SECTION 01 10 00

PROJECT SUMMARY and RESTRICTIONS

PART 1 – SUMMARY OF WORK

1.01 Work Covered by Contract Documents

A. The work included in this project consists of furnishing all plant, labor, materials, and equipment required to accomplish the project in strict accordance with these Specifications and the Drawings. The principal items of work include, but are not limited to:

1. Demolition and Removal; work locations shall be as shown on the Drawings.

Perform such work required at each location with due care, including shoring, bracing, and so on.

2. Manufactured Articles, Materials, and Equipment; shall be applied, installed, connected, erected, used, cleaned, and conditioned as directed by the respective manufacturers, unless otherwise specified.

PART 2 – WORK RESTRICTIONS

1.02 Access to Site

A. Location of the work to be performed is at the 179 Airlift Wing, Ohio Air National Guard Base, 1947 Harrington Memorial Road, Mansfield, Ohio 44903-8049. See attached Site Plan for the location of the existing site where the work locations are to take place at and for the other various areas on base pertinent to the job.

1.03 Coordination with Site Occupants

A. Work Schedule; shall be performed Monday through Friday, excluding Federal Holidays, unless otherwise directed or permitted by the Contracting Officer. Work shall be performed from 7:45 AM to 4:30 PM, unless otherwise directed or permitted by the Contracting Officer.

1.04 Contractor Use of Site

A. During the construction period, Contractor shall have full use of the premises within the project limits as shown on the Drawings for execution of the work. Use of premises is limited only by Owner’s right to perform duties and functions as stated in the GENERAL CONDITIONS and in this section.

B. The Contractor, before starting any work relating to existing utilities (electrical, sewer, water, heat, gas, fire lines, etc.) that will temporarily discontinue or disrupt service to the existing facilities, will notify the Contracting Officer's Representative 72 hours in advance and obtain approval in writing before proceeding with this phase of the work.

SECTION 01 20 00

PRICE AND PAYMENT PROCEDURES

PART 1 - SUBSTITUTION PROCEDURES

1.01 Product Substitution Procedures

A. This Section includes administrative and procedural requirements for handling requests for substitutions made after award of the Contract. No substitutions will be evaluated during bidding.

B. Acceptable manufacturers listed in the Contract Documents are not intended to exclude manufacturers not listed. Products of equal performance will be considered.

C. Related work specified elsewhere in these Contract Documents:

1. Requirements for submitting Contractor’s Construction Progress schedule and the Submittal schedule: SECTONS 01 30 00.

2. Requirements governing Contractor’s selection of products: SECTION 01 60 00.

D. Definitions: Substitutions are changes in products, materials, equipment, and methods of construction required by the Contract Documents proposed by the Contractor after award of the Contract are considered to be requests for substitutions.

1. The following are not considered to be requests for substitutions; revisions to the Contract Documents requested by Owner or Engineer, and specified options of products and construction methods included in the Contract Documents.

E. Substitution of products will be considered after award of contract only under one of the following conditions:

1. When the specified product is not available, a proposed substitution will not be considered unless proof is submitted that firm orders were placed within 30 days after commencement of the work and reviewed by the Contracting Officer's Representative in which the items unavailability is due to a strike, lockout, bankruptcy, discontinuance of the manufacture of a product, or natural disasters.

2. When a guarantee of performance is required and, in the judgment of the Contractor, the specified product or process will not produce the desired results.

F. Submit in writing, 3 copies of each request for substitution, to the Contracting Officer's Representative within the 30 days after commencement of the work. After that date, if the Contractor ascertains he cannot obtain the material or equipment specified, or the performance cannot be guaranteed it may be considered or rejected at the discretion of the Engineer.

1. Requests for substitutions shall not be submitted in the form of a Request for Information (RFI).

2. Submit requests for substitutions in the form and according to procedures required for Change Order proposals.

1.02 Execution Substitution Procedures

A. Procedures Respecting Substitution:

1. The Contractor shall accompany any request for substitution with such drawings, specifications, samples, manufacturer's literature, performance data, and other information necessary to describe and evaluate the proposed substitution completely. The burden of proof shall be on the Contractor.

2. Permission to make any substitution after award of contract shall be effected by a Change Order. It shall not relieve the Contractor, any subcontractor, manufacturer, fabricator, or supplier from responsibility for any deficiency that may exist in the substituted product or for any departures or deviations from the requirements of the Contract Documents as modified by such Change Order. Except as otherwise expressly specified by the Contractor in his request for substitution and expressly approved in such Change Order, the Contractor shall be deemed to warrant by his request proposed substitute product will satisfy all standards and requirements satisfied by the originally specified product and the Change Order shall not be deemed to modify the Contract Documents with respect thereto.

3. If any substitution will affect a correlated function, adjacent construction, or the work of other trades or contractors, the necessary changes and modifications to the affected work shall be considered as an essential part of the proposed substitution, to be accomplished by the Contractor without additional expense to the Government if and when accepted.

SECTION 01 30 00

ADMINISTRATION REQUIREMENTS

PART 1 - PROJECT MANAGEMENT AND COORDINATION

1.01 Project Coordination

A. Coordination between various trades and sections with reference to scheduling items of work shall be the responsibility of the Contractor. To this end the Contractor shall require that the subcontractors examine and familiarize themselves with the Specifications and Drawings and they frequently consult with each other and all other trades so that the work can be properly coordinated. The Contractor shall carefully check the work of his subcontractors in order to deliver to the Government the Contract work, complete and properly installed in conformance with the Contract requirements.

1.02 Project Meetings

A. The Contractor and any subcontractors, material men, or vendors whose presence is necessary or requested must attend meetings when called by the Contracting Officer or his Representative for the purpose of discussing the execution of the work. Each of such meetings will be held at the time and place designated by the Contracting Officer or his Representative. All decisions, instructions, and interpretations given by the Contracting Officer or his Representative at these meetings shall be binding and conclusive on the Contractor. The proceedings of these meetings will be recorded, and the Contractor will be furnished a reasonable number of copies for his use and for distribution to the various subcontractors, material men, and vendors involved.

B. Progress meetings may also be called by the General Construction Contractor for the purpose of coordinating, expediting, and scheduling the work of all contracts. Other contractors and their subcontractors, material men, or vendors whose presence is necessary or requested are required to attend.

1.03 Requests for Information (RFI)

A. Promptly on discovery of the need for interpretation of the Contract Documents, and if not possible to request interpretation at Project meeting, prepare and submit an RFI to the Contracting Officer with the content specified.

1. RFIs shall originate with the Contractor. RFIs submitted by entities other than Contractor will be returned with no response.

2. Coordinate and submit RFIs in a prompt manner so as to avoid delays in Contractor’s work or work of subcontractors.

B. Content of the RFI shall include a detailed, legible description of the item(s) needing interpretation, RFI numbered sequentially, reference to Drawing and detail, Specification section and paragraphs, field conditions, Contractor’s suggested solution and statement of impact to Contract times or price, and any attachments necessary to fully describe item needing interpretation.

C. The COR or Engineer will review each RFI, determine action required, and return it to the Contractor. Allow seven working days for COR/Engineer response for each RFI.

1. The following RFIs will be returned without action; request for approval of submittals, substitutions, coordination information already indicated in the Contract Documents, adjustments in the Contract times or price, interpretation of COR/Engineer actions on Submittals, and incomplete RFIs or RFIs with numerous errors.

2. Multiple RFIs addressing similar or identical issues may be addressed by COR/Engineer with single broad response.

3. COR/Engineer action may include a request for additional information, in which case COR/Engineer time for response will start again upon Contractor response and resubmittal.

4. If Contractor believes the RFI response warrants change in the Contract time or the price, notify Contracting Officer in writing within seven working days of receipt of the RFI response.

D. On receipt of COR/Engineer action, update the RFI log and promptly distribute the RFI response to affected parties. Review response and notify COR within seven working days if Contractor disagrees with response.

E. Prepare, maintain, and submit a tabular log of RFIs organized by the RFI number.

Submit log once every two weeks.

PART 2 – CONSTRUCTION PROGRESS DOCUMENTATION

2.01 Scheduling of Work

A. Progress Schedule: Before commencing any work, develop a Progress Schedule showing the commencement, the order, and the completion dates for the various parts of this work.

B. The Project Schedule and Demolition Plan shall be approved by the COR prior to commencement of any physical demolition or construction work under this contract.

2.02 Construction Progress Schedule

A. Before commencing any work the Contractor shall submit, for review and approval by the Contracting Officer's Representative, a schedule showing the commencement, the order, and the completion dates for the various parts of this work.

2.03 Submittals Schedule

A. Before commencing any installation work the Contractor shall submit, for review and approval by the Contracting Officer's Representative, a schedule showing all new system product materials as per individual specification section.

2.04 Survey and Layout Data

A. The Contractor is responsible for properly laying out the work, and for lines and measurements for the work executed under the Contract Documents.

1. The Contractor, NOT the Government, is responsible to field verify all existing underground utilities within the excavation limits and/or as shown on the Drawings, before laying out the work. The Contractor is to report errors or inaccuracies in writing to the Contracting Officer's Representative before commencing work.

2. The Contracting Officer or his Representative will in no case assume the responsibility for any layout of the work or damages to existing underground utilities while performance of work is underway.

B. Establish necessary reference lines and permanent bench marks. Engage a registered land surveyor for this purpose to lay out the work. Establish not less than two such bench marks in widely separated locations. Be responsible for the proper location and level of the work and for the maintenance of the reference lines and bench marks.

C. Furnish certification from a registered land surveyor who shall verify periodically that portions of the work are located in accordance with the Drawings and at the required elevations.

2.05 Construction Progress Reporting

A. Reports

1. Construction Progress Reports consisting of the revised construction progress schedule and a narrative report consisting of comparison of actual progress with planned progress, summaries of activities completed since previous report, planned activities for next report period, value analysis for month, identification of problem areas, description of current and anticipated delaying factors with impact, and proposed corrective actions

2. Daily Construction Reports prepared daily for recording information concerning events at the work site to include subcontractors at the site, count of working personnel at the site, equipment at the site, material deliveries, weather conditions, accidents at the site, stoppages, delays, shortages, losses, and emergency procedures.

3. Other reports may be used but not limited to Equipment and Material Location Reports, Field Condition Reports, and Special Reports for unusual events.

4. Inspection reports shall be recorded and submitted daily on approved forms certifying items correctly installed and items found to be defective with a statement on corrective measures taken.

PART 3 – SUBMITTAL PROCEDURES

3.01 Shop Drawings, Product Data, and Samples

A. Definitions

1. Shop Drawings, Product Data, and Samples are technical submittals prepared by Contractor, subcontractor, manufacturer, or supplier and submitted by the Contractor to the COR/Engineer as a basis for approval of the use of equipment and materials proposed for incorporation in the work or needed to describe installation, operation, maintenance, or technical properties, as specified in each Division of the Specifications.

a. Shop Drawings include custom-prepared data of all types including drawings, diagrams, performance curves, material schedules, templates, instructions, and similar information not in standard printed form applicable to other projects.

b. Product Data includes standard printed information on materials, products, and systems not custom-prepared for this project, other than the designation of selections from available choices.

c. Samples include both fabricated and unfabricated physical examples of materials, products, and work; both as complete units and as smaller portions of units of work; either for limited visual inspection or for more detailed testing and analysis. Mock-ups are a special form of Samples which are too large to be handled in the specified manner for transmittal of Sample submittals.

2. Informational Submittals are those technical reports, administrative submittals, certificates, and guarantees not defined as Shop Drawings, Product Data, or Samples.

B. Quality Requirements

1. Submittals such as Shop Drawings and Product Data shall be of suitable quality for legibility and reproduction purposes. Every line, character, and letter shall be clearly legible. Drawings such as reproducible shall be useable for further reproduction to yield legible hard copy.

2. Documents submitted to the COR/Engineer that do not conform to specified requirements shall be subject to rejection by the COR/Engineer, and upon request by the COR/Engineer, Contractor shall resubmit conforming documents. If conforming submittals cannot be obtained, such documents shall be retraced, redrawn, or photographically restored as may be necessary to meet such requirements.

Contractor’s failure to initially satisfy the legibility quality requirements will not relieve Contractor from meeting the required schedule for submittals.

C. Submittal Completeness

1. Submittals shall be complete with respect to dimensions, design criteria, materials of construction, and other information specified to enable COR/Engineer to review the information effectively.

2. Where standard drawings are furnished which cover a number of variations of the general class of equipment, each drawing shall be annotated to indicate exactly which parts of the drawing apply to the equipment being furnished. Use hatch marks to indicate variations that do not apply to the submittal. The use of “highlighting markers” will not be an acceptable means of annotating submittals. Annotation shall also include proper identification of the submittal permanently attached to the drawing.

3. Reproductions or copies of Contract Drawings or portions thereof will not be accepted as complete fabrication or erection drawings. Contractor may use a reproduction of Contract Drawings for erection drawings to indicate information on erection or to identify detail drawing references. Whenever the drawings are revised to show this additional Contractor information, Engineer’s title block shall be replaced with Contractor’s title block, and Engineer’s professional seal shall be removed from the drawing. Contractor shall revise these erection drawings for subsequent Engineer revisions to the Contract Drawings.

D. Resubmission:

1. Resubmittal procedure shall follow the same procedure as the initial submittal.

E. Contracting Officer's Action on Transmittal Form:

1. Incomplete or erroneous transmittals will be returned without action.

2. The remainder of the transmittal will be filled out by the Contracting Officer's

Representative.

F. Submittal Procedures by Contractor:

1. Civil/Site items as follows:

a. (4) prints of shop drawings with transmittal forms.

b. (1) samples with transmittal forms.

c. (4) copies of brochures with transmittal forms.

G. Contracting Officer's Review:

1. Contracting Officer's Representative will process the submission and indicate the appropriate action on the submission and the transmittal.

PART 4 – SPECIAL PROCEDURES

4.01 Environmental Procedures

A. Contractor shall dispose of all hazardous materials and hazardous wastes created by the project at a location off the installation.

B. Accumulation, packaging, transportation, and disposal will be in accordance with 40 CFR, Parts 20-23, and Ohio EPA Regulations for hazardous waste. Coordinate with the

Contracting Officer’s Representative (COR) for the installation’s EPA Identification Number.

C. Provide a copy of all manifests to the COR on the day items are shipped, when comeback copy is received, and when disposal copy is received.

4.02 Security Procedures

A. Materials or items designated to become the property of the Government shall be as shown on the Drawings. Remove such items with care and store them in a location at the site to be designated by the Contracting Officer's Representative.

B. Materials or items designated to be reinstalled shall be as shown on the Drawings.

Remove such items with care under the supervision of the trade responsible for reinstallation; protect and store until required. Replace material or items damaged in its removal with similar new material.

C. Materials or items demolished and not designated to become the property of the Government or to be reinstalled shall become the property of the Contractor and shall be removed from the Government's property.

D. The Contractor is responsible for any damage that may be caused by work to any part or parts of existing facilities or items designated for reuse.

SECTION 01 33 23

SHOP DRAWINGS, PRODUCT DATA, AND SAMPLES

PART 1 – GENERAL

1.1 DESCRIPTION

A. This specification defines the general requirements and procedures for submittals. A submittal is information submitted for ANG review to establish compliance with the contract documents. Where conflicts or discrepancies may exist between this Section and SECTION 01 30 00, SECTION 01 30 00 shall govern, unless stated otherwise by the

Contracting Officer.

B. Detailed submittal requirements are found in the technical sections of the contract specifications. The Contracting Officer may request submittals in addition to those specified when deemed necessary to adequately describe the work covered in the respective technical specifications at no additional cost to the government.

C. ANG approval of a submittal does not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for fully complying with all contract requirements and the satisfactory construction of all work, including the need to check, confirm, and coordinate the work of all subcontractors for the project.

Non-compliant material incorporated in the work will be removed and replaced at the Contractor’s expense.

1.2 DEFINITIONS

A. Preconstruction Submittals: Submittals which are required prior to issuing contract notice to proceed or starting construction. For example, Certificates of insurance; Surety bonds; Site-specific safety plan; Construction progress schedule; Demolition Plan, Schedule of values; Submittal register; List of proposed subcontractors.

B. Shop Drawings: Drawings, diagrams, and schedules specifically prepared to illustrate some portion of the work. Drawings prepared by or for the Contractor to show how multiple systems and interdisciplinary work will be integrated and coordinated.

C. Product Data: Catalog cuts, illustrations, schedules, diagrams, performance charts, instructions, and brochures, which describe and illustrate size, physical appearance, and other characteristics of materials, systems, or equipment for some portion of the work. Samples of warranty language when the contract requires extended product warranties.

D. Samples: Physical examples of materials, equipment, or workmanship that illustrate functional and aesthetic characteristics of a material or product and establish standards by which the work can be judged.

Color samples from the manufacturer's standard line (or custom color samples if specified) to be used in selecting or approving colors for the project. Field samples and mock-ups constructed to establish standards by which the ensuing work can be judged.

E. Design Data: Calculations, mix designs, analyses, or other data pertaining to a part of work.

F. Test Reports: Report which includes findings of a test required to be performed by the Contractor on an actual portion of the work. Report which includes finding of a test made at the job site or on sample taken from the job site, on portion of work during or after installation.

G. Certificates: Document required of Contractor, or of a manufacturer, supplier, installer, or subcontractor through Contractor. The purpose is to document procedures, acceptability of methods, or personnel qualifications for a portion of the work.

H. Manufacturer's Instructions: Pre-printed material describing installation of a product, system, or material, including special notices and MSDS concerning impedances, hazards, and safety precautions.

I. Manufacturer's Field Reports: Documentation of the testing and verification actions taken by manufacturer's representative at the job site on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must indicate whether the material, product, or system has passed or failed the test.

J. Operation and Maintenance Data: Manufacturer data that is required to operate, maintain, troubleshoot, and repair equipment, including manufacturer's help, parts list, and product line documentation. This data shall be incorporated in an operations and maintenance manual.

K. Closeout Submittals: Documentation necessary to properly close out a construction contract. For example, Record Drawings and as-built drawings. Also, submittal requirements necessary to properly close out a phase of construction on a multi-phase contract.

1.3 SUBMITTAL REGISTER

A. The submittal register will list items of equipment and materials for which submittals are required by the specifications. This list may not be all inclusive and additional submittals may be required by the specifications. The Contractor is not relieved from supplying submittals required by the contract documents but which have been omitted from the submittal register.

B. The submittal register will serve as a scheduling document for submittals and will be used to control submittal actions throughout the contract period.

C. The ANG will provide the initial submittal register in electronic format. Thereafter, the Contractor shall track all submittals by maintaining a complete list, including completion of all data columns, including dates on which submittals are received and returned by the

ANG.

D. The Contractor shall update the submittal register as submittal actions occur and maintain the submittal register at the project site until final acceptance of all work by Contracting Officer.

E. The Contractor shall submit formal monthly updates to the submittal register in electronic format. Each monthly update shall document actual submission and approval dates for each submittal.

1.4 SUBMITTAL SCHEDULING

A. Submittals are to be scheduled, submitted, reviewed, and approved prior to the acquisition of the material or equipment.

B. Coordinate scheduling, sequencing, preparing, and processing of submittals with performance of work so that work will not be delayed by submittal processing. Allow time for potential resubmittal.

C. No delay costs or time extensions will be allowed for time lost in late submittals or resubmittals.

D. All submittals are required to be approved prior to the start of the specified work activity.

1.5 SUBMITTAL PREPARATION

A. Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.

B. Collect required data for each specific material, product, unit of work, or system into a single submittal. Prominently mark choices, options, and portions applicable to the submittal. Partial submittals will not be accepted for expedition of construction effort. Submittal will be returned without review if incomplete.

C. If available product data is incomplete, provide Contractor-prepared documentation to supplement product data and satisfy submittal requirements.

D. All irrelevant or unnecessary data shall be removed from the submittal to facilitate accuracy and timely processing. Submittals that contain the excessive amount of irrelevant or unnecessary data will be returned without review.

E. Provide a transmittal form for each submittal with the following information:

1. Project title, location and number.

2. Construction contract number.

3. Date of the drawings and revisions.

4. Name, address, and telephone number of subcontractor, supplier, manufacturer, and any other subcontractor associated with the submittal.

5. List paragraph number of the specification section and sheet number of the contract drawings by which the submittal is required.

6. When a resubmission, add alphabetic suffix on submittal description.

For example, submittal 18 would become 18A, to indicate resubmission.

7. Product identification and location in project.

F. The Contractor is responsible for reviewing and certifying that all submittals are in compliance with contract requirements before submitting for ANG review. Proposed deviations from the contract requirements are to be clearly identified. All deviations submitted must include a side by side comparison of item being proposed against item specified. Failure to point out deviations will result in the ANG requiring removal and replacement of such work at the Contractor's expense.

1.6 SUBMITTAL FORMAT AND TRANSMISSION

A. Provide submittals in electronic format, with the exception of material samples. Use PDF as the electronic format, unless otherwise specified or directed by the Contracting Officer.

B. Compile the electronic submittal file as a single, complete document.

Name the electronic submittal file specifically according to its contents.

C. Electronic files must be of sufficient quality that all information is legible. Generate PDF files from original documents so that the text included in the PDF file is both searchable and can be copied. If documents are scanned, Optical Character Resolution (OCR) routines are required.

D. E-mail electronic submittal documents smaller than 5MB in size to e-mail addresses as directed by the Contracting Officer.

E. Provide electronic documents over 5MB through an electronic FTP file sharing system. Confirm that the electronic FTP file sharing system can be accessed from the ANG computer network. The Contractor is responsible for setting up, providing, and maintaining the electronic

FTP file sharing system for the construction contract period of performance.

F. Provide hard copies of submittals when requested by the Contracting

Officer. Up to 3 additional hard copies of any submittal may be requested at the discretion of the Contracting Officer, at no additional cost to the ANG.

1.7 SAMPLES

A. Submit two sets of physical samples showing range of variation, for each required item.

B. Where samples are specified for selection of color, finish, pattern, or texture, submit the full set of available choices for the material or product specified.

C. When color, texture, or pattern is specified by naming a particular manufacturer and style, include one sample of that manufacturer and style, for comparison.

D. Before submitting samples, the Contractor is to ensure that the materials or equipment will be available in quantities required in the project. No change or substitution will be permitted after a sample has been approved.

E. The ANG reserves the right to disapprove any material or equipment which previously has proven unsatisfactory in service.

F. Physical samples supplied maybe requested back for use in the project after reviewed and approved.

1.8 OPERATION AND MAINTENANCE DATA

A. Submit data specified for a given item within 30 calendar days after the item is delivered to the contract site.

B. In the event the Contractor fails to deliver O&M Data within the time limits specified, the Contracting Officer may withhold from progress payments 50 percent of the price of the item with which such O&M Data are applicable.

1.9 TEST REPORTS

COR may require specific test after work has been installed or completed which could require contractor to repair test area at no additional cost to contract.

1.10 ANG REVIEW OF SUBMITTALS AND RFIS

A. The ANG will review all submittals for compliance with the technical requirements of the contract documents. The Architect-Engineer for this project will assist the ANG in reviewing all submittals and determining contractual compliance. Review will be only for conformance with the applicable codes, standards and contract requirements.

B. Period of review for submittals begins when the ANG COR receives submittal from the Contractor.

C. Period of review for each resubmittal is the same as for initial submittal.

D. ANG review period is 15 business days for submittals.

E. ANG review period is 10 business days for RFIs.

F. The ANG will return submittals to the Contractor with the following notations:

1. "Approved": authorizes the Contractor to proceed with the work covered.

2. "Approved as noted": authorizes the Contractor to proceed with the work covered provided the Contractor incorporates the noted comments and makes the noted corrections.

3. "Disapproved, revise and resubmit": indicates noncompliance with the contract requirements or that submittal is incomplete. Resubmit with appropriate changes and corrections. No work shall proceed for this item until resubmittal is approved.

4. "Not reviewed": indicates submittal does not have evidence of being reviewed and approved by Contractor or is not complete. A submittal marked "not reviewed" will be returned with an explanation of the reason it is not reviewed. Resubmit submittals after taking appropriate action.

1.11 APPROVED SUBMITTALS

A. The ANG approval of submittals is not to be construed as a complete check, and indicates only that the general method of construction, materials, detailing, and other information are satisfactory.

B. ANG approval of a submittal does not relieve the Contractor of the responsibility for any error which may exist. The Contractor is responsible for fully complying with all contract requirements and the satisfactory construction of all work, including the need to check, confirm, and coordinate the work of all subcontractors for the project.

Non-compliant material incorporated in the work will be removed and replaced at the Contractor’s expense.

C. After submittals have been approved, no resubmittal for the purpose of substituting materials or equipment will be considered unless accompanied by an explanation of why a substitution is necessary.

D. Retain a copy of all approved submittals at project site, including approved samples.

1.12 WITHHOLDING OF PAYMENT

Payment for materials incorporated in the work will not be made if required approvals have not been obtained.

1.01 Abbreviations and Acronyms

1.02 Reference Standards

A. Except as modified by governing codes and by this Specification, comply with the applicable provisions and recommendations of ANSI A10.2, Safety Code for Building Construction.

B. For any requirements throughout the Specifications and Drawings that item(s) bear the label of the Underwriters Laboratories Inc. or similar organizations, the Contractor shall submit proof that such item(s) he proposes to furnish conforms to the standard of the testing organization. The label of the proposed organization shall be accepted as conforming to this requirement.

PART 2 – QUALITY ASSURANCE

2.01 Testing and Inspecting Agency Qualifications

A. Testing and Inspection Requirements

1. Where technical sections of the Specifications require inspection and testing by a testing laboratory, engage a reputable, recognized testing laboratory, experienced in the type of work to be performed.

2. The representative of the testing laboratory shall be on the work site as necessary for sampling, inspection, and testing in accordance with the contract provisions.

3. Submit written reports of results within (14) days after completion of tests.

B. Testing and Inspection Devices

1. Either the Contractor or his testing laboratory shall provide and maintain all measuring and testing devices, laboratory equipment, instruments, and supplies necessary to accomplish the required testing and inspection.

2. All measuring and testing devices shall be calibrated periodically against certified standards.

PART 3 – QUALITY CONTROL

3.01 Field Quality Control Procedures

A. The Contractor’s QC staff shall function completely independently of the Contractor's job-supervisory staff.

3.02 Contractor Quality Control

A. Provide and maintain an effective Contractor Quality Control (CQC) program and perform sufficient inspections and tests of all items of work, including those of subcontractors, to ensure compliance with Contract Documents.

1. Include surveillance and tests specified in the technical sections of the Specifications.

2. Furnish appropriate facilities, instruments, and testing devices required for performance of the quality control function.

3. Controls must be adequate to cover construction operations and be keyed to the construction sequence.

B. The Contractor's Quality Control system shall provide for procedures to ensure that the latest Contract Documents, shop drawings, and instructions required by the Contract are used for fabrication, testing, and inspection.

3.03 Testing and Inspecting Services

A. All tests shall be documented and certified.

1. All compliance inspections shall record both conforming and defective items with an explanation for the cause of rejection, proposed remedial action, and corrective action taken.

B. Individual daily reports will be required of each inspector and technician covering the feature which is assigned and a consolidated daily report signed by the person in charge of the quality control staff.

3.04 Testing Laboratory Services

A. The Contractor may arrange for a testing laboratory to provide on-site services required in lieu of direct employment of personnel.

SECTION 01 50 00

TEMPORARY FACILITIES AND CONTROLS

PART 1 – TEMPORARY UTILITIES

1.01 General

A. Make all temporary connections to utilities and services in locations acceptable to the Government, Contracting Officer's Representative, and local authorities having jurisdiction thereof; furnish all necessary labor and materials, and make all installations in a manner subject to the acceptance of such authorities and the Contracting Officer's Representative; maintain such connections; remove the temporary installation and connections when no longer required; restore the services and sources of supply to proper operating condition.

1.02 Temporary Fire Protection

A. Provide adequate fire protection in accordance with Base Fire Department requirements.

B. Take precautions against fire; keep flammable material at an absolute minimum; and ensure that such material is properly handled and stored.

C. Except as otherwise provided herein, do not permit fires to be built or open salamanders to be used in any part of the work.

1.03 Temporary Water

A. Provide all water necessary for construction purposes. Make all temporary connections to existing mains; provide temporary meter; and make arrangements and pay for the temporary water service including cost of installation, maintenance thereof, and water used.

B. Furnish drinking water with suitable containers and cups for use of employees.

Drinking water dispensers shall be conveniently located in the facility where work is in progress.

PART 2 – CONSTRUCTION FACILITIES

2.01 Field Offices and Sheds

A. Arrange for and provide temporary facilities and controls as specified herein and as required for the proper and expeditious prosecution of the work. Pay all costs, except as otherwise specified, until final acceptance of the work unless the Government makes arrangements for the use of completed portions of the work after substantial completion in accordance with the provisions of the General Conditions.

B. Provide and maintain a field office with a telephone at the job site. In addition, provide a temporary office, not less than 200 sf of space, for the use of the Contracting Officer's Representative at the construction site.

C. This office shall be complete with light, heat, air conditioning, toilet facilities, electric water cooler, plan racks, four-drawer metal file with lock, shelves for samples, tables, chairs, and janitor service. Provide a telephone for the Contracting Officer's Representative and pay all charges for installation and calls, including long distance calls.

D. Field and temporary offices shall be removed when no longer required.

E. Construction shanties, sheds, and temporary facilities provided as required above, or for the contractor's convenience, shall be maintained in good condition and neat appearance, including painting with two coats of approved paint of a color selected by the Contracting Officer's Representative.

2.02 Sanitary Facilities

A. Provide and maintain in a sanitary condition enclosed weather-tight toilets for the use of all construction personnel at a location within the contract limits, complete with fixtures, water, and sewer connections and all appurtenances. Upon completion of the work, toilets and their appurtenances shall be removed. Installation shall be in accordance with applicable codes and regulations of authorities having jurisdiction.

B. Chemical toilets are permitted. The number of toilet rooms required shall be in accordance with the ANSI Standard Safety Code for Building Construction or other local authorities.

PART 3 – TEMPORARY CONSTRUCTION

3.01 Temporary Construction

A. Provide and maintain all equipment such as temporary stairs, ladders, ramps, runways, chutes, and so on, as required for the proper execution of the work.

B. All such apparatus, equipment, and construction shall meet all requirements of the Labor Law and other state or local laws applicable thereto.

PART 4 – CONSTRUCTION AIDS

4.01 Temporary Hoists

A. Provide a material hoist as required for normal use by all trades. Provide all necessary guards, signals, safety devices, and so on, required for safe operation, and suitable runways from the hoists to each floor level and roof. The construction and operation of the material hoist shall comply with all applicable requirements of ANSI A10.5, the AGC Manual of Accident Prevention in Construction, and to all applicable state and municipal codes. Prohibit the use of the material hoist for transporting personnel.

B. Special rigging and hoisting facilities shall be provided by each trade requiring same.

4.02 Temporary Scaffolding and Platforms

A. Provide, erect, and maintain catch platforms and other items as required for proper protection of the workmen engaged in demolition operations, occupants of the facility, public, and adjacent

PART 5 – VEHICLE ACCESS AND PARKING

5.01 Haul Routes

A. Access to the site for delivery of construction material or equipment shall be made only from locations designated by the Contracting Officer's Representative.

B. Conduct operations with minimum traffic interference.

PART 6 – TEMPORARY BARRIERS AND ENCLOSURES

6.01 Temporary Dust Barriers

A. Take necessary precautions to prevent dust and dirt from rising by wetting demolished masonry, concrete, and similar debris. Protect unaltered portions of the existing facility affected by the operations under this section by dustproof partitions and other adequate means.

6.02 Temporary Barricades

A. Provide, erect, and maintain barriers and other items as required for proper protection of the workmen engaged in demolition operations, occupants of the facility, public, and adjacent construction.

B. Provide and maintain weather protection at exterior openings so as to fully protect the interior premises against damage from the elements until such openings are closed by new construction.

C. Do not close or obstruct walkways, passageways, or stairways without the authorization of the Contracting Officer's Representative. Conduct operations with minimum traffic interference.

6.03 Temporary Fencing

A. Provide and maintain a temporary fence to enclose the area at the job site and to guard and effectively close in the designated area. Provide gates at locations where required for access to the enclosed area. Gates shall be of substantial construction, cross-braced, hung on heavy strap hinges, and shall have suitable hasps and padlocks.

Submit shop drawings of fence and gates for review of the Contracting Officer's Representative and Government. Paint the fence with two coats of an approved paint.

B. Remove the fence upon completion of the work or at such time before final completion as directed by the Government.

6.04 Temporary Protective Walkways

A. Provide all temporary enclosures required for protecting the project from the exterior, for providing passageways, for the protection of openings both exterior and interior, and any other location where temporary enclosures and protection may be required.

6.05 Temporary Security Barriers

A. Provide, erect, and maintain lights, warning signs, and other items as required for proper protection of the workmen engaged in demolition operations, occupants of the facility, public, and adjacent construction.

B. Execute the work in a careful and orderly manner, with the least possible disturbance to the public and to the occupants of the facility.

6.06 Temporary Security Enclosures

A. Provide all temporary enclosures required for protecting the project from the exterior, for providing passageways, for the protection of openings both exterior and interior, and any other location where temporary enclosures and protection may be required.

PART 7 – TEMPORARY CONTROLS

7.01 Temporary Storm Water Pollution Control

A. From the commencement to the completion of the work, keep all parts of the site and project free from accumulation of water, and supply, maintain, and operate all necessary pumping and bailing equipment.

B. Remove snow and ice as necessary for the protection and prosecution of the work, and protect the work against weather damage.

PART 8 – PROJECT IDENTIFICATION

8.01 Temporary Project Signage

A. Signs or advertisements are not allowed to be displayed on the premises without approval of the Contracting Officer's Representative.

PRODUCT REQUIREMENTS

PART 1 – COMMON PRODUCT REQUIREMENTS

1.01 Owner-Furnished Products

PART 2 – PRODUCT OPTIONS

2.01 Product Approval Standards

A. Definitions:

1. The term "product" shall include material, equipment, assembly methods, manufacturer, brand, trade name, or other description.

B. Proof of Compliance:

1. Whenever the Contract Documents require a product be in accordance with federal specification, ASTM designation, ANSI specification, or other association standard, the Contractor shall present an affidavit from the manufacturer certifying the product complies therewith. Where requested or specified, submit supporting test data to substantiate compliance.

C. Inclusion in Specifications of Non-specified Products Prior to Bid Date:

1. For inclusion of products other than those specified, Bidders shall submit a request in writing at least (7) days prior to bid date. Requests received after this time will not be reviewed or considered regardless of cause. Requests shall clearly define and describe the product for which inclusion is requested. Inclusion by the Contracting Officer's Representative will be in the form of an addendum to the Specifications issued to all contract bidders on record.

PART 3 – PRODUCT DELIVERY REQUIREMENTS

3.01 Product Delivery Requirements

A. Materials, products, and equipment shall be properly containerized, packaged, boxed, and protected to prevent damage during transportation and delivery.

B. More detailed requirements for transportation and delivery are specified under the technical sections.

PART 4 – PRODUCT STORAGE AND HANDLING REQUIREMENTS

4.01 Product Storage and Handling Requirements

A. Provide suitable temporary weather tight storage facilities as may be required for materials that will be damaged by storage in the open.

B. Available storage space at the job site is limited to the site shown on the Drawings.

Allocate such space for storage purposes. Any additional off-site space required is the responsibility of the Contractor.

C. Allocate the available storage areas and coordinate their use by the trades on the job. Maintain a current layout of all storage facilities.

D. Store and protect materials delivered at the site from damage. Do not use damaged material on the work.

E. Do not store or place materials in passageways, stairs, or other means of egress.

F. Where existing equipment and/or fixtures are indicated to be reused, repair such equipment and/or fixtures and refinish to put in perfect working order. Refinish as directed.
