Questions and Answers
1. Question: Received in RFI ‐ The drawings do not depict match lines between C‐02 and C‐03 on Mustang Lane.
Answer: See attachments RFI 01 Marked Drawing and Mustang Lane Revised Drawing 3811801 C‐02
2. Question: Will the government provide all 3rd party testing of the excavated soils, asphalt, concrete, compaction etc.? If not, how often will the contractor be required to test for each item?
Answer: No, all testing will be provided by the construction contractor.
a. Excavated Soils: See Mustang Lane Drawing G‐04 Note 45. Testing frequency will be per regulatory and landfill requirements. While regulation does allow for return of contaminated soil or water to the contamination area, this project is stricter and requires all soil or water removed from contaminated area be disposed of and not returned.
b. Testing and Frequency: The following sections apply to testing and frequency ‐
Specification 03 30 53, Section 3.12, Specification 32 13 13, Section 1.7, Specification 32
12 16, Section 1.6, Specification 31 23 00, Section 3.13
3. Question: Are the existing soils expected to have hazardous materials? What would the government or contractor be testing for?
Answer: See below ‐
a. See the updated attachments with more current data (IRP Zones SLC Site TU011 and IRP Zones Annual Site 2 and 8). There are chemicals that remain. However, the government is currently in the process of proving that some of the chemicals listed do not pose a significant risk to occupants or workers. That proof is currently in draft form with the State DEQ.
b. Map 5d‐2 should be updated to reflect a recent well abandonment project. The green highlighted well on the map has been abandoned. Thus, well preservation is not required
4. Question: Can another site walk be scheduled for this project?
Answer: A second site visit is scheduled for Wednesday 26 Aug 2020 at 2:00 PM MDT. Please limit the number of attendees to no more than four personnel. A list of attendees shall be submitted NO LATER THAN 8:00 AM MDT on 26 Aug 2020 to jacob.caldwell.5@us.af.mil .
5. Question: Please confirm that testing is to be provided by contractor.
Answer: Yes testing is to be provided. See answers to previous questions on testing requirements in question #2.
6. Question: Does this project require a full time Quality Control Manager to be on site at all times when work is taking place?
Answer: No, they shall be on site as necessary. See 01 45 00, 1.9 C.
7. Question: Does this project require a full time Superintendent to be on site at all times when work is taking place?
Answer: Yes, this is a requirement. See FAR Clause 52.236‐6, which is included in the solicitation.
8. Question: Does this project require a full time Site Safety Health Officer to be on site at all times when work is taking place?
Answer: No, this is not a requirement.
9. Question: If a Quality Control Manager is required, can that person dual hat as either the superintendent or SSHO? Can that person dual hat as both the Superintendent and SSHO?
Answer: No restriction against dual hatting as SSHO, but cannot dual hat as superintendent. See 01 45 00, 1.9 C Page 46: The field Quality Control Representative shall report to a senior manager of Contractor and shall not have supervisory or managerial responsibility over the work force.
10. Question: If a SSHO is required, can that person dual hat as either the Superintendent or QCM? Can that person dual hat as both the SSHO and Superintendent?
Answer: Only restriction against dual hatting for these positions is that the QCM and superintendent cannot be the same person. Other combinations are acceptable (SSHO/Superintendent or SSHO/QCM).
11. Question: If a Quality Control Manager (QCM) is required, is that person required to be an employee of the Prime or can they be an employee of a subcontractor?
Answer: The employee can be either a prime or subcontractor employee, but must report to a senior manager of the prime contractor. See 01 45 00, 1.9 C: “The field Quality Control Representative shall report to a senior manager of Contractor.”
12. Question: If a Site Safety Health Officer is required, is that person required to be an employee of the Prime or can they be an employee of a subcontractor?
Answer: Either, no restriction as long as meets requirements.
13. Question: If a Superintendent is required, is that person required to be an employee of the Prime or can they be an employee of a subcontractor?
Answer: The Superintendent shall be an employee of the prime contractor, as this role is a primary and vital function of the construction contract.
14. Question: At the site walk, it appeared that there were locations along Mustang that have direct access to the flight line with no fencing restricting access. Will the contractor be required to block off the flight line during construction?
Answer: For areas without existing security fencing, only as required to support the Contractor’s work, such as preventing FOD from entering flight line, preventing contractor employees from inadvertently entering flight line, or preventing base personnel from entering contractor’s work area. For areas where the contractor is replacing existing security fencing, if contractor chooses to demolish existing fencing prior to installing new fencing, contractor will have to arrange temporary security measures with the Government.
15. Question: Will there be any requirements to prevent FOD from entering the flight line?
Answer: Yes, contractor will be responsible for preventing any foreign materials from their work from entering the flight line.
16. Question: While construction work is in progress, what access will the contractor be required to provide to government employee for buildings 3, 10, 19, and 40?
Answer: Contractor should attempt to minimize disruptions to base operations, and shall submit a traffic control plan for approval by the Government. Fire vehicle access must be provided to each building per NFPA 1 (450 ft to sprinkled building, 150 ft to unsprinkled), unless pre‐ arranged and approved by the base. See attached list of which buildings are sprinkled. For Hangars 3 and 19, access for vehicles to at least 1 vehicle door shall be maintained. The East side roll up door on Hangar 3 is important to operations, and disruptions to access should be limited in duration. An alert (from main gate) and emergency vehicle (from fire station) route to the flight line will be maintained. Temporary routes may be base course, except when adjacent to the flight line. Parking lots can be blocked off as necessary, as long as alternate parking areas are left available. A safe walking path shall be maintained to each facility, but normal entrance/exit doors may be temporarily blocked as long as minimum life safety exits are maintained.
17. Question: For the access to buildings 3, 10, 19, and 40 during construction, what are the government safety requirements?
Answer: See answer 16.
18. Question: Will the contractor be allowed to work on Fridays? And, can the work hours be expanded given shorter daylight during fall and winter?
Answer: No, expansion of work days or hours are not feasible for normal operations. They can be allowed for certain milestones to minimize impacts on the base, such as water or road outages.
19. Question: Will the government provide another gate other than the main gate for entry of large delivery trucks?
Answer: Yes, the base has a truck gate at the corner of 2200 W and W Dauntless Ave. Usage of this gate must be arranged in advance, minimum of 2 hour notice.
20. Question: If contaminated materials are encountered and as long as we do not use them for backfill on other areas, can we use them for backfill at the specific area where we encountered them or will we be required to haul them off? I read the specifications in two ways so would like clarification.
Answer: See Mustang Lane Drawing G‐04 Note 45. While regulation does allow for return of contaminated soil or water to the contamination area, this project is stricter and requires all soil or water removed from contaminated area be disposed of and not returned.
21. Question: Are we permitted to use native material as trench zone backfill?
Answer: Refer to Detail C‐2124 on GC‐03. Trench backfill is called out as Type M material. See Specification 31 23 00 Section 2.1 for description of material. Per the geotechnical report, native soils do not meet the trench backfill material called for in the detail and specifications.
22. Question: Are there designated stockpile and laydown areas throughout the Base that we can use?
Answer: Yes, laydown areas will be provided. Moderate size laydown yards can be provided near the work on the southern end of base, and a large permanent laydown yard on the northern end of base can be designated. Normally identified during construction, but more information can be provided now if there are specific questions.
23. Question: There are a couple of instances in the specifications that elude to entire sections of roads being shut down during construction so long as a detour route is provided. Is this the case?
24. Question: What access for the Base is required during construction?
