On October 14, 2021 The Wisconsin Air National Guard (WANG) submitted a materials management plan (MMP) for the F-35 3-Bay Hangar. This hangar will be a new structure to be located in the area currently occupied by building B414. Five (5) borings were completed around current B414 and these borings were converted to groundwater monitoring wells.
PFAS compounds were found in all soil borings at sample depths of 0 – 1 foot, 2 – 3 feet, and 3 – 4 feet. Ten (10) different PFAS compounds were found in soil. No VOCs were found in the soil samples.
PFAS and VOC compounds were found in groundwater. PFOS, PFHxS and PFOA were generally the PFAS compounds of the highest concentrations in groundwater. Several VOCs exceeded Enforcement Standards found in NR 140. These include benzene, 1,2,4-TMB, naphthalene and vinyl chloride.
The information submitted with this MMP did not contain a map or figure showing the planned location for the 3-Bay Hangar. Since both soil and groundwater samples from this location contain PFAS compounds WANG must treat all soil and groundwater removed from this location as PFAS containing soil and handle it in accordance with the Materials Management Plan approved for this site on July 21, 2021. The soil may be temporarily stored at this location, or may be moved to the mailto:stephenm.ales@wisconsin.gov mailto:michael.dunlap@us.af.mil mailto:michael.hinman.4@us.af.mil mailto:michael.hinman.4@us.af.mil location to the west of building 1209. Upon completion of the project the PFAS containing soil must be below an impervious surface.
The monitoring wells indicate the water table to be between 3 – 5 feet below ground surface. If it is necessary to lower the water table to complete construction activities the WANG must contact the DNR prior to starting construction to determine a proper method for containing and treating the water. Also, precautions should be taken to protect the monitoring wells during demolition and construction activities. Alternatively, the wells should be filled and sealed prior to demolition taking place.
