SUMMARY OF WORK

PART 1 GENERAL
1.1 DESCRIPTION OF WORK
The work consists of furnishing labor, plant, materials, and equipment, and performing work necessary to provide a complete and functional installation as described herein:
1) General Overview:
Fire Alarm and Mass Notification Design Criteria:
Fire Alarm and Mass Notification Systems shall be provided and installed in accordance with UFC 3-600-01 Fire Protection Engineering for Facilities and UFC 4-021-01 , Design and O&M: Mass Notification Systems and Engineering and Construction Bulletin (ECB), US Army CORPS of Engineers; No. 2018-17, Issued 10-25-18.
Sole Source Equipment:
Monaco Enterprises, Inc., Spokane Washington shall be the sole source for the Fire Alarm and Mass Notification per the direction of Camp Murray ANG. The Monaco equipment shall be as follows:
Monaco MAAP-X is a combined, addressable Fire Alarm/Mass Notification Panel with a built-in RF transceiver.
American Signal Corporation is the manufacturer of the existing Wide Area Mass Notification System (WAMNS). Interfacing the existing WAMNS to the new building FA/MNS systems will require the installation of thirteen (13) new Remote Terminal Units (One for each FA/MNS). The existing system head-end controller system will require upgrading to accommodate the remote RTU installation.
Key American Signal equipment shall be as follows:
a. American Signal Remote Terminal Units (includes 30 watt VHF radio, 256 encryption card and radio interface card).
b. American Signal ASC 960 Central Station Controller.
c. American Signal Compulert-Nexgen Command and Control Server.
d. American Signal Omnidirectional Antennas and Surge Suppressors.
Fire Alarm and Mass Notification Systems Summary of Work:
Base Bid Items:
Building No. 103:
Fire alarm devices installed within this building currently report to Building 102. New explosion proof heat detectors and an explosion
SECTION 01 11 00 Page 1 proof manual pull station shall be installed and monitored via addressable monitor modules located within Building 103. A single explosion proof horn and explosion proof strobe shall be installed on the building's exterior and shall be powered by the Building 102 FA/MNS. Existing rigid conduit and explosion proof back boxes will remain and be re-used. No mass notification speakers or text signs shall be provided for Building 103. The combination Fire Alarm and Mass Notification Control Unit (Monaco MAAP-X) located within Building 102 shall be programmed to report Building 103 alarms independently of Building 102 events to the Joint Base Lewis-McChord Base-Wide Monitoring System.
Building Nos. 101, 102, 105, 106, 107, 109, 112, 113, 114, 116, 117, 118, 126 and 127:
These buildings currently have an existing fire alarm and detection systems, but are not in compliance with current codes and standards.
Many have obsolete control panels or system components. Many have control equipment located within non-conditioned building spaces. The existing fire alarm systems shall be removed in their entirety and replaced by a new combination addressable Fire Alarm and Mass Notification Control Units (Monaco MAAP-X) and compatible addressable initiating devices and compatible notification devices. Existing conduit, not slated for re-use shall be removed. Where conduit was installed within concealed spaces (except lift-out ceilings) conduit may remain, provided that it is labeled "Not In Use" and cut within 12in. of point of concealment. Ceilings and walls shall be patched and painted. Where masonry walls are involved, the contractor will provide metallic cover plates to conceal existing back boxes. Cover plates shall be painted to match existing walls.
Alternative Bid Items (ABI):
Integration of new FA/MNS into the existing American Signal Corporation WAMNS systems. See Wide Area Mass Notification below for additional details.
General Fire Alarm and Mass Notification Criteria:
Addressable microprocessor?based FA/MNS control units (Monaco MAAP-X) shall be installed throughout all buildings with the exception of Buildings 103 and 117. Buildings 103 and 117 will share control units with Buildings 102 and 114, respectively. In accordance with NFPA 101 , Chapters 12-42 for New Construction, fire/smoke detection is limited to the installation of detection to protect FA/MNS Control equipment only. Smoke detectors and heat detectors currently installed within many building areas shall be removed and not be reinstalled in accordance with UFC 3-600-01 § 9-18.5.
New FA/MNS control units shall be programmed to report device-specific alarm information to the Joint Base Lewis-McChord Base-Wide Monitoring Station. Alarm data will include alarm type (Alarm, Trouble and Supervisory), device type (Smoke Detector, Heat Detector, Manual Pull Station, Sprinkler Water Flow, Sprinkler Valve Supervision, Duct Detector, etc.), device address, device location (Room Number, Next To Room Number, or other descriptive identifier) and Building Location (Building Number and Building Name). FA/MNS shop drawings shall be updated to reflect "As-Built" Conditions. Room Names and Room Number shall be updated to reflect actual description if different from bid

Signaling Line Circuits and Initiating Device Circuits shall be Class B. Notification (speaker and strobes) Circuits shall be Class B. All fire detection and alarm system conductors shall be run in minimum 3/4 inches. electrical metallic tubing (EMT), rigid conduit or raceways as specified in NFPA 70 (NEC) and to meet the survivability requirements of UFC 3-600-01 .
Dedicated power shall be provided for FA/MNS control units, WAMNS RTU's, and remote Notification Appliance Circuit (NAC) Power Supplies. For most buildings, the existing dedicated 120 VAC circuits shall be configured for re-use. Existing circuits will have existing circuit breakers replaced with new breakers having "Red" toggle and the ability to be locked in the on position. New dedicated circuits shall be installed where required.
Dedicated battery backup power capable of providing 48 hours of standby power under supervisory and trouble conditions including audible trouble signal devices, and audible and visual signal devices under alarm conditions for an additional 15 minutes.
Mass Notification Systems are required for normally occupied buildings, with 11 or more occupants. Several buildings are believed to have an occupancy of less than 11 persons, however, during "Drill Week-ends" their occupancies are significant to warrant the installation of a Mass Notification System. Mass notification systems shall be installed in accordance with UFC 4-021-01 and NFPA 72 . The In-Building FA/MNS system shall be interfaced with the existing American Signal Corporation WAMNS.
For the large secured areas located within Building 101 and 109, a networked FA/MNS control unit shall be installed within the secure area to meet ICD-ICS 705 and UFC 4-010-05 requirements. The building's main FA/MNS control unit shall be connected to the secure area FA/MNS control unit through a fiber optic network connection.
Only fiber optic cable will penetrate the secure perimeter through an existing conduit penetration. All copper cabling for initiating and notification devices shall be run back to the networked control unit located within the secured area. No copper cables associated with the FA/MNS system will penetrate the secured area. To prevent decertification of these secured areas, only the existing conduit penetrating the secured area is allowed. No additional penetrations shall be allowed.
For the small secured area, SIPR Vault (Rm 127D), located within Building 101, a single conduit will penetrate the secure perimeter and only a single copper SLC (data-pair) and speaker circuit (pair) shall be installed within that conduit. A dedicated NAC power supply shall be installed within the secured area. Speakers within the secured area shall be self-amplified and be powered by the dedicated power supply. The dedicated power supply will also power the strobes located within the secured area. The dedicated power supply will not be used for any devices located outside of the secure area.
Wide Area Mass Notification:

The existing American Signal Corporation WAMNS Central Station Controller and server is located within Room 245 - Wing Plans and Programs, of Building 109. A secondary WAMNS remote Central Station Controller is located within Room 100 - Storage Area, of Building
113. Wide Area Mass Notification signals are currently initiated from either of these two locations. Cat-5 cable is run to three existing exterior speaker arrays.
The existing WAMNS control equipment shall be upgraded to accommodate the In-Building MNS to WAMNS integration. Upgrades include replacing the existing server and installing the current version of Compulert-Nexgen Command and Control System software and the installation of additional control equipment and transceivers to communicate with the remote systems (Remote Terminal Units) to be installed at remote buildings. An omnidirectional antenna will also be installed to accommodate the RF communications to each remote buildings RTU.
Building Nos. 102, 116 and 127:
Exterior WAMNS speaker arrays are currently placed at Building Nos.
102, 116 and 127. These hard-wired speaker arrays will remain.
Building No 103:
This building has no conditioned spaces, is un-occupied and used for hazardous materials storage only. However, its close proximity to Building 102 will allow those accessing the contents of Building 103 to hear both Building 102 In-Building Mass Notification messages and Wide Area Mass Notification messages.
Building No 117:
This building has only a single conditioned space, with very minimal wall space available to install FA/MNS control units and RTU. As such, this building will share the FA/MNS control unit and RTU installed within Building 114.
Building Nos. 101, 102, 105, 106, 107, 109, 112, 113, 114, 116, 118, 126 and 127:
Remote terminal Units (RTU) and omnidirectional antennas shall be in installed in each building. Upon the receipt of a signal from the WAMNS Central Station Controller, a live or pre-recorded message shall be transmitted via RF transceivers to each building's RTU. Each RTU unit will receive and process the signal and pass the live or re-recorded audio message to each In-Building FA/MNS control unit.
The In-Building FA/MNS will distribute that message throughout the building via speakers, speaker strobes and Textual signs.
Notification Appliances:
Occupant notification shall be provided with audible and visual notification devices. Notification devices shall be installed in accordance with NFPA 72 , UFC 3-600-01 and Architectural Barriers Act (ABA). Visual notification signals shall be visible within the evacuation path. Signals shall be located no more than 10 feet from exit doors and no more than 100 feet on center in corridors. Signals shall be installed in toilet rooms, common use areas, and rooms larger
SECTION 01 11 00 Page 4 than 2,000 square feet. Audible signaling for fire alarm shall be accomplished with pre-recorded voice evacuation messages. Mass notification audio signaling shall be accomplished via pre-recorded and "Live" voice messages. Fire Alarm and Mass Notification voice messages will share the same speaker. Fire Alarm and Mass Notification strobes shall be clear with "ALERT" text printed on each device in red lettering.
In addition to the audio and visual notification devices, textual signs shall be installed to direct hearing-impaired individuals in accordance with UFC 4-021-01 . Local Operating Consoles (LOC) shall be provided to allow building occupants to initiate MNS messages. The LOCs shall be located at the main entrance and other locations so that occupants do not need to travel more than 200 feet horizontally or to travel to other floors to access a LOC.
Initiating Devices:
New initiating devices shall be installed in accordance with current codes and standards. New conduit, back boxes, and cable shall be installed as required. The existing conduit may be re-used, provided that it is free from corrosion, meets all current standards and codes, and shall be warranted by the contractor as new. All existing conduit shall be painted as if newly installed.
The new FA/MNS systems will monitor existing fire suppression systems, including automatic sprinkler systems and commercial kitchen wet-chemical fire suppression systems. Sprinkler system valves shall be monitored to prevent tampering. Where tamper switches are not currently installed new tamper switches shall be installed. The two tamper switches located within the paint booth of Building 102 which are integral to the back flow preventer's butterfly valves shall be permanently disabled as they are not suitable for the explosive environment and replaced with explosion proof tamper switches. Where pressure switches are currently installed on water motor-gong trim.
They shall be removed and replaced with "Vane" type water flow switches located within the riser piping. Additionally, the contractor will replace any tamper switch, flow switch, pressure switch, etc. found inoperable. The Contractor will calibrate and adjust all sprinkler supervision devices (new and existing) as required to consistency report in accordance with NFPA 72 .
Double-action manual pull stations shall be provided at all building exists. Manual pull stations shall be installed within 5 feet of each exit doorway opening and at each entrance to exit stairways.
Additionally, manual pull stations shall be provided on each floor such that no more than 200 feet of travel is required to reach a manual pull station.
Smoke detectors shall be provided in accordance with UFC 3-600-01 and NFPA 101 . Consequently, smoke and heat detection shall be limited to that which is required to protect FA/MNS Control equipment only.
The existing Air Aspirating Detection System located within the Secured Area Server Room (Rm 172), of Building 101 will remain in service and be monitored by the new FA/MNS via addressable monitor modules. New Air Aspirating Detection Systems shall be installed within the Server Room (Rm 305), of Building 109 and within the NCC Room (Rm 101), of Building 113, in accordance with UFC 3-600-01 § 4-11

- Electronic Equipment Areas. Each system shall be monitored by the new FA/MNS via addressable monitor modules.
Carbon monoxide detectors shall be installed within all mechanical rooms where fossil fuel burning equipment is installed. Upon detection of carbon monoxide, building occupants shall be notified via a Temporal-4, Emergency Tone followed by a voice evacuation message.
Fire and Smoke Dampers and HVAC Systems:
Existing duct smoke detectors shall be removed, and new addressable duct smoke detectors installed for all HVAC units exceeding 2,000 CFM. HVAC systems shall be arranged for fan shut down upon activation of the unit's duct detector in accordance with NFPA 90A. All duct detectors shall be addressable type and be compatible with the new FA/MNS system. Where existing duct detectors exist, but are not required, the duct detector shall be removed and the holes for detector mounting and sampling tubes shall be patched. For holes less than 3/8 inch in diameter, foil duct tape may be used. For larger holes, sheet metal covers secured to the duct with sheet metal screws shall be used. Listed duct sealants shall be used to make patches airtight.
Duct smoke detectors shall be installed within 5 feet of all fire smoke dampers. Addressable control relays shall be provided as required to close fire smoke dampers.
Duct smoke detectors will initiate supervisory signals at the FA/MNS control unit and transmit a supervisory signal to the Joint Base Lewis-McChord Base-Wide Monitoring System.

1.3 SUBMITTALS
Government approval is required for submittals with a "G" designation;
submittals not having a "G" designation are for information only. When used, a designation following the "G" designation identifies the office that will review the submittal for the Government. The following shall be submitted in accordance with Section 01 33 00 SUBMITTAL PROCEDURES:

In accordance with the contract clauses, the Contractor shall, within 5 days after receipt of Notice to Proceed (NTP) or as otherwise determined by the Contracting Officer, submit for approval a practicable project schedule. When changes are authorized that result in contract time extensions, the Contractor shall submit a revised project schedule for approval by the Contracting Officer.

1.4 WORK SITE
The site of the work is on a Washington Air National Guard installation in the Camp Murray Air National Guard Base facility. All rules and regulations issued by the Commanding Officer covering general safety, security, sanitary requirements, pollution control and traffic regulations shall be observed by the Contractor. Information regarding these requirements may be obtained by contacting the Contracting Officer. I nformation or assist in obtaining same from appropriate authorities.

1.5 Location
The work is located at Camp Murray Air National Guard Base as shown on the drawings. The exact location will be shown by the Contracting Officer.
1.6 OCCUPANCY OF PREMISES
The Buildings are located within an active Air National Guard Base. The project must not impact operations to adjacent facilities and infrastructure. Buildings will be occupied during performance of work under this Contract.
Before work is started, arrange with the Contracting Officer a sequence of procedure, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways.
1.7 SECURITY
a. All project work and construction activity shall comply with all installation security regulations and policies. The Contractor is responsible for confirming and following all current security requirements available through the Security Office.
b. The Contractor shall be aware that if security is heightened and the Installation goes into shut-down, all work must come to a complete stop.
c. Access to the site by the Contractor employees reporting to work in their personal or company-owned vehicles shall be as directed by the Contracting Officer.
d. See Section 01 14 00 WORK RESTRICTIONS, Subpart GENERAL SECURITY REQUIREMENTS for additional information.
1.7.1 Entry Control and Contractor Construction Equipment Entrance
Contractor access to the site for the delivery of materials and equipment and for access by work vehicles, personal vehicles and construction equipment shall be at the base entrance located at Portland Ave SW and Boundary St. SW. The Contractor shall coordinate the use of this gate with the Contracting Officer. The location of the gate is shown on the Contract Drawings.
1.7.2 Identification Badges
See Section 01 14 00 WORK RESTRICTIONS, Subpart "Identification Badges and Installation Access".
1.7.3 Cameras
The Contractor shall not allow cameras on the installation nor photographs to be taken without written permission of the Contracting Officer, or for other than the purpose of meeting the requirements of Subpart CONSTRUCTION DIGITAL PHOTOGRAPHS of this section. See Section 01 14 00 WORK RESTRICTIONS, Subpart GENERAL SECURITY REQUIREMENTS for additional information.

1.7.4 Cell Phones
The Contractor shall not allow cell phones in secure areas on the installation or any other area identified by the COR or installation security.
1.8 FAA PERMIT AND COORDINATION
The Contractor is responsible for all coordination with the FAA and associated permits required to complete the work. The Contractor shall submit FAA Form 7460-1 for any cranes, structures, etc. utilized on the project based on the requirements of CFR Title 14 Part 77.9.
1.9 SUPERINTENDENCE BY THE CONTRACTOR
a. At all times during the construction phase of the contract and until the work is completed and accepted, the Contractor shall directly superintend the work or assign and have on the worksite a competent project superintendent who is satisfactory to the Contracting Officer and has the authority to act for the Contractor. The Project Superintendent is subject to removal by the Contracting Officer for non-compliance with requirements specified in the contract and for failure to manage the project to insure timely completion. Furthermore, the Contracting Officer may issue an order stopping all or part of the work until satisfactory corrective action has been taken.
b. The project superintendent shall maintain a physical presence at the site at all times while construction activities are ongoing and be responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer.
c. Failure to comply with these requirements shall be deemed as cause for a non-compensatory stoppage and suspension of work until the deficiency is remedied.
1.9.1 Duties and Qualifications of Superintendent
Have at least one qualified superintendent, or competent alternate, capable of reading, writing, and conversing fluently in the English language, on the job-site at all times during the performance of contract work. In addition, the other key personnel identified in this section must also have fluent English communication skills.
The project superintendent must have a minimum of 10 years experience in construction with at least 5 of those years as a superintendent on projects similar in size and complexity. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification and safety compliance. The individual must be capable of interpreting a critical path schedule and construction drawings. The qualification requirements for the alternate superintendent are the same as for the project superintendent. The Contracting Officer may request proof of the superintendent's qualifications at any point in the project if the performance of the superintendent is in question.
The project superintendent is primarily responsible for managing and coordinating day-to-day production and schedule adherence on the project.
The superintendent is required to attend quality control meetings. The superintendent or qualified alternative must be on-site at all times during the performance of this contract until the work is completed and

1.10 PROJECT/SITE CONDITIONS
1.10.1 Site Security
The Contractor shall report any vandalism, suspicious activities or devices to the Contracting Officer and Camp Murray Security Forces as soon as possible. The Contracting Officer will notify the Contractor of any heightened security measures and will expect vigilant monitoring of equipment, grounds and security fencing while working. At a heightened security posture, there may be work areas that are restricted. The Contracting Officer will notify the Contractor of these restricted areas, and work may be delayed or restricted or will be performed in these areas under the direct supervision of the Contracting Officer or other government assigned personnel.
1.11 WORK SEQUENCE AND SCHEDULING
1.11.1 Hours of Operations
Normal work hours are from 7:00 a.m. through 4:00 p.m., Monday through Friday. Access to the Activity prior to 6:30 a.m. or after 5:00 p.m.
shall be in accordance with Subpart "Work Outside of Normal Hours of Operations". The Contractor will not be permitted to work on Saturday, Sunday or legal holidays unless otherwise authorized by the Contracting Officer. Normal work hours and the exclusion of work on Saturday, Sunday and legal holidays has been considered in computing the performance time of this contract. The following legal holidays are observed:
January 1st Third Monday in January Third Monday in February Last Monday of May July 4th 1st Monday of September 2nd Monday of October 11th of November Fourth Thursday of November 25th of December
When one of the above designated legal holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When a legal holiday falls on a Saturday, the preceding Friday is observed as a holiday.
1.11.2 Work Outside Normal Hours of Operations
Work outside regular working hours requires Contracting Officer approval.
Request application 15 calendar days prior to such work to allow arrangements to be made by the Government for inspecting the work in progress, giving the specific dates, hours, location, type of work to be performed, contract number and project title. Based on the justification provided, the Contracting Officer may approve work outside regular hours.
However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual cost of the inspection, at overtime rates, will be charged to the Contractor and will be deducted from the final payment of the Contract amount. During periods of darkness, the different parts of the work must be lighted in a manner approved by the Contracting Officer. Make Utility Cutovers and

Interruptions after normal working hours or on Saturdays, Sundays, and Government holidays unless directed otherwise.
1.11.3 Work Sequence
1.11.3.1 General
There are certain essential criteria relative to the preparation of a work sequence and time schedule which the Contractor will be required to implement and follow during the prosecution of the work. Minor variations in the sequence of the items of work as specified may be made by the Contractor, provided such variations do not conflict with critical elements of the schedule. Proposed minor variations shall be noted on the progress schedule. Variations shall be approved by the Contracting Officer prior to implementation. Note that event dependencies and nominal dates will change depending on the executed options.
1.11.3.2 Initial Project Schedule
The initial project schedule shall be in the form of a chart graphically indicating the sequence proposed to accomplish each work feature or operation pursuant to FAR Clause 52.236-15 "Schedules for Construction Contracts". Show in the schedule the proposed sequence to perform the work and dates contemplated for starting and completing all schedule activities. The chart shall be prepared to show the starting and completion dates of all work features on a linear horizontal time scale beginning with date of Notice to Proceed and indicating calendar days to completion. The scheduling of the entire project is required. Provide a schedule that is a forward planning as well as a project monitoring tool.
The Contractor shall indicate on the chart the important work features or operations that are critical to the timely overall completion of the project. Key dates for such important work features and portions of work features are milestone dates and shall be so indicated on the chart.
Failure to develop the Project Schedule to an appropriate level of detail will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:
1. Activity Durations
2. Design and Permit Activities
3. Procurement Activities
4. Mandatory Tasks
a. Submission, review and acceptance of SD-01 Preconstruction Submittals (individual activity for each).
b. Submission, review and acceptance of features require design completion Submission, review and acceptance of design packages.
c. Submission of mechanical/electrical/information systems layout drawings.
d. Long procurement activities.
e. Submission and approval of O & M manuals.

f. Submission and approval of as-built drawings.
g. Submission and approval of installed equipment lists.
h. Submission and approval of test data, and reports.
i. Show Government and other agency activities that could impact progress. These activities include, but are not limited to:
approvals, acceptance, design reviews, environmental permit approvals by State regulators, inspections, utility tie-in, Government Furnished Equipment (GFE), etc.
This schedule will be the medium through which the timeliness of the Contractor's construction effort is appraised. Anticipated adverse weather delay days shall be included in the schedule. Submit the Initial Project Schedule for approval within 30 calendar days after notice to proceed is issued. No payment will be made for work items not fully detailed in the Project Schedule. An Early Completion Schedule is an Initial Project Schedule (IPS) that indicates all scope of the required contract work will be completed before the contractually required completion date. No IPS indicating an Early Completion will be accepted without being fully resource-loaded (including crew sizes and manhours) and the Government agreeing that the schedule is reasonable and achievable. The Government is under no obligation to accelerate work items it is responsible for to ensure that the early completion is met nor is it responsible to modify incremental funding (if applicable) for the project to meet the contractor's accelerated work.
1.11.3.2.1 Periodic Schedule Updates
An updated schedule showing actual progress shall be submitted monthly and with each pay request. Changes to the base-line schedule shall be outlined in a narrative describing the reason for the change.
1.11.3.3 Scheduling and Service Interruptions
All work shall be carefully scheduled to minimize interruption of any installation services. Contractor shall maintain continuity of communication systems operation throughout execution of the work. The Contractor shall make written request to the Contracting Officer for approval of all work requiring isolated utility shutdown 7 calendar days prior to commencement of such work. Isolated utility shutdowns shall be in accordance with this section's subpart "Planned Utility Outages and Interruptions".
1.11.4 Organization at the Site
1.11.4.1 General
The Contractor shall employ ample personnel and sufficient equipment to accomplish the work of this contract in the least amount of time, within the prosecution period specified in SPECIAL CONTRACT REQUIREMENTS, Clause
COMMENCEMENT, PROSECUTION AND COMPLETION OF WORK (APR 1984) FAR 52.211-10.
1.11.4.2 Rate of Progress
Should the Contractor fail to maintain a satisfactory rate of progress in accordance with the Contractor's approved progress schedule, the Contracting Officer may require that additional personnel and equipment be
SECTION 01 11 00 Page 12 placed on the work and weekend and overtime work be performed, in order that the work be brought up to schedule and maintained, and at no additional cost to the Government.
1.12 CONTRACTOR'S USE OF FACILITIES AND HAULING ROUTES
See Section 01 14 00 WORK RESTRICTIONS, Subpart CONTRACTOR ACCESS AND USE OF PREMISES for information supplemental to this subpart.
The Contractor shall be responsible for the following:
(1) Determining the trucking and hauling routes and associated restrictions to and from the work, to include the coordination for the use of such routes with local, State, and Federal authorities.
(2) Complying with all local, State, and Federal regulations and restrictions when using any facilities or hauling routes.
1.13 CONTRACTOR USE OF PREMISES
1.13.1 Protection and Safety
a. Protection to Contractor personnel or their equipment cannot be provided by the Government at the worksite nor at the travel routes to/from the worksite.
b. The Contractor shall protect all workmen, civilian and military personnel and the general public from injury. The Contractor shall coordinate and schedule all work with the Contracting Officer.
c. The Contractor shall conduct all work so as to cause the least interference possible with the normal activities of the installation.
1.13.2 Installation Regulations
Ensure that Contractor personnel employed on Camp Murray Air National Guard, Washington become familiar with and obey base regulations including safety, fire, traffic and security regulations. Keep within the limits of the work and avenues of ingress and egress. Do not enter any restricted areas unless required to do so and until cleared for such entry. The Contractor's equipment shall be conspicuously marked for identification.
1.13.3 Subcontractors and Personnel Contacts
Furnish a list of contact personnel of the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.13.4 Access to the Site and Storage/Staging Areas
Access to the project site is available for construction traffic. The Contractor is responsible for maintaining access necessary for its equipment, material, and plant to and from the work area.
Access to temporary facilities and storage/staging areas shall be as specified in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS and as shown on the contract drawings.

1.13.5 Temporary Facilities and Utilities, and Storage Areas
The Contractor shall conform to Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS regarding temporary facilities, temporary utilities, and storage areas. Confine all operations (including storage of materials) on Government premises to areas authorized or approved by the Contracting Officer. The Contractor shall hold and save the Government, its officers and agents, free and harmless from liability of any nature occasioned by the Contractor's performance.
1.13.6 Work Limits
Work shall be restricted to the areas shown on the contract drawings and to storage areas as indicated in Section 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS. Travel through any other parts of the installation or into any other buildings of Camp Murray, Washington by Contractor personnel will not be permitted unless under escort by a Government employee.
1.13.7 Work By Other Contractors
During the performance period of this contract, no other work is anticipated to occur by other contractors.
1.13.8 Emergency Contacts
The Contractor shall provide a list of emergency contacts to be used in the event of an emergency. The list shall include the contact names, addresses, and telephone numbers. As changes occur and additional information becomes available, correct and change the information contained in previous lists.
1.13.9 Damaged Property
Work shall proceed in a manner which will minimize disturbance or risk of damage to structures and surrounding lands. The Contractor shall repair such items damaged in the course of carrying out the work at no additional cost to the Government. All repairs shall match similar existing items in all aspects. All replacements shall be in kind.
1.13.10 Contractor's Receipt of Supplies
The Contractor shall be responsible for all arrangements for the receipt of materials and supplies at the job site. Government personnel are not permitted to receive or sign for items delivered to the site. See Subpart TRANSPORTATION, HANDLING AND STORAGE of this section.
1.13.11 Daily Clean Up
The Contractor shall at all times, keep the premises free from accumulation of waste materials or rubbish caused by work under this contract. At the end of each work day and upon the completion of all work, the Contractor shall leave interior and exterior property in neat and clean condition.

1.13.12 Government Sanitary Facilities
Toilet facilities are not available on site for the Contractor's use. The Contractor shall provide portable toilets for its personnel and subcontractors as specified in Section 01 50 00 TEMPORARY CONSTRUCTION
FACILITIES AND CONTROLS.
1.13.13 Unit Training Assemblies (UTA)
One weekend per month is a military Unit Training Assembly for the Air National Guard. On these weekends, there is a surge of off base personnel that come to work and train on the base. The Contractor shall ensure that prior to these weekends the project sites are cleaned, unused materials consolidated, open trenches filled or covered, maximum parking places are available, traffic routes open, etc. The dates for the UT s will be discussed at the Pre Construction Conference.
1.14 ON-SITE PERMITS
1.14.1 Utility Outages
See Section 01 14 00 WORK RESTRICTIONS, Subpart "Utility Cutovers and Interruptions".
1.14.2 Utilities Not Shown
If the Contractor encounters, within the construction limits of the project, utilities not shown on the drawings and not visible as to the date of this contract and such utilities will interfere with construction operations, the Contractor shall immediately notify the Contracting Officer and the Camp Murray Civil Engineering Office (Building 106) in writing to enable a determination by the Contracting Officer as to the necessity for removal or relocation. If such utilities are removed or relocated as directed by the Contracting Officer, the Contractor shall be entitled to equitable adjustment for any additional pertinent work or delay.
1.14.3 Welding; Hot Work Permits
Permits to perform welding work shall be requested 14 days prior to the work and shall be posted at a conspicuous location in the construction area. See Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS, Subpart HOT WORK for additional requirements.
1.15 QUALITY ASSURANCE
a. All items of work not addressed in the contract documents shall be completed in strict accordance with the manufacturers’ specifications.
b. The Government is not obligated to inspect the Contractor’s work, or to protect the Contractor from the consequences of its work. Government inspections are a general examination of the Contractor’s conduct and workmanship and are solely for the purpose of the Government.
Government-designated Quality Assurance Representatives (QARs) do not have the authority to accept work, nor is a Government inspection to be construed as conclusive.
c. Government agents including QARs and project engineers are not authorized to change the contract without the written approval of the

Contracting Officer; this lack of authority extends to all situations in which the action of these agents could be construed as constituting a change.
d. The quality of workmanship is subject to audit by Government or Government-designated QARs at any time during the contract. The Contractor shall cooperate fully and provide all information necessary for this audit.
e. The Contractor shall submit all requests for changes in writing to the Contracting Officer. Do not proceed with changes without possession of written authorization of the Contracting Officer.
f. The Contractor shall not conceal any work unless the Contracting Officer has approved all items of work which are to be concealed. The Contractor shall notify the Contracting Officer of its intention to conceal work at least 24 hours in advance of concealment.
1.16 GENERAL SAFETY REQUIREMENTS
1.16.1 General
a. The Contractor shall take all necessary precautions in observing safety regulations in accordance with Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1 , and shall assume the responsibility to guard against causing of fires and/or explosions and to protect Government property. The Contractor shall perform the work in a manner consistent with security and with fire safety regulations especially with regard to exits and exit way access. Temporary closures shall not compromise life safety, security or fire safety.

1.16.2 The Prime Contractor's Superintendent
The Prime Contractor's superintendent shall take an active role in enforcing the safety requirements by participation in safety conferences, hazard analysis (see below), tool box meetings, walk-through inspections, correction of violations, etc., and including that of the subcontractor's work.
1.16.3 Violations
If recurring violations and/or gross violation indicate that the safety performance is unsatisfactory, corrective action shall be taken as directed, and at the discretion of the Contracting Officer the retention or some part thereof will be withheld from the progress payment until corrective action has been completed.
1.16.4 Elevated Work Areas
Workers in elevated work areas in excess of six feet above an adjoining surface require special safety attention. In addition to the provisions of EM 385-1-1 , the following safety measures are required to be submitted to the Contracting Officer. Prior to commencement of work in elevated work areas, the Contractor shall submit drawings depicting all provisions
SECTION 01 11 00 Page 16 of his positive protection system including, but not limited to, all details of guard rails.
1.16.4.1 Protection
Positive protection for workmen engaged in work that is at a height of six feet or greater shall be provided by safety nets, tie-off's, hydraulic man lifts, scaffolds, or other required means. Decking crews must be tied-off or work over nets or platforms not over six feet below the work area.
Walking on beams and/or girders and the climbing of columns is prohibited without positive protection.
1.16.4.2 Guard Rails
Perimeter guard rails shall be installed at floor, roof, or wall openings more than six feet above an adjoining surface and on roof perimeters.
Rails shall be designed to protect all phases of elevated work. Rails shall be designed by a licensed engineer to provide adequate stability under any anticipated impact loading. As a minimum, the rails shall consist of a top rail at a height of 42 inches, a mid rail and a toe board. Use of tie-offs, hydraulic man lifts, scaffolds, or other means of roof edge protection methods may be utilized on small structures such as family housing, prefabricated metal buildings, etc.
1.16.5 Fire Protection During Construction
The Contractor is alerted to the requirements of Contract Clause "CLEANING UP" and to the requirements of UFC 3-600-01 , EM 385-1-1 , and NFPA 241 for fire protection during building construction and demolition operations.
This item must be covered in the submittal required under Contract Clause
"ACCIDENT PREVENTION".
1.16.6 Fire Extinguishers
Provide and maintain extinguishers in construction areas and temporary storage areas in accordance with EM 385-1-1 and NFPA 10
1.16.7 Hot Work
Where hot work of any nature, to include but not limited to, torch cutting, welding, brazing, laser cutting, soldering, etc., is to be performed on Camp Murray ANG, the Contractor shall apply for and obtain a Hot Work Permit as specified in Section 01 35 26 GOVERNMENTAL SAFETY
REQUIREMENTS.
1.16.8 Flammable and Combustible Liquids
Store, dispense and use liquids in accordance with EM 385-1-1 .
1.16.9 Means of Egress
a. Site and Building Access: Maintain free and unobstructed access to facility emergency services and for fire, police and other emergency response forces.
b. Means of Egress: Do not block exits for occupied buildings, including paths from exits to roads. Minimize disruptions and coordinate with the Contracting Officer.

c. Egress Routes for Construction Workers: Maintain free and unobstructed egress. Inspect daily. Report the findings and corrective actions, weekly to the Contracting Officer.
1.16.10 Inspections
All construction sites are subject to fire and safety inspections without notice. Any violation of fire and safety standards may result in a work stoppage at the expense of the Contractor.
1.17 CONSTRUCTION DIGITAL PHOTOGRAPHS
Take construction digital photographs as follows:
a) Prior to the start of work
b) Prior to concealing work (installing ceiling tiles, sheathing walls, etc.)
c) Weekly general progress photos, depicting all aspects of the work
d) Weekly progress photos taken from static locations showing the changes each week
e) Completion of work
Provide and submit photographs in .jpg digital format of at least five megapixels, in color. Ensure the internal clock of the digital camera is set to the correct time and date such that the file metadata is accurate.
Submit photographs on CD not less than every two weeks, with a corresponding index of photograph filenames and captions in .xlsx format.
Submit a consolidated DVD with the Operations and Maintenance manual.
The quantity of photographs shall be as approved by the Contracting Officer depending upon the work completed each particular week, 20 minimum. The Contractor shall take enough photos to ensure the Contracting Officer completely understands the work being completed, to accurately identify concealed work, and to accurately record existing conditions prior to the start of work. Photographs provided are for unrestricted use by the Government.
1.18 IDENTIFICATION OF EQUIPMENT AND TOOLS
