COMM Server Room/SCOPE Firm-Fixed Price Construction Project Project No: PBXP 202021 – B420 HVAC Repairs, which is for the removal and replacement of the chiller and air handling unit at Building 420, Medical Group and Dining Facility.

INVITATION FOR BID (IFB)

Small business set-aside (100%) NAISC 238220 $19 Million Size Standard $100,000 - $500,000 Public Bid Opening 16 May 24 @ 2:00 PM Bldg 164, Aircrew Briefing room Arrive minimum 15 minutes prior to bid closing, to ensure all bid documents are submitted to Contracting Officer no later than bid opening time (if hand-carrying bid).

Late bids will not be accepted.

SUBMISSION REQUIREMENTS

SEE SECTION 00 10 00 NOTES AND SECTION 00 21 00 INSTRUCTIONS, CONDITIONS, AND NOTICE TO OFFERORS.

CLIN 0001 is Base Bid. No options or ABI’s.

Note any post-award requirements in Section 01 00 00.

PRICE

As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering price & Responsibility.

CONSTRUCTION WAGE RATES/BONDS

Most current DOL Construction Wage rates will apply Wage determination will be updated 10 days prior to bid opening.

BID BOND:

Required SEE 52.228-1 ***IMPORTANT: ensure bid bond is submitted as specified in Section 00 10 00 Notes, 4.(c).***

Performance and Payment Bond Required SEE 52.228-15

IFB Award will be made without discussion

READ ENTIRE SOLICITATION REQUIREMENTS CAREFULLY

Ensure Bid Package is Complete and all signatures are present (sec 00 10 00 note 4) Plus Bid Schedule/CLIN filled out Ensure Section 00 45 00 Reps/Certs are completed Read Section 01 00 00 General Contract Conditions Anticipate Award no later than 30 Sep 24.

SOLICITATION QUESTIONS

Submit ALL RFI’s (requests for information) to the Contracting Officer at the email show below. DO NOT contact AE, 179th Civil Engineering personnel or any other Government employee directly. Doing so will only delay your answer. ALL questions shall come through the Contracting Office. RFI format within solicitation shall be used by contractor for all questions; template sent out with solicitation Email: gordon.strom.1@us.af.mil ***ALL RFI’s need to come from prime contractor submitting bid; please ensure subcontractors are sending you their RFI’s, for you to submit contracting officer***

ANSWERS TO QUESTIONS

All Questions/Requests are answered and distributed on a Non-Attribution Basis and will be posted to Contract Opportunities on SAM.gov website.

Addendums will be issued for RFI’s answered and any applicable documents will be posted to noted website.

Amendments will be issued for any Solicitation changes, and will be posted to noted website.

Check Web Site Regularly And Don’t Forget To Refresh Web Page Submit all questions/RFI’s NO LATER THAN 6th working day prior to bid due date (as of today, that day would be 1:00pm/08 May 24).

Give more time if expected response is likely to lead to impactful changes to solicitation.

IFB DUE DATE

16 May 24 @ 2:00 PM EST Will only be changed by issuing an Amendment to IFB

General Working Conditions There should not be any unreasonable mitigated access to/from work site. However, note current Security gate/installation access procedures. Clean-up as needed to prevent Foreign Object Debris (FOD) from roadways (including mud clods, etc).

Daily safety briefings by site superintendent.

All vehicles entering the base will be inspected daily.

All on-site workers for any duration shall require a background investigation (Security access form); specific clearance guidance will be provided post-award/pre-construction meeting).

Delivery drivers may require security clearance or front gate pass; however, they shall be coordinated through COR (will cover more in-depth during pre-construction meeting).

General Conditions Electricity and water available will provided in reasonable amounts to facilitate construction. Note specification requirements for use of utilities Fuel for temporary heating - if required, shall be furnished by the contractor.

Primary access to project site shall be through front gate.
