Questions and Answers (193-222) Date: October 1, 2020

Solicitation Number W50S9F-20-R-0001 F-35 Simulator Facility, Madison, Wisconsin

194. Question: When are the Simulators installed? When the building is completed or before? Is that for all furniture and equipment shown on A107?

Answer: The contractor is to complete all construction and commissioning of the building and turn over to the government. Lockheed Martin will then install all of their simulator equipment and the government will install their FFE. See note on updated A-107 and Amendment 0006.

195. Question: Project includes demolition and renovation work in an existing building. Regardless of whether asbestos is present, or whether the scope of work includes asbestos removal, State and Federal law requires a survey for Asbestos Containing Materials (ACM) and Presumed Asbestos Containing Materials (PACM) be completed in accordance with DNR and OSHA requirements. A completed survey report number must be listed on the permit application submitted to the DNR (DNR Notification Form # 4500-113) prior to any demolition. This report can take (30) days or longer to complete and as such may impact the project schedule. Please clarify if this survey has been completed. If not, please indicate whether the Owner will commission said survey or if the bidding contractors will be required to provide by including costs in their bids.

Answer: A Truax Field ACM inspection was conducted on 5-7 June 2006 by the Air National Guard Technical Services Center’s Asbestos Management Team, inspector Douglas Johnson, and a report was generated. The report shows that the building to be demolished, building 410, found no suspect ACM. However, this project is subject to the regulations in Ch. NR 447, Wis. Adm. Code.

See Solicitation Section 0700, FAR clause 52.236-7 regarding contractor’s permit responsibilities.

The portion of the report that references bldg. 410 has been added as Attachment 16 of solicitation. Please also see revised C121 adding note 17 and Amendment 0006.

196. Question: After reviewing Addendum #1, substitution requests will be evaluated after the award.

That being said, I wanted to clarify if the manufacturers listed on the mechanical schedules are the approved and desired manufacturers and any other manufacturer will be considered a substitute and will be evaluated after the award.

Answer: All manufacturers have been scrubbed from the mechanical plans. See Amendment 0005 and Question #12.

197. Question: Drawing A106 calls out a motorized projection screen and (2) motorized recessed drop-down projector mounts. Please confirm that the projection screen and drop down project mounts are excluded in the contract scope as specifications were not included.

Answer: The projection screen and drop down project mounts are NIC (Not included in Contract).

A106 has been updated. See Amendment 0006.

198. Question: T100 note 1 calls for new conduits from new manhole to tie into existing MH0001. Are there existing sleeves in MH0001 for us to tie into or are we coring/modifying the manhole to complete this work? If so please provide detail on how to complete this work.

Answer: This is new conduit so contractor will core the manhole. This work will be coordinated with the 115th Comm Squadron.

199. Question: In Section 084400 Curtain Wall And Glazed Assemblies:

a. Wall Section 1/A303. Does the interior vestibule frame need to follow the contour of the skylight to the peak, or is there a horizontal framing member running level horizontally across the head of the vestibule frame?

b. Sheet A502 Shows SSG intermediate vertical mullions for the exterior curtainwall systems. If the curtainwalls are required to be blast-rated, then can the vertical mullions be captured by a pressure plate and cover in lieu of structurally-glazed? Curtainwall manufacturers typically only have blast-tested and approved products for systems fully captured with pressure plate and cover, not for structurally-glazed systems.

c. Is there a specification for the sunshades that provide the sunshade depth, outrigger profile, facia profile, blade profile?

d. In section 2.1.1.4 the curtainwall is called out to have a color anodized finish. Which color anodizing should it be? This contradicts the 081116 Aluminum Doors & Frames specification section 2.2.3 finish of 70% fluoropolymer painted finish. Assuming the curtainwall, storefront, and doors are to have the same finish – is it painted or anodized, and in which color?

Answer: Per the plans/specs: a. Interior vestibule frame will extend up to and follow the peak of the skylight.

b. See answer to question #20.

c. Sunshades will be 30” depth, square outrigger and fascia profile, airfoil blade profile. A302 is updated. See Amendment 0006.

d. Per Spec section 09 06 00Painted. All curtain wall, storefront, aluminum doors, frames, and sun shades will match. Dark bronze color to be selected by the Government to match base design guidelines.

200. Question: In Section 088100 Glazing:

a. Doors 100A, 100B, 105A, and 105B are all listed with glass type G-1. There doesn’t appear to be a glazing key to indicate the make-up of glass type G-1 in the plans or specifications. Please advise.

b. Doors 106, 107, 108 and 109 are all listed with glass type G-2. There doesn’t appear to be a glazing key to indicate the make-up of glass type G-2 in the plans or specifications. Please advise.

c. Section 2.1.3.1 – Please verify that the ceramic spandrel coating is to be applied to surface #2 and not surface #4.

Answer: a. These doors are all exterior aluminum so will receive 1” insulated glazing unit (G-1) similar to exterior windows. Minimum make-up requirements are listed in Section 2.2.1.

b. These doors are interior office doors so will receive 1/4” tempered glass (G-2). Tempered glass requirements are listed in the Section 2.1.2.

c. Revise to be applied to surface #4. 08 81 00 has been updated. See Amendment 0006.

201. Question: Please confirm whether or not the Mechanical Contractor is to carry Andover’s Controls number in Division 23 scope of work. Simplified Acquisition W50S9F-20-R-0001 identify 115th Fighter Wing employs Andover DDC software. Specifications do not clearly define if Controls are being quoted to owner, general contractor or carried by Mechanical Contractor.

Answer: Controls are not being quoted to the owner, the general contractor to provide controls as specified.

202. Question: I am bidding the steel framing and drywall for the F-35 Simulator and have a question on Bid Option 5. For Bid Option 5 what size wall should I include to replace the load bearing CMU?

12” to match the 12” CMU that is getting replaced or what size wall are you looking for?

Answer: Bid option 5 is being removed in its entirety. G001 updated. See Amendment 0006.

203. Question: Please clarify the differences between Base Bid and Bid Option 3. The finishes as described are essentially the same with no other noted distinctions.

Answer: As noted on G001, the base bid is standard texture EIFS as specified, the bid option is a premium product finish and custom color to be selected by the base through the submittal process.

204. Question: How are bidders to prepare and submit a bid that is “per plans and specifications” when Metal Lath, Polypropylene Drainage Lath, Mechanical Fasteners, and Preformed Channels are not required for a code approved EIFS drainage application? Is the specified compatibility statement (2.1) applicable in such instances?

Answer: Bid the system as shown and specified. We understand there may be other ways to build up the EIFS system, but the system detailed and specified in the bid documents is what is required.

205. Question: Environmental Conditions 1.6.C. states “Do not leave insulation board exposed to sunlight after installation. This conflicts with the stated installation guidelines in 3.3.2 and manufacture guidelines that allow up to 30 days exposure.

Answer: The material should be handled and stored according to manufacturer recommendations to prevent any degradation or damage of the materials prior to final installation.

206. Question: Despite the 3” EPS insulation referenced on plans, to achieve R-15 with Type 1 requires 4” thickness, as provided in the specification. Please validate that 4” EPS plus the thickness of the lamina is acceptable.

Answer: Insulation capable of providing an R rating equal to 5 per inch is readily available.

207. Question: For Bid Option #5 shown on G001, the plans do not explicitly show drywall and insulation to be figured at the load-bearing metal stud walls. Please confirm that drywall and insulation are to be utilized at the load-bearing metal stud walls for Bid Option #5.

Answer: Bid option 5 is being removed in it’s entirety. G001 updated. See Amendment 0006.

208. Question: Drawing pages from issued in Amendments 1, 2, and 3 have been provided in the incorrect size format (8-1/2 x 11), making the page scale inaccurate. Please provide these drawings in the correct full-size format for accurate drawing scales.

Answer: Drawings from Amendments 1, 2, 3 have been uploaded in their correct size in beta.SAM.gov.

209. Question: With Amendment 3 specifically eliminating the blast design for aluminum doors and frames with the exception of the glazing, please clarify the following. Door Schedule on A602 specifically calls out which doors get STC ratings but does not call out which steel doors have to meet requirements in spec section 08 34 01 - Forced Entry Resistant Components. Which door and louver openings are required to meet this specification?

Answer: See answer to question #133.

210. Question: Q&A #14 clarifies that Room 4-100 Sim Vest 4 gets raised access flooring. Sheet S103 near column line 3.6 and between D & E still shows the slab at elevation 100.0 in that area.

Should that area be recessed to elevation 98.0 to match the clarified floor finish?

Answer: See answer to question #69, Amendment 0005 and updated S103 provided with it.

211. Question: Q&A #15 states that Semi-recessed Lockable Device Cubby aka Service Lockers unit noted on sheets A103 and A401 respectively is listed in the specifications. Please direct us to the specification it’s in.

Answer: See answer to question #157.

212. Question: On the A602 Door Schedule, one of the four large exterior Simulator Room door openings (1-102A) is listed with a 1-hour rating. Is this required in this location?

Answer: It is not required per the life safety plan G102. All four large doors should have same typical requirements.

213. Question: Plan sheets A102 & A103 have several walls designated as AA.3 and at least on AA wall type near Room 127 – Mech. that appear to show furred out walls of varying thicknesses. Plan sheet A501 Wall Types show that AA and AA.3 don’t have furring of any thickness. Please clarify.

Answer: See answers to questions #52, #53, and #54.

214. Question: Plan Sheet A401, which is the blow up of the restroom area on A103, shows a Wall Type E north of the restrooms. There is no Wall Type E on A501. Is this wall type simply a CMU wall with furring on both sides? Please clarify thicknesses.

Answer: See question #55, should be wall type ‘A’. A501 updated. See Amendment 0006.

215. Question: For Bid Option #5, Metal Stud Interior Walls in Lieu of CMU. Indicates that the contractor shall provide engineered design of stud wall systems as specified. Will the Government's DOR provide redesign of the entire project, or will the contractor be required to become the designer or record for all changes made. This option will likely require redesign of all design disciplines to accommodate for the switch from CMU to Metal Studs? Items we have identified that may require complete redesign are as follows:

a. Foundations

b. Structural Steel

c. Wall Thickness

d. Room Sizes/dimensions

e. STC Ratings

f. MEP Penetrations

216. Question: For Bid Option #5, Metal Stud Interior Walls in Lieu of CMU. This will require redesign work that will cut into the schedule. We feel that the time that it will take to complete the redesign will make it impossible to complete the project in the duration called out in the RFP. Will the government consider allowing additional contract duration to accommodate for Bid Option #5?

217. Question: For Bid Option #5, Metal Stud Interior Walls in Lieu of CMU. Per Attachment H, Proposal Schedule. The price breakdown sections indicated are 04 Masonry and 05 Metals. This option will affect quantities for more features of work than masonry and metals (rooms sizes and dimensions will change). Please advise the intent of the extent of pricing required to ensure that the government is provided a complete price for this option.

218. Question: Please reference Details 3 and 7 on A504 in review of this RFI. Will the cast stone sill be glued/adhered directly to the CMU? Or should the masons include a clip or ledger for sill support?

Answer: See answer to question #76.

219. Question: Section 01 3329 Sustainability Reporting, Paragraph 1.4.a states we are to “Refer to HPSB Checklist at the end of this specification section.” However, the checklist does not exist.

Please provide.

Answer: HPSB is added as Attachment 17 to the solicitation. See Amendment 0006.

220. Question: The solicitation document states that we are to find ICD 705 by using the following link:

https://www.dni.gov/files/NCSC/documents/Regulations/Technical-Specifications-SCIF- Construction.pdf This version is 1.4 of the ICD705 document dated 9/28/17. There is a newer version of ICD 705, Version 1.5, dated 3/13/20. Are we to reference and utilize the version 1.4, dated 9/28/17 per the solicitation document?

Answer: Version 1.4 of ICD 705 dated 9/28/17 is the version that was in affect at the time the design was completed and should be the one referenced.

221. Question: Please clarify Specifications:

Division 23 09 23.02 1.1.1 System Requirements Provide a system meeting the requirements of both Section 23 09 00 INSTRUMENTATION AND CONTROL FOR HVAC and this Section and with the following characteristics: a. The control system must be an open implementation of BACnet technology using ASHRAE 135 as the communications protocols. The system must use standard ASHRAE 135 Objects. The control system must be installed such that any two ASHRAE 135 devices on the Internetwork can communicate using standard ASHRAE 135 Services. This specifications indicates an open protocol Controls BACnet system.

Addendum two (2) reply to a single source was that the government will continue to conduct market research in to find equipment and systems that are not proprietary in nature. Addendum four (4) came out with Brand Name Requirements;

BRAND NAME REQUIREMENTS W50S9F20R0001 0004 Page 15 of 15 14.1 Advantor Security System,Andover DDC Software, Acoustic Technology Inc. Mass Notification System, Krieger Acoustical and Sensitive Compartmented Information Facility Doors, Marshall Best Security Corp.

premium YB series keys and cores, and Monaco Enterprise Inc. radio transceiver.

Please clarify if the building will not be open protocol BACnet system and will be a proprietary Andover DDC Equipment and Andover DDC BAS Software? Thus there will not be any other control vendors equipment or software to bid-correct.

Answer: The building systems will be open BACnet system protocol but the controls must be provided by Andover DDC Equipment and Andover DDC BAS Software as required by the specifications to match the existing systems at Truax ANGB.

222. Question: We received an inquiry today about our ESD carpet to be used in this space. Can you tell me if you are willing to take an equivalent anti-static carpet for this project? The product would be equivalent and we would offer you it at a lower price. If this is not something you decide, can you please tell me who the GC or architect is on the project so I can reach out to them?

Answer: See answer to #3. A general contractor has not been selected for this requirement yet. A pre-proposal sign in sheet has been uploaded in beta.SAM where offerors can verify for interested or potential prime companies. Also, in accordance with Section 00100 of the solicitation paragraph 3.1, submit all questions to the contracting office and do not contact the A-E or Engineering personnel directly.

File details come from the government source that posted it. Updated .
