Site Grading & Drainage/EISA 438 Compliance with EISA 438 will be achieved by retaining the 95th percentile rain event and use “green infrastructure” where possible for water quality and flow control.
The site has been separated into two separate drainage areas (N & S).
N Roof drains will be collected in N side into a building gutter system and directed to a stormwater collection system located w/in the paved area.
S Roof drains will be collected in S side into a building gutter system and discharged directly into infiltration galleries in landscaped areas Roof runoff does not require treatment GOV parking runoff will be collected in catch basins & flow to a water quality treatment located in SE portion of parking area; designed to treat 6-mo/24-hr storm event S Paved areas will flow to landscaped area (sidewalks) or (POV Parking) collected in a series of catch basins and flow into water quality treatment and then discharged into infiltration gallery (StormChamber or equal) Road extension stormwater runoff will flow into new bio-infiltration swale connected by a series of culvert piping, treated and infiltrate directly w/ in swale
Federal EPA of Federal Facility w/ a footprint that exceeds 5,000 SF shall use site planning, design, construction, and maintenance strategies
Approximately 6.5 acres disturbed area
Erosion & Sedimentation Control submission/permitting at Pierce County
Storm Drainage collected in new piping infrastructure and conveyed to new outfall.
Approximately 5 acres of increased impervious area
Net 4,420 SF (23%) reduction of impervious surfaces will flow water quality treatment and then discharged into infiltration gallery
Design will be EISA 07 Section 438 compliant: Option-1, retain 95th percentile rainfall event. Will use green infrastructure and Low Impact Development Best Mgmt Practices.

Main Building Elevations – North/South
Ground Elevation: 261’ Roof Elevation: 295’
The east elevation long wall is space consisting primarily of the Command Post and Secured Briefing Room. The only space that introduction of daylighting could be achieved is in the parachute packing area. It was however, noted during our User Interviews that it was their preference to not have day lighting as it can have a prolonged effect on the parachute material. As the design progresses, it can be re-evaluated and further studied. If it is possible, the use of translucent wall panels, under the new AT/FP Requirements will have to be fully designed for blast including structural steel back up, etc.

Address all environmental items here such as:
IRP Sites – N/A Asbestos issues – N/A Lead base Paint – N/A Soil Contamination – Per WA DOE, a toxic cleanup from a Tacoma Smelter Plume where cleanup may be required.
Cleanup levels for arsenic is 20ppm and for lead is 250ppm.
Tested, few tested spots were at or above required levels.
Planned resolution through leveling, grading, and additional fill material.
Additional testing will be done during construction; additional fill dirt may be required to meet ppm levels.
Soil contamination is not a part of the Bore Testing, see next slide Environmental Baseline survey – February 19, 2019 Environmental Assessment/NEPA – EA Complete, NEPA in progress Shoreline Easement – Resolved.
Environmental Issues
N Soil Contamination Sample LOCATIONS Hand Auger, 12 Locations Every 3rd sample take one at 6” and one at 12” Forest Duff, 3 Locations
To meet the intent of the EA/FONSI discussions with DOE, and NGB (Christine Yott and Winston Crow) concur that we can sample the soil, AFTER the contractor has completed the clearing and grubbing and new fill material is mixed in.
We don’t have to do this but in order to get a No Further Action from DOE we should complete this cycle.
NEW Foot print MUST have soil boring in location of new facility.
State if there are any issues.
