Questions and Answers Document 3 W50S8G-25-B-A001

Q1. We would like to know if this is a new requirement OR is (was) an incumbent contractor performing these services. If not new, could you please provide the current / previous contract number?

A1. This is a new requirement, there is no incumbent contractor.

Q2. Is the site visit mandatory?

A2. No, the pre-bid conference / site visit is not mandatory to attend but is highly encouraged.

Q3. Our company is out of state; can we mail or electronically submit our bid ahead of the bid opening?

A3. No, only in-person, hand delivered bids dropped of up to one hour prior to the bid opening outlined within the solicitation will be accepted. Bids will not be accepted by mail, electronically, or after the close of the Information for Bid, time and date outlined within the solicitation.

Q4. Are international companies eligible to participate in this solicitation? If so, are there any special steps?

A4. To be eligible for this solicitation / award, a company must be considered a small business concern in accordance with 13 CFR Part 121, specifically §121.105.

Q5. As it relates to the CRAC in Room 103, what type of future growth to the mission does the NMANG foresee? Will it be for related to AI or just upgrades to the existing servers? Please provide a target tonnage for upsizing CRAC Unit 1.

A5. It is incumbent upon the contractor to ensure that all proposed units are appropriately sized and conform to existing standards. Specific information regarding new server rack configurations will be disseminated by the Intelligence Squadron following the official award of the contract. Furthermore, the contractor shall be responsible for capitalizing and incorporating the cost of all engineering services into their submitted bid.

Q7. Can we still do a site visit? We are free this Friday or next week.

A7. A site visit was held on July 23, 2025. An MFR for the site visit was posted along with questions and answers from the site visit was also posted. Additional site visits will not be permitted.

Q8. In the SOW under, “Building 1044 Test and Balance” section F states, “F. Project Documentation: 1. Qualifications Statements Statements-submit company certification documents including: - Contractor Certification -TABB Certification”. Will the government accept a NEBB TAB certification? This certification is recognized by USACE and most other government entities.

A8. Yes, that is acceptable.

Q9. The Government has stated several times that space is limited for new equipment. We are still waiting on our supplier to provide specifications on the new units. Can another site visit be set up when this information is provided?

A9. Please refer to question 7.

Q10. Does the Government have the existing auto-cads that need to be updated, if so what version?

A10. Yes, the Government can provide existing Auto-CAD files from 2016 version. New submissions will need to be 2016 or newer.

Q11. How long does the training need to be?

A11 We ask that the training be 1 full day/8 hours.

Q12. The listed the Data Aire Model #’s and I used that to cross reference with the Data Aire Model # Catalog that I have. It shows that the existing units are 5-ton and 6-ton. However, the SOW describes the existing units as 7-ton and 9-ton. Could I please get a picture of the Data Tag off the Data Air units?

A12 One Data Aire manufacture tag was posted in the site visit questions and answers document. The second one is posted with this questions and answers document. As stated in the SOW an engineer would be responsible for properly sizing the units. The 7-ton and 9-ton written in the SOW is an estimate of the new unit size.

Q13. For the rooms that hold the CRAC units could I get a load calculation or the equipment being used in the room?

A13. It is the responsibility of the contractor that is awarded the contract to calculate loads and sizing the units accordingly.
