VOLUME 2 PART I -

TECHNICAL CAPABILITY

•Part 2 – Technical Capability •Comprised of two (2) subfactors:

• 1. Experience

• 2. Construction Schedule

TECHNICAL SUBFACTOR 1-

EXPERIENCE

• Instructions on Page 18 of RFP

• -Submit Exhibit A for up to three (3) most relevant projects considering Key Points

• -Limited to four (4) Pages per Exhibit A (3 Projects =12 pages max for Subfactor 1)

• -Address each Key Point in terms of relating identified project to the current project

TECHNICAL SUBFACTOR 2-

SCHEDULE

• Instructions on Page 18 of RFP

• -Submit Gantt chart considering NTP date of 03 August (estimated)

• -Schedule itself not limited to page count;

narrative limited to 5 pages

• -READ Instructions for complete requirements

VOLUME 2 PART 2 -

PAST PERFORMANCE

• Instructions on Page 19 of RFP

• -Include same three (3) projects as Exhibit A

• -Exhibit B (Instructions) and Exhibit C (Past Performance Questionnaire)

• -Past Performance Evaluation (how well a contractor performed in the past) is separate from Subfactor 1 which examines offerors experience with similar projects

PAST PERFORMANCE

• An offeror that does not have relevant experience shall be evaluated as Neutral.

• Offeror’s are cautioned that while a contractor with no relevant experience shall be evaluated as “Neutral” for Past/ Present Performance, the Technical Evaluation, Subfactor 1 is a separate and distinct evaluation and lack of relevant experience may result in an “Unacceptable” Technical and/or overall rating

VOLUME 2 PART 2 –

PAST PERFORMANCE (CONT’D)

• Complete not more than 3 forms for Relevant

Contracts Completed Or Substantially Completed (70%) In The Last Five Years

• Send Questionnaires For The Identified Projects to references instructing them to return (email preferred) directly to KO

•Offerors are advised that the information provided in the Subfactor 1 – Experience Proposal (Exhibit A) will be considered by the Government in determining a relevancy rating for each project provided

• Proposal Must Be Signed By Officer Of Your Company

PROPOSAL

EVALUATION

• The award will be made based on the best overall (i.e. best value) proposal that is determined to be the most beneficial to the Government, with appropriate consideration give the to the three

(3) evaluation factors: Technical, Past Performance and Price.

• The Technical Factor is approximately equal to the Present/Past Performance and when combined however, the non-cost factors are somewhat more important than the Price Factor.

• The firm that represents the Best Value to the Government will be selected for an award IAW FAR 15.1 Source Selection Processes and Techniques

AWARD

The Contractor Whose Proposal Provides:

• The Best Value To The Government- Read carefully Section 00120

• The Best Value May Not Be The Lowest Price

IMPORTANT REMINDERS

• Submit a Complete Proposal In Accordance With Instructions – Use Formats Provided

• Award Without Discussions Is Intended, You May Not Have An Opportunity To Correct Or Revise Proposal
