Question and Answers 1-5 W50S97-24-B-0005 / Fire Hydrants-Site Lighting-Demo B723

11 September 2024

1. Page C1.1 shows the addition of 2 new fire hydrants and shows the location of them, on page C2.1 Detail A1 note 13 calls for 12 new hydrants. Are we adding 2 or 12? If we are adding 12, what is location of the other 10?

The project does not add 12 new hydrants. This project adds 2 new fire hydrants and removes fire hydrant #2 as shown on the drawings.

2. Are the existing valves buried or in valve boxes? E

Existing valves are buried in valve boxes at an estimated depth range of 3-6 feet.

3. What are the make and model numbers of the existing 23 hydrants that need to be rebuilt?

None of the hydrants need to be rebuilt.

4. Wage determination does not state a rate for a plumber. Please advise of the Davis Bacon Rate that should be used for this project. Hourly Rate? Fringes?

In accordance with FAR Part 22.404-3 (a) use General Decision Number: TN20240178 07/26/2024 for this trade PLUM0572-001, Hourly Rate of $43.84 and Fringes of $17.68.

5. In document A2, the drawings show 23 existing fire hydrants with 2 new ones to be installed and a callout to replace hydrant #2 but, it does not have callouts to replace the other existing hydrants. The SOW document says "fire valves and hydrants basewide require testing and replacement due to end of useful life". Should all 23 existing hydrants be replaced with new ones? Or are only the valves at the existing hydrants being replaced?

There is a significant cost difference between the two options.

The project does not replace any existing hydrants. This project adds 2 new fire hydrants and removes fire hydrant #2 as shown on the drawings. All of the valves at the existing hydrants are being replaced with new valves.
