PROJECT TITLE: Renovate Fire Alarm Systems

LOCATION: Camp Murray, Bldgs: 101, 102, 103, 105, 106, 107, 109, 112, 113, 114, 116, 117, 118, 126, & 127

1) Has the design team reviewed the existing electrical panels to ensure that there is sufficient capacity for the new workloads?

A&E TO RESPOND. Each building was noted to have spare panel capacity. However, the requirements of UFC 3-520-01 §3-2.7 will likely require reconfiguration of internal distribution where more than one dedicated electrical circuit is required for fire protection systems. The contractor will perform calculations for control equipment (FACU, MNS, RTU, Monaco Transceiver, NAC Power Supplies, AUX Power Supplies, etc.) to determine the required number of dedicated 120 VAC circuits. Where more than on circuit is required, a dedicated panel for fire protection and life safety systems will be required.

2) Are there existing as built drawings of each building with notations as to ceiling types?

CE TO PROVIDE FURTHER DETAILS. There are not. However, please see below for further details of ceiling type per building; for buildings w/ multiple ceiling types, PDF provided. Additionally, all restroom areas should be considered to have hard or gypsum board ceilings:

3) It is our understanding based on the contract documents that no individual can hold more than one position. Is it the intent of the contract that the following individuals be assigned to this project? The FA Design specification does not limit an individual from holding more than one key position. The individual(s) designated must have the qualification per the specs, names submitted are a part of the project, and if there is a change, government is notified and concurs. Please only submit one key member, which as mentioned in the solicitation is the FPE. Note there is a superintendents clause which requires on award to declare who the superintendent is to the contracting office, and any person acting as superintendent must always be named and submitted.

4) The specifications indicate that an Indoor Air Quality Plan will not be required. As noted, some of the facilities included health professions. We will be required to do wall and / or ceiling repairs on other than normal hours?

Normal hours of operations should be fine; health professions alter schedule requirements based on proper notification; this is not a 24/7 operations. Will need to deconflict during

Unit Training Assembly weekend or unit’s scheduled Active Duty Training.

5) Will a fire watch be required if the work in building 118 cannot be accomplished during a single work shift? A 24-hour fire watch for building 118 will not be required pending site is not left in an unsafe condition. Also refer to UFC 3-601-02 and Div 28 31 76, §3.3 regarding impairment coordination.

6) Will the government be providing the CAD files to update for the As-Built?

The government can provide As-Built drawings for each building impacted.

7) Is the intent for repairs and painting to be corner to corner on a wall and not just a touch up of spot repairs? Corner to corner if required, most should be touch ups.

1. Are all the buildings equipped with an automatic sprinkler system and if not, which buildings are not? The following building should be sprinkled (those crossed xxx are not sprinkled):

101, 102, 103, 105, 106, 107, 109, 112, 113, 114, 116, 117, 118, 126, & 127.

2. If there are buildings without a sprinkler system then will full detection be required, or will it just be a manual activation system (Pull Stations)? Please review the design drawings for further details. A&E TO RESPOND Full detection (heat or smoke) is not required regardless of the lack of sprinkler protection. Refer to UFC 3-600-01 § 9-18.5. regarding detection requirements. Generally speaking, fire alarm follows the requirements of NFPA

101.

3. Contract drawing 105-FA101 Note 7 indicates that the FACP and RTU are to be installed in an environmental enclosure. Is this building equipped with heat or AC? If not, then the

Monaco devices that are in the field may fall out of their listed operating temperature. The smoke detector, Text signs, pull stations and monitor modules have an operating temperature range of 32 to 120 Fahrenheit. Please advise. A&E TO RESPOND All fire alarm devices are to be installed in accordance with their environmental listing requirements for both temperature and humidity. However, this does not necessarily mean that the space must be a year-round environmentally conditioned space. The reference to the environmental enclosures is to satisfy UFC 3-600-01 § 9-18.4.2 which requires the FACU, NAC power supplies, and supplemental control panels to be installed with a year-round environmentally conditioned space.

4. Specifications state that a remote annunciator shall be installed in all buildings. In the contract drawings there are some buildings that don’t indicate a remote annunciator on the floor plans. Please clarify which buildings will not require a remote annunciator. A&E TO

RESPOND Remote annunciators are required where the FACU cannot be installed at the designated primary entrance, in accordance with UFC 3-600-01 § 9-18.4.3.

5. In building 113 room 101 is there a raised floor where air sampling smoke detection is required? There is no raised floor where air sampling smoke detection is required. yes.

6. Building 101 page 101-FA102 Not 2 calls for the installation of new EMI/RFI filers for the

SLC and speaker circuits. Is there an approved filter to be used for this application and what part number would that filter be? A&E TO RESPOND The selection of the make and model of the EMI/RFI filter is left to the contractor. However, Genisco Filter manufactures a filter that is specifically marketed for addressable Fire Alarm Systems. Any filter selected must be compatible with Monaco Enterprises. Therefore, Monaco Enterprises should be consulted prior to ordering EMI/RFI filters.

7. Will electrical and fire permitting be required? If so, who is the AHJ for fire where the drawings and product data submitted to? Yes, it goes to the 194 CEF CORs who will coordinate the additional requirements.

8. Since this fire/MNS work is on a Washington State base will the conduit work, wire pulling and device trim need to be completed by WA State licensed electricians? No, this must follow federal standards. Facilities and grounds are considered federal.

9. Can an RCP be provided for all buildings that indicate areas with ceiling tile, hard lid and open to structure? Duplicate question, answered in previous RFI.

10. Is building 118 a historical building? If so which areas of the building will have restrictions for installing fire/MNS devices? Yes, the facility is considered historical. All but the new addition, see attachment for further details.

11. The specifications call for class B circuiting. Is that the intent for this project or is class A going to be required to mirror the requirement on JBLM? A&E TO RESPOND In accordance with UFC 3-600-01 §9-18.9.1, Class B Circuits for addressable detection, notification and signaling line circuits meet all minimum/necessary DoD performance requirements.

12. The specifications call for a fiber networked configuration. Will all the buildings be required to be networked together? A&E TO RESPOND Each building is configured as a standalone “In-Building Fire Alarm/Mass Notification System” with RF interfaces to the

Wide Area Mass Notification System (American Signal) and Base-Wide Alarm Monitoring

System (monitored by JBLM). No fiber optic peer to peer networking between buildings is required. However, buildings having SCIFs will require a Main FA/MNS control Unit and

Sub FA/MNS control unit networked via fiber optic cable as copper conductors are not allowed to penetrate the secure perimeter. Reference the Riser Diagram on Sheet G-107.

13. Are the door hold open required to be 120VAC or will 24V off the fire panel be acceptable?

A&E TO RESPOND The door hold openers shall be 24V powered from Fire Alarm

System.

14. The solicitation has an option listed for integrating the in building MNS with the Mass

Notification and Warning System. To complete this integration there needs to be a pair of phone lines from each building to the EOC for the primary and alt receiver are located. Do each of the buildings have this infrastructure in place? Yes, each building has infrastructure in place and already tied together. A&E TO RESPOND As denoted on Sheets G-107, G-

108 and G-109, each building’s WAMNS RTU will communicate via RF to the existing

American Signal Corp. WAMNS system. Note that each building is to be equipped with two antennas (Monaco FA antenna and American Signal Corp WAMNS antenna).

1.) Does the agency foresee having to work with the FAA or do we expect to be under the site height limitations? No.

2.) Will the government provide us with PDF versions of the architectural drawings so it can be determined what interior finishes we will be dealing with? Drop ceiling or hard lid etc.?

Duplicate question, answered in previous RFI.

3.) Will the government provide us with PDF versions of the mechanical drawings to determine size and number of air handlers? Yes, A&E TO RESPOND ON WHICH BUILDINGS:

101, 109… Drawings for Buildings 101, 109 and 116 show approximate location of duct detectors. The contractor will need to field verify AHU/RTU locations.

4.) Will the architectural and mechanical drawings be provided to the awarded contractor in

DWG format after award? Yes.

5.) The provided drawings are not complete. Will the government provide a one-line riser diagram and wire schedule for each of the buildings? This is absolutely necessary to determine conduit runs and cut-over strategy. CE and A&E TO RESPOND The bid documents are diagrammatic in nature and are not intended to be complete shop drawings necessary for construction. As noted within Div 28 31 76, §1.2.1.a, the scope of work includes the “completion of the design”. Accordingly, the development of the final design is delegated to the contractor. The contractor is to develop complete shop drawings, wiring diagrams and perform all necessary calculations for each building. The contractor is encouraged to review Div 28 31 76, §1.2.1.a-c, regarding scope of work, design requirements and other responsibilities of the contractor. Additionally, the contractor is encouraged to review the General Fire Alarm and Mass Notification Notes found on Sheet

G-103 to better understand design activities delegated to the contractor, and finally, the contractor is encouraged to review Div 28 31 76, §1.7.1.1 to better understand minimum designer and installer qualifications and certifications.

6.) Is the new conduit to be used Rigid or EMT? A&E TO RESPOND; per Specification

Section 262000, para 3.1.2, “installed in rigid steel conduit, IMC or EMT” Rigid steel conduit, IMC and EMT are allowed. Additionally, refer to Div 26 20 00 §3.1.3.1 for restrictions to the use of EMT. PVC or Rigid will be required where EMT is not allowed.

7.) Is an environmental protection plan necessary for this project? CE and A&E TO

RESPOND Yes, Refer to Div 01 57 20 §1.8 for requirements.

8.) As the government is mandating device type(s) can the product submittal for approval portion of the solicitation be ignored? No, all product submittals are still required. While the make and model of certain pieces of equipment are specified, many components, including raceway materials, cable, EMI/RFI filters, notification devices, door holders, text signs, etc. are not. Equipment submittals shall be provided for all equipment and materials incorporated into the system.

9.) The design is incomplete – the guidelines of UFC 3-600-01 Fire Protection don’t provide the detail necessary to calculate the actual system design. Is the awarded contractor responsible for completing the design? A&E TO RESPOND DoD fire alarm and mass notification design is based in part upon UFC 3-520-01, UFC 3-600-01, UFC 4-010-05 and UFC 4-021-

01 as well as NFPA standards including NFPA 70, NFPA 72, NFPA 90A and NFPA 101. In most cases the published UFC’s modify the requirements found within NFPA standards.

Accordingly, sufficient information is available to complete the design.

10.) Representative design risers depicted on sheets G-107 through G-109 are generic and don’t provide the entire design. Will these be provided? A&E TO RESPOND No additional riser diagrams will be provided. The completion of the design, including the development of riser diagrams is delegated to the contractor. Refer to Div 28 31 76 §3.2.1.a-b for additional wiring diagram requirements.

1) Specification 28 31 76 for the subject project identifies the requirement for the shop drawings to be reviewed and approved by a qualified fire protection engineer (QFPE) per UFC 3-600-

01. The specifications do not identify any follow-on construction inspection requirements by the construction QFPE that are required by UFC 3-600-01. Are there construction inspection requirements for the QFPE and, if yes, what is the anticipated frequency of the site visits during construction? A&E TO RESPOND The QFPE shall be responsible for performing in-progress construction surveillance prior to installation of ceilings (rough-in inspection) and also witnessing pre-Government functional performance testing and performing a final installation review.
