1. Reference: Specification: 08.33.13; Drg A104 Line C Grid 3 Det 8/A505; Door Type CS Discussion: Door Elevation view and Height of door Room 1107 Question: Not able to find the elevation view for this door location. Is the height 4’ and or do they need the coil/head above the ceiling grid? Please clarify dimension of this door in room 1107. Are there no other door type CS on this project?
Answer Yes, the counter shutter is 4'-0" tall. There are no other shutters on this project.
2. Reference: Specification : 32.05.33 Landscape Establishment .
Discussion: Watering landscape during landscape establishment.
Question: Do not see spec 32.84.00 Irrigation as a supplemental specification. Are we to assume irrigation would be consistent with JBLM standards of “temporary”.? What is the “temporary” irrigation requirements?
Answer Irrigation and watering requirements during landscape establishment are detailed in 32.05.33, 3.3 and 3.3.2. If additional clarification is required, assume temporary irrigation requirements for Camp Murray ASOG Complex are consistent with JBLM standards.
3. Reference: Specification 07.41.2.4.1 Insulated Steel Roof Panels :
Discussion: 1 “Steel Sheet Provide roll-form steel roof and liner panels to the specified profile, with fy equal to 50 ksi, 24 gauge and depth as indicated, conforming to ASTM A1008/A1008M, ASTM A36/A36M. Ensure the material is plumb and true, and within the tolerances listed:
a. Galvanized/Galvannealed steel sheet conforming to ASTM A123/A123M, ASTM A653/A653M, ASTM A792/A792M, and AISI D100. b. Metallic coated steel sheet in accordance with ASTM A924/A924M. c. Aluminum-Zinc Alloy-coated sheet steel in accordance with ASTM A463/A463M, ASTM A755/A755M, ASTM A792/A792M and AISI D100. d. Provide individual panels with a continuous length that covers the entire length of any unbroken roof slope with no joints or seams and formed without warping, waviness, or ripples that are not part of the panel profile and free of damage to the finish coating system.”
Question: The roof system they have called out is not feasible with this spec. A solution is to use standard polyiso 4x8 sheets to meet the R-30 requirement and Taylor Metal MS200 Panel as the metal roof panel. Taylor Metal is able to make these panels onsite to meet the spec and the full length panel without seams or laps in the panel. Typically this system is much more cost effective and efficient than the specified system. Would Washington ANG be willing to work with the panels being lapped?
Answer Specification 07 41 63 - Fabricated Roof Panel Assemblies will be DELETED from the Project Requirements and REPLACED by Spec 07 61 14.00 20 - Steel Standing Seam Roofing. Drawing Sheet A501 Architectural Details (Roofing Details) will be updated to coincide with the new specification section. Generally the changes to the drawing Roof Details will indicate that the 1/2" THERMAL BREAK SHEATHING BOARD and CONT ICE/WATER SHIELD will be located at the top of the roof insulation board. The replacement specification requires a field "laid up" roof assembly with the required layers of materials and architectural standing seem roofing (metal panel width can vary nominally from 16" to 24" OC.) Insulated Metal Panels (IMPs) are no longer applicable.
4. Reference: Section 01 33 29 Specifications Discussion: HSPB and GPA reference Question: Please provide the HSPB and GPA checklists referenced Answer We will provide the checklist in Addendum #1.
5. Reference: Sec 01 33 29 & 01 91 00.15 Discussion: Section 01 33 29 does not reference LEED certification. However, Section 01 91
00.15 10 indicates LEED Silver certification is required.
Question: Confirm the GBCI Guiding Principles Assessment (as a method of complying with the
HSPB) is the only Third Party Certification (TPC) required.?
Answer Third party certification of the facility is not required by the construction contractor. The
COR with the support of the AE will verify requirements are met. Please review the updated specifications in Addendum #1 for the sustainability related submittals that are required.
6. Reference: Sec 01 33 29 Discussion: This section seems to indicate the GC may be required to manage the online portal, submission of all GPA documentation to GBCI and verification of certification/assessment.
Question: Please confirm who is managing the “certification” process and that the GC is only responsible for collecting and submitting the documentation listed in Section 01 33 29, Article 1.6 DOCUMENTATION REQUIREMENTS. Also, are we to understood that the Sustainability eNotebook is also the responsibility of the GC??
Answer Third party certification of the facility is not required. See the amended specifications.
Sustainability eNotebook is required as noted in individual specification sections.
7. Reference: Specs 01 33 29 Discussion: This project should use the 2016 Guiding Principles Assessment by GBCI (DOD
Version).
Question: However, at least two updated versions of this assessment document are available. Confirm if the project can or should use current/June 2022 GPA Guidelines?
Answer Third party certification of the facility is not required by the construction contractor. The
COR with the support of the AE will verify requirements are met. Please review the updated specifications in Addendum #1 for the sustainability related submittals that are required.
8. Reference: Specs 01 33 29 Discussion: Guiding Principles Assessment Question: Please provide the completed Guiding Principles Assessment Project Information Form.
Answer The form is included in Addendum #1.

Reference: Solicitation W50S9E23B0002: 00 21 00 Instructions ; Item 5 Formatted Disk. “Bid submissions on a formatted disk will also be required on day bids are due”.
Discussion: Provide formatted disk proposal at bid time or on the day of the bid.
Question: These IFB projects typically end on bid day with a flurry of action. Many large and important critical quotes show up sometimes less than 30 minutes until the bid deadline.
Can the formatted disk be provided sometime after the bid deadline?
Answer IAW the solicitation a CD is required with your bid and due prior to bid opening with your bid. You electronic version of your bid schedule may state "see bid for price" in fields you are not able to transcribe pricing. As a reminder the CD is for reference only.

Question: This paragraph states the contractor is ultimately responsible for the design of the wall?
Correct? Are the statements related to Alaska a mistake for this project? Is an official WA state engineering stamp required for the “design” provided by the contractor?
Answer Spec 32 32 34 has been updated to provide clarifications.
11. Reference: Drawing C201-1 MSE Profile Discussion: Top of wall elevation and bottom of wall elevation Question: Is the bottom of the wall to be built at elevations from 250-253.5? The top of the retaining wall varies between el 258.50-260.50? This reflects a total height of the wall to be approximately 8’ tall. Correct?
Answer The bottom of wall shown on sheet C201-1 reflects the grades per Detail 5 on sheet C503.
Based on that the wall height varies from 7’ to 9’ from top to bottom. Clarifying that Top of Wall Elevation noted on C301 is the highest point of the wall, the exposed wall is intended to transition to the existing grade at the face of the wall. The Bottom of wall elevations on Sheet C201-1 reflects the base elevation of 2’ below existing grade at 4 feet downslope from the Face of Wall and is approximate.
12. Reference: Spec Sec 12 24 13 Part 2 Products Discussion: Substitution Request Question: Please confirm if substitution requests on Roller Window Shades are acceptable at this time? We are wanting to offer an equivalent manufacturer, SunOrShade, made in Washington state that is equivalent to the specs, please confirm if this is acceptable?
Answer There is no manufacturer listed in Part 2 Products. Please provide roller shades that meet the criteria indicated in the spec.
13. Reference: Bid Deadline AUG 1, 2023 Discussion: Bid Deadline Extension Question: We are requesting an extension of the bid deadline for the following reasons. Because the solicitation dropped just before the 4th of July holiday many contractors were on vacation for at least 3 days at the outset of the bid period. We request an extension to changes and adjust pricing. Also, the options require multiple divisions of repetitive scopes over 10 different options requiring more time to organize the options and pricing accurately. Answer The closing date is changed from 01 Aug 2023 to 17 Aug 2023
14. Reference: Concrete curb on drawings including C103 and C103-3.
Discussion: Concrete Traffic Curb or Curb and Gutter location (s) Question: Drg 103 shows traffic concrete curb on “parts” of the north side of gravel surfaced road but no curb on the south side. Is this correct? Also, on drawing 103-3 the paved road section shows no concrete curb on either side of the paved road. Is this correct? Many of the drawings omit curb on 1 side of either a paved road or gravel surfaced roadway or parking lot. Please confirm the design intent for the curbs?
Answer That is correct, concrete curb is shown on one side in several locations for drainage. In most sections where there is no curb on one side and the roadway slopes toward a drainage system to either a curb or drainage swale. The curb shown on the drawings on the south side of Infantry Drive west of Station 26+33.96 (bid option 5) is not necessary for drainage and can be eliminated.
15. Reference: Section Specs 28 31 76 – Interior Fire Alarm & Mass Notification Discussion: American Signal mass notification communication
Question: For the American Signal mass notification system, will the system use UHF or VHF for communication? Secondly, what frequency format will be used for communication?
Will it use FSK, DTMF or TTS?
Answer The mass notification system is currently being upgraded. The exact answer will be provided by the base after project award.
16. Reference: Request for Information questions Discussion: Potential follow up questions Question: Answers to questions usually tend to result in follow up questions. Will there be a chance to ask further questions after the first deadline to ask questions.
Answer No there will not be any additional chance for questions.
17 Reference Erosion Control Plans -C111 -C113-5 Discussion Base Bid and Options Question How are all the erosion control requirements to be bid considering we don’t know what options will be awarded?
Answer Erosion control systems shall be installed in accordance with the plans for the base bid and for each bid option. In cases of bid options where system Erosion Control system are added or extended, removal of and replacement with new erosion control systems that are required should be included.
18 Reference UFC 3-110-03 Roofing 5-2.4 Discussion "Insulated metal panel roof systems \1\ must only be used without end lap joints and should be limited to maximum 25-foot (7.62 m) length of panel due to thermal expansion/1/ " 5-2.4 would prohibit the use of Insulated Metal Roof Panels on this project due to the panel length and required end laps.
Question Are we to use Insulated Metal panels on the roof?

19 Reference Contract Drawings and Specification Section 07 41 63 para 2.4.1 Discussion 2.4.1 indicate the roof panels are to be full length, with a 2 ½” inch standing seam and 16” coverage. We are not aware of a 16” insulated metal roof panel with a 2 ½” standing seam.
Question Can we be provided with a basis of design?
Answer Please refer to Question 3 response for answer to this question.
20 Reference UFC 3-110-03 para 5.3.3 Discussion 5.3.3 Use a flat pan (pencil ribs and/or striations are recommended) standing seam profile with minimum finished seam height of 2.0 in. (50.8 mm), with a double fold (180 degree) seam or single fold (90 degree), bulb rib or trapezoidal rib. In general, greater seam heights lead to greater beam bending strength. This increases the wind resistance of the panel and reduces the potential to leak in ice damming situations.
Question Would the Government consider a Compliant Roof Panel. This panel along with rigid insulation and recovery board will provide the salient characteristics of the Insulated metal panel over a metal deck without the risk of thermal expansion related delamination.

21 Reference Electrical E110 Discussion Note 913 on sheet E110 calls out a sound rated, secure partition for room 913 walls. There does not appear to be a room 913.
Question Please clarify what room requires the sound rating and secure partition.
Answer The column lines and room number provided in general note K are incorrect. Refer to architectural drawings for locations of sound transmission class (STC) ratings of walls and security zone locations. Conduit penetrations in STC rated walls and thru walls defined as a secure area must be sealed as required in this general note. Refer to general note V on drawing E002 for some additional requirements for penetrations in these wall types.
22 Reference Electrical Div 27 Discussion Question Is a DAS system required?
Answer No distributed antenna system (DAS) is required for this facility.
23 Reference Electrical Div 26 Discussion Question Due to long lead times on electrical gear would it be acceptable to use temporary gear for commissioning, testing and BOD and replace the gear with permanent equipment when it is available?
Answer It is not acceptable to use temporary electrical equipment for commission and testing of systems.
24 Reference Architectural Spec 10 11 00 Discussion Question Drawings do not show where visual display units are located and quantities cannot be determined. Please specify where visual display units are located in drawings.
Answer Please allow for 45 Tackboards and 15 Marker boards. Exact location will be determined during construction with base personnel. Coordinate with COR for project.
25 Reference Architectural Drawing A401 Discussion Question Drawing sheet A401 shows 1/2 height lockers but there doesn't appear to be any elevations for these lockers. Please provide elevation and details for these lockers.
Answer Refer to updated Sheet A401 for elevations for the lockers in the Mens and Womens showers.
26 Reference Architectural Spec 10 26 00 Discussion Specifications 10 26 00 calls for corner guards.
Question Please specify the locations of the corner guards in the drawings.
Answer We have updated Sheet A604 to indicate the corner guard locations.
27 Reference Architectural Drawing Sheet A104 Discussion Drawing Sheet A104 Keynote 5 points at a folding partition located in auditorium/multi-purpose room 1104. There doesn't seem to be any elevation drawings of the folding partition.
Question Please provide elevations and details for the folding partition.
Answer We typically don't include an elevation for interior folding partition. Refer to the spec 10
22 39 for performance criteria. General note 4 on Sheet A110 indicates the 10'-0" ceiling height, Sheet A104 indicates the room dimensions and Sheet A507 for the head detail.
28 Reference Architectural Drawing Sheet A403 Detail 6, 7, 1, and 2
Discussion Drawing Sheet A403 Details 6, 7, 1 and 2 show a vertical grab bar in ABA toilets but no callouts or specs are provided for this item.
Question Can you please verify if this item is to be required? If so please provide length and details for vertical grab bar.
Answer This grab bar is not required and can be eliminated.
29 Reference Architectural Spec 095100, 090600 Discussion Spec section 09 51 00 calls for the acoustical ceiling tiles to be 2x2, but spec section 09 06
00 calls for ACT to be 2x4.
Question The RCP also shows 2x4. Please advise if ACT is to be 2x2 or 2x4.
Answer All acoustical ceiling tiles will be 2'x4'.
30 Reference Architectural Spec 10 14 00.20 Article 2.3 Discussion Spec section 10 14 00.20 article 2.3 calls for building directories signage and states to see drawings for layout. Drawing Sheet A004 shows all signage details except for a building directory.
Question Please provide details for the building directory.
Answer Sheet A604 indicates locations for the building directory signage. The specification indicates the performance criteria require including, but not limited to, a directory that can be customized and allow for occupancy changes. The directory will be determined during construction with base personnel. Please coordinate with the COR on the project.
31 Reference Architectural Spec 10 51 13 Discussion Spec section 10 51 13 list two types of lockers, double tier lockers and single tier lockers.
Drawings do not specify type of lockers that are to be provided.
Question Please specify the type of lockers to be provided.
Answer There are no single-tier lockers. Only double tier lockers are required as indicated on Sheet
A401. Included in the total locker quantity will be one handicap accessible locker at each location in the Mens Shower 1224 and Womens Shower 1221. Refer to updated Sheet A401 for the elevation of the these lockers.
32 Reference Architectural Drawing Sheet A603 Discussion Question Please confirm that window types A, B, C, D, E, and F shown on drawing sheet A603 are to receive Roller Window Shades per spec section 12 24 13.
Answer Yes, all these type windows will receive Roller Window Shades.
33 Reference Architectural A602 Discussion Question The exterior elevations show several type N (narrow vision) doors, however the door schedule on A602 calls out these doors as type F (flush doors). Please clarify.
Answer Follow the door schedule on A602 in lieu of what is indicated on the exterior elevations.
34. Reference: Section 01 33 29 HPSB Guiding Principles
Discussion:
Question: Can the Government provide the TPC checklist referenced in Section 01 33 29 ¶ 1.4.4 a
Without the checklist it is difficult to forecast the level of effort required for compliance.
Answer See attachment to the specification included in Addendum #1.
35. Reference: Section 01 33 29 HPSB Guiding Principles Discussion:
Question: Is the GC responsible for the submission/management of the entire checklist or just construction related documents? This requirement seems to conflict with 1.4.5.2.f.
f. Bear all costs associated with constructing, demonstrating, and documenting that project complies with approved TPC requirements, including but not limited to:
(1) TPC coordination with Government's AE and other consultants, TPC website requirements, and management for construction related documentation.
Answer Third party certification of the facility is not required. Please see amended specifications in Addendum #1.
36. Reference: Electrical Drawing – Sheet T102 – Keynote 1 Discussion:
Question: Keynote 1 – Notes to route the new fiber and copper backbone to Main Distribution Bldg. 19. It seems that the route for the cable is missing. Is it possible to provide a T1 drawing for the route through the existing signal maintenance holes so footage between the buildings may be obtained?
Answer Based off the drawing provided (Fiber Copper Drawing) ~800-1000 feet of Fiber/Copper from Bldg. 113 to construction site.
37. Reference: Electrical Drawing – Sheet T102 Discussion: General question – existing vaults runs –BUILDING 19 - MH5 -HH510 - MH35 - MH34 - MH33 -
MH32 - HH33 - HH60 - MH61 - MH62 - BLDG 113 – Are we placing the new cabling in an empty conduit or is the conduit occupied?
Question:
Answer Comm squadron, at that time of design, said there was enough room in existing conduits.
Contractor should verify existing field conditions with comm squadron at base.
38. Reference: Electrical Drawing – Sheet T102 Discussion:
Question: General question – existing vaults runs –BUILDING 19 - MH5 -HH510 - MH35 - MH34 - MH33 -
MH32 - HH33 - HH60 - MH61 - MH62 - BLDG 113 – Will any new subduct (innerduct or fabric mesh) be required between the existing vaults or in the new conduit to Comm room 1303 in the new building?
Answer Yes, it is required as per the specifications and UFC requirements.
39. Reference: Government contracting
Discussion: Government contractors, either as prime or subcontractors, perform construction, installation, and/or improvements to real property of, or for, the United States, its instrumentalities, or a county or city housing authority. This category does not apply to federal road construction (see public road construction). The activities include, but are not limited to:
| • | Constructing, repairing, decorating, and improving new or existing buildings or other structures. |
| • | Installing and attaching tangible personal property to new or existing buildings or other structures. |
| • | Clearing land. |
| • | Moving earth. |
Gross income from such construction is subject to the government contracting B&O tax. Construction activities performed to improve real property of, or for, the U.S. is not a retail sale. It is prohibited under the federal constitution to directly impose a tax on the federal government. Accordingly, the government contractor does not collect sales tax on charges for such work.
Activities such as the mere sale of tangible personal property or providing professional services to the federal government are not reported under this classification.
Government contractor is the consumer A government contractor is the consumer of property incorporated in, installed in, or attached to the federal construction job. The contractor (prime or subcontractor) must pay sales or use tax on all materials which become a physical part of the project. This includes items manufactured or extracted by the contractor, and also includes property provided by the federal government.
A government contractor is also a consumer of machinery and equipment provided by the government. Use tax is due on the reasonable rental value of the equipment provided.
Subcontractor's charges to prime contractors on government contracting jobs are not subject to sales tax.
Question: Please confirm this Facility is Federally Owned and not subject to WSST and the Government Contractor pays use tax.
Answer Yes the facility is Federally owned
40. Reference: Door Schedule Discussion:
Question: The door schedule notes door 1401A as a hollow metal flush door, but this door is part of storefront detail 6/A603 and is shown as a FG type door. The door schedule also notes doors 1324A and 1522A as pairs, but these doors are illustrated as singles on the plans and on storefront details 3 and 4/A603. Please advise.
Answer Door 1401A should be noted as a single Storefront Door/Frame with Door Type - FG (Full Glazing). Doors 1324A and 1522A are incorrectly labelled as pairs. They are both single doors.
