H without barbwire as shown or is the existing fence to match 7’H plus 1’ of barb wire?
Eliminate new fence from scope of work. Demolish existing fence as noted on CD101.
Leave furthest fence post with gate closure hardware in-place giving the users the ability to close the existing gate. Disregard Detail B3 on CS500.
Sheet CS101 Site Plan. Is there an existing gate at this location?
Should the fence continue to Hoffman Street as highlighted in yellow? See response to above question.
CLIN 0008 Option 4 Temporary Facilities FFP. Please provide direction on where the details of the Temporary Facilities are shown within the plans and specifications.

Does the Government intent to use RMS/QCS on this project for transfer of schedule data and other contract submittals?
We do not use RMS/QCS locally. We've recently adopted the use of Procore for project correspondence; However, it is not a requirement.
RE: Section 09 06 00 Schedule for Finishes and Sheet A-701 Room Finish Schedule. Review of the Finish Legend on Sheet A-701 directs the contractor “to match samples” for listed materials.
Can the Government provide a copy of the final CID/SID document containing the specific information such as color codes, manufacturer, model numbers, etc. for both interior and exterior design finishes schemes?
Having the sample information will allow the contractor to determine sources and availability of the products and allow more accurate pricing for the proposal.
Appendix A of the Base Design Guide will be sent under a separate cover.
RE: Section 01 30 00 Administrative Requirements. Submittals under this section include SD-04 Samples: five sets of color boards to be submitted within 90 calendar days after Contract Award. Typically on a Design-Bid-Build contract, the designer of record (DOR) has already included Government-approved colors and finishes in the design documents, for both exterior and interior surfaces such as walls, ceilings and floors. Please clarify the construction contractor’s role in the selection of colors and finishes for the preparation of color boards.
Product samples not included in Appendix A of the Base Design Guide shall be provided. The Government will not require five sets of color boards. This specification section call-out is erroneous and can be omitted.
RE: Sheet A-102 Ground Floor Plan Area B/ Room 131 SIPR
a. New room partitions M1CD and S4BB are both STC-50 rated. Why is Door 131A shown as STC-45?
Door 131A is within a controlled space beyond a vestibule. The wall is STC-50 rated based on the wall construction materials. The door does not need to meet these same requirements.
RE: Sheet A-102 Ground Floor Plan Area B/ Room 131 SIPR
b. Plan shows new north-side wall partitions F1CA and M1CD for Room 131. Sheet SD-103 Demolition Plan Area B shows CMU wall existing to remain in that location. Please clarify.
The preexisting doors between DEPLOYMENT PROCESSING CENTER Rm 138 and SIPR Rm 131 on sheet A-102 shall be infilled with CMU and Furring/Gypsum.
Section 01 33 29 Sustainability Requirements and Reporting: In reviewing specification section 01 33 29 for the requirements of the High Performance and Sustainable Building (HPSB), HPSB Guiding Principles or the Third Party Certification needed to achieve the Guiding Principle Assessment designation for this project it appears this section is mainly for projects that are to be LEED Certifiable, or LEED Certified, but we have not seen that requirement in the project documents Therefore, this specification section imposes a considerable amount of additional plans, checklists, calculations, life-cycle cost analysis, validations and submittals above the normal course of construction. In turn, this additional administrative effort is adding costs to the overall construction budget in a time when the marketplace is adding uncertainty and exceptionally steep and fast-rising costs.
Will the Government consider waving all or some of the Section 01 33 29 requirements?
We are not able to waive the requirements of Section 01 33 29. The contractor shall work with the A/E & Government to complete the GBCI certification checklists. The A/E has submitted the design for Third-Party Certification. The contractor is responsible for meeting the sustainability goals and reporting the results to the A/E for submittal.
The Air National Guard no longer uses LEED. This process is more checks & balances to maximize sustainability efforts.
Section 01 33 29 Sustainability Requirements and Reporting:
Paragraph 1.6.4 Moisture Control. Refers to Section 01 78 23 and Section 01 45 00.00 10 for moisture control requirements. Those specification sections make no reference to moisture control.

Section 08 33 23, paragraph 2.2.4. Electric Door Operators. The door manufacturer must furnish automatic control and safety devices, including extra flexible type SO cable and spring-loaded automatic take up reel. Within this section there are also references of the reel and monitoring the door for safety. The overhead door supplier has provided information regarding the reels and a design flaw. They stated that the reels will not work properly under constant monitoring.
If a reel is required, they would state that a photo eye be used as primary use and a reel be used as a secondary safety measure. Or to use a coil cord which can be under constant monitoring. Please advise to which method is preferred.
