RFI #1

Are hard copies of the proposal required, or just electronic copies on a CD? How many copies?

Section 00110 – Paragraph 2.3

Response Hard copies are only required if a document requires and original (wet) signature. All other documents are to be provided as electronic files. Only one copy is required.

RFI #2

Please verify the proposal is required to be hand delivered only. Are there additional restrictions or submission requirements due to COVID that may impact the hand delivery of the proposal?

Section 00100 – Paragraph 5

Response Proposals are not required to be hand delivered. They can be mailed to the following address:

142d Wing Contracting Office Portland Air National Guard Base 6801 NE Cornfoot Rd, Bldg 142 Portland, Oregon 97218.

Offerors are responsible for ensuring proposals are received prior to the time established for receipt of proposals.

RFI #3

General Questions: Since the May 21st question cut-off date is only two days after the site walk, would the Client please consider extending the period for questions to the asked?

Response The solicitation will be amended to allow for additional time for RFIs. All questions and requests for information (RFI) must be received NOT LATER THAN 28 May 2020 and will be posted not later than 4 June 2020.

RFI #4

Per the Solicitation, Section 00110, 2.3.4, “all documents shall be electronic/digital files on CD/DVD.” Will the Client consider an exception to this requirement for the pricing schedule, since some Subcontractor and Supplier pricing will be released/received up to the Due Date/Time?

In other words, can the pricing schedule be hand written (and submitted with the discs), assuming all other volumes/sections of the proposal are provided on CD/DVD as outlined in Section 00110?

Response A hand written pricing schedule will not be accepted. Unless the document is required to be an original physical document all documents shall be electronic.

RFI #5

Is it possible to get an extension of the proposal due date beyond the current date of June 09 at 11:00 AM? This solicitation requires a very extensive proposal package. There will be significant time need to get competitive pricing from major subcontractors, to create the best team/price combination. Also, there are still difficulties getting pricing from subcontractors and suppliers because of the COVID -19 impacts. Pushing the proposal due date by 1 week would be helpful.

Response The solicitation will be amended to extend the proposal due date. Offers must be received at the place specified in item 8 by 11:00 AM local time 16 June 2020.
