About this file
This is a Question and Answer document from a site visit conducted on April 21, 2026, for solicitation W50S8H-26-Q-0014, which seeks a complete audio/visual equipment package for two conference rooms at the 107th Attack Wing and 107th Operations Group in Niagara Falls, New York. The document addresses 19 questions from contractors regarding equipment specifications, installation requirements, and room configurations for both Building 901 (Wing Conference Room) and Building 912 (Operations Group Conference Room).
For Building 901, the government confirmed the room dimensions as 35'9" long by 19'1" wide with 11 feet of ceiling height, requiring one display on the east side with presentation functionality controlled from a desk in the northwestern corner. The system will support NIPR access only with Teams capability as mandatory, and no classified meetings are planned. For Building 912, the system must support three networks (NIPR, SIPR, and AFJWICS) with automated illuminated entry signs indicating classification levels (green for Unclassified, red for Secret, yellow for Top Secret). Both rooms require Teams and Cisco Jabber compliance, with Building 912 requiring replacement of existing equipment including four TV tuners and one Codex while maintaining all current input sources (10 PC inputs, 3 cameras, 3 codecs, 4 TV tuners, and miscellaneous other inputs). Key installation requirements include equipment approval by OPS COMM with a 10-day lead time, TAA and DODIN compliance for all equipment, REAL ID credentials for installers, adherence to Uniform Facility Criteria (UFC) for electrical work, and submission of equipment weights for suspended items. Quotes are due May 14, 2026 at 2:00 PM EST with delivery required by July 17, 2026, and the acquisition is a 100% Total Small Business Set-Aside under NAICS 334310.

W50S8H-26-Q-0014 – Conference Room Audio / Visual Equipment Package – Question List 1 of 2 Site Visit: 21 April 2026 0900
Building 901 Question: Is the ceiling going to remain open?
Answer: No, it will have a cloud system once fully complete.
Question: Will displays be required on each side of the room?
Answer: No, one display will be sufficient on the east side of the room. Most occupants will be sitting at a 20’ table located in the middle of the room that will look in one direction.
Question: Where will the equipment for the system be located?
Answer: There is a comm closet on the 1st floor but if that is chosen as an option, fiber must be run along the hallway and then up through the floor for the conference room. Another option could include having a control center with equipment in the conference room itself. The contractor could choose to place the A/V rack near or behind the presenter’s desk located in the North Western corner of the Building 901 conference room.
Question: Do you want just 1 admin to control the meetings or the ability for everyone to run the meeting?
Answer: Generally, one admin will run the meetings from the control center.
Question: Are both NIPR and SIPR required for the Building 901 conference room?
Answer: No, this room will only have NIPR access.
Question: Is there conduit running into the Building 901 conference room table?
Answer: Yes, there are 3 boxes in the floor that run from the 1st floor and then up through the conference room floor. The conduit leading from these boxes do not lead back to any junction box with in the Building 901 conference room itself but rather the main communications cable trays in the hallway ceiling.
Question: Are contractors required to provide the weight of any equipment they expect to suspend from either the hard ceiling or the dropped cloud ceiling?
Answer: Yes.
Question: Are there going to be secured meetings in the Building 901 conference room?
Answer: No, that is not the intent.
Question: Is there anything else the Government wants to see in the room that wasn’t existing previously?
Answer: We would like a more state-of-the-art solution to allow for better interaction. Teams capability is a must.
Question: Do you want functionality in the table or just at the podium?
Answer: The intent is to have all presentation functionality be from the presenter’s desk in the North West corner of the Building 901 conference room.
Question: Do you need a sign to indicate any classified meetings in progress?
Answer: No, that is not required.
Question: will there be space to house AV equipment?
Answer: Yes, it could be housed in the podium or any other mechanism that achieves our end goal. There can be no wires run from the podium. One suggestion is that any needed A/V racks be located near or behind the presenter’s desk in the North West corner of the Building 901 conference room. Another suggestion is to hide A/V equipment above the suspended cloud ceiling.
Question: Will there be a bill of materials needed?
Answer: A basic list could be given but the goal of this solicitation is to see what solutions are presented by interested companies that provide the best functionality.
Building 912 -This is a tech refresh with possible downsizing where able -All equipment should be Teams and Cisco Jabber compliant -There are currently 3 secured systems in the room and only 1 is allowed to run at any given time. The system will self-sanitize when switching from one secured network to another.
Question: Are you using Teams on a secret network?
Answer: Yes, that is the way of the future.
Question: Does using Teams mean you will not need to replace the Codex?
Answer: No, we will require both as it takes time to fully transition to Teams. The Codex will also need to be replaced.
Question: Do you require an external sign to show what type of meeting is taking place?
Answer: Yes Add Signs above the entry doors that turn on when a selection is made on the control panel
1. Green Illuminated Sign that says "Unclassified" when NIPR is selected
2. Red illuminated Sign that says "Secret" when SIPR VTC is selected.
3. Yellow illuminated Sign that says "Top Secret" when TS VTC Selected 2 Entry Doors (2 sets of signs)
Question: What is currently powering the displays?
Answer: Electrical Receptacle located near or behind the display.
Question: Do all displays mirror or do you have the flexibility on what is shared on each screen?
Answer: We have the flexibility to put what we want on each screen currently.
Question: Currently you have 32 inputs. Do you need more?
Answer: No 32 inputs is sufficient and allows us extra for future expansion.
Question: How are we required to program the control panel?
Answer: A document will be posted to sam.gov with that information.
Question: Do the TV tuners need to be replaced?
Answer: Yes, we currently have 4 tuners that need replacement.
Question: Are you changing anything else in the room?
Answer: No
Question: Are any clearance or additional requirements for installation of new equipment/software required?
Answer: No, but the installers must be able to access a federal installation meeting REAL ID requirements.
Question: Can you please post a list of what will be repurposed?
Answer: Displays and Speakers
Additional Considerations:
-Before purchases are made, equipment must be approved by OPS COMM. There is about a 10 day lead time for approvals.
-All equipment must be TAA and DODIN compliant
Statement:
There appear to be several PCs, Blu-Ray players, TV tuners, etc as inputs in the existing TS room. Your colleagues on site mentioned that some of these are not really used much any more. Our design will be expandable to allow for additional future inputs but I just want to be sure we’re starting with an accurate quantity.
Follow-on Question:
Could you share with me what exactly are the types of sources that will be used moving forward and which can be retired?
Answer: Under Further Review, All sources will be kept. 10 PC inputs/3 Cameras/3 Codecs/ 4 TV Tuners/ A few other inputs I am not sure of
Statement:
I understand that Teams is the primary video conferencing platform of choice. Someone had mentioned there is another platform that is sometimes used as well.
Follow-on Question: MICROSOFT TEAMS and CISCO JABBER
Question:
How does information get in/out of the TS room?
Answer: Fiber entering/exiting room via conduit & cable trays

1. Can the Government confirm that the room is approximately 21’ wide by 33’ long?
· Answer: the second floor conference room in Building 901 is planned to be built to 35’ 9” long by 19’ 1” wide. Contractor to verify as-built dimensions.
2. What is the ceiling height in the ANG-Large Conference Room?
· Answer: There is 11 feet of head height from the top of the finished floor to the bottom of the suspended cloud ceiling.
3. What are the walls either currently composed of (or will be composed of)?
· Standard 5/8” drywall sheetrock
4. Is there, or will there be, 3/4" fire-rated plywood backing installed at all display locations?
· Answer there should only be 5/8” drywall sheetrock
5. Will the table's user-interface locations require support for simultaneous dual-video output from a single laptop (e.g., dual-HDMI or USB-C MST), or is each user location limited to a single discrete video feed?
· The presenter will be located at the desk in the North Western most portion of the room. Presentations will be run from there.
6. Does the Government require architectural connectivity (cable cubbies) in the conference table or are they existing (or planned and provided by others)?
· There is conduit run from the West wall in the Building 901 conference room that runs along and directly below the hard ceiling and above the suspended cloud ceiling which terminates behind the display area on the East wall. The Building 912 hard ceiling is completely exposed and any and all additional conduit needed to connect displays can be installed if needed by the contractor.
7. The TeleComm drawings identify four (4) floor box locations for a 20-person table. Please clarify the total number of physical user 'drop' locations required at the table. Specifically, does the government require one connectivity interface per seat (20 total), or one per 'zone' (4 total)
· Speakers and microphones can be suspended from the ceiling. An HDMI connection at the table is needed, however, the contractor must not utilize floor / carpet runners.
8. Please clarify the security classification(s) of the sources to be distributed within the room (e.g., NIPR, SIPR, JWICS, or Unclassified/Commercial).
· The Building 901 conference room is generally used for unclassified meetings that may contain Controlled Unclassified Information (CUI). On occasion, a presenter may bring their Secret classified laptop to the Building 901 conference room and hook it directly up to the display at the front / East end of the room via USB cable.
· The Building 912 conference room may the following three networks (NIPR, SIPR and AFJWICS) will be used in this conference room.
9. Given the 6-strand fiber requirement in Building 912, please confirm if the government requires Interlocking Armored Fiber (IAF) or if standard plenum-rated distribution fiber is acceptable within the provided underground raceways. Additionally, please specify if a specific jacket color (e.g., Orange, Yellow, or Aqua) is required to denote a specific security classification.
-There is no fiber under the floor in that area. All fiber is run in the cable tray in the ceiling. Interlocking Armored Fiber is not required. (Bldg 912)
10. The current drawings do not identify room status or security classification indicators (e.g., illuminated 'SECRET / UNCLASSIFIED' signs). Please confirm if the integrator is required to provide and install automated status signs at the room entrance and/or interior, and if these signs must be integrated with the AV control system to reflect the active source classification.
· Building 901 Answer: the signage is not required.
· Building 912 Answer:
· Green Illuminated Sign that says "Unclassified" when NIPR is selected
· Red illuminated Sign that says "Secret" when SIPR VTC is selected.
· Yellow illuminated Sign that says "Top Secret" when TS VTC Selected
· 2 Entry Doors (2 sets of signs)
11. The current drawings do not identify a sound masking or white noise generation system for the conference room perimeter. Please confirm if electronic speech privacy is a requirement for this project. If required, please clarify if the AV contractor is responsible for providing the masking processors and plenum-rated emitters, or if this is to be handled by others.
-Sound masking nor white noise generators are not needed for the Bldg 912 Conference Room. This room is rated for amplified audio (STC 50) IAW ICD/ICS 705.
12. Given the facility's mission, does the government require a dedicated physical multi-zone world clock (e.g., 5-zone LED display)? If so, please clarify if the AV contractor is responsible for providing the clock -There is already a standalone multi-zone clock in the Bldg 912 Conference Room…not required by contractor.
13. Please confirm if the equipment rack will be housed in a shared TeleComm space or a dedicated AV closet. If the space is shared, will the integrator be required to provide a lockable, secure cabinet (e.g., a 42U server-grade rack with side panels)?
· Answer: The contractor can provide a lockable cabinet for the Building 901 conference room with the Government’s preference to have it located behind / near the presenter’s desk in the Northwestern most corner of the room.
· Answer: Building 912 has lockable comm closets towards the Western end of the room that already house presentation equipment.
14. Regarding the cable path from the conference room to the equipment rack: Will a dedicated 4-inch conduit be provided for the primary trunk run to accommodate the high-density fiber requirements? If the path is shared, please confirm the available 'fill-ratio' to ensure there is sufficient physical space for the specified 6-strand fiber runs without exceeding NEC cable tension standards.
· There is not a 4-inch conduit for the primary conduit. If you are running new cables, you will have to provide conduit. (Building 912)
15. In areas where dedicated conduit is not provided (such as plenum ceiling spaces), is the integrator required to install a dedicated J-hook or cable tray system? If using J-hooks, please specify the required spacing (e.g., 4 to 5 feet) and if the hooks must be color-coded or labeled to denote the AV/Security classification of the fiber optic backbone.
-There is no cable tray system in that area of the conference room. J-hooks should not be required. (Building 912)
16. Regarding the requirement that no teleworking is allowed, can the NYANG please clarify? Would the Vendor be required to do all work on site or, would some of the required prep work be allowed at the Vendor's office location?
· Answer: The no teleworking verbiage in the Statement of Work is more geared towards contracts for service only personnel and should be removed. For this requirement, the contractor is openly free to perform any and all off-site / home office prep work needed to aid in setup and installation of their provided A/V conference meeting space solution they come up with.
17. Will a NYS Certified Electrician be required to make all electrical connections under this contract?
· Answer: The contractor must complete all electrical work in accordance with all Uniform Facility Criteria (UFC) as this project is located on a Federal installation.
18. Can the NYANG please provide the Reps and Certs for this request?
· Answer: Due to the ongoing Revolutionary FAR Overhaul (RFO), the provision FAR 52.212-3 is now listed as Reserved and no longer listed in RFO FAR Part 52. The contractor, however, can still fill out the provision as a part of their SAM.gov profile update.
19. Please confirm Vendors can submit their proposals via email.
· Answer: confirmed, contractors are expected to submit their quotes to:
· philip.rott@us.af.mil
· jennifer.dewispelaere@us.af.mil
