Q1. Do you need to be a Small Business to submit a proposal? We do not fall under the Small Business Classification so we’d like to know if we can still submit a proposal or if we need to work with Small Business.
A1. 1. This acquisition is unrestricted meaning that all firms, including yours, with the 237310: Highway, Street, and Bridge Construction NAICS code are allowed to submit.
Q2. If we need to send our quote to a Small Business for them to submit, do you have an approved bidder’s list? We do not know the Small Businesses approved to submit bids on this project and would need their contact information.
A2. There is no approved bidders list or a group of prequalified contractors.
Q3. Is there a Schedule of Values showing the items and quantities on the project?
A3: Please refer to the schedule of value requirements in the Specifications. Normally a contractor submits their own schedule of values post award.
Q4. Is this a Lump Sum project or will the contractor be paid for the quantities completed?
A4. This is a lump sum contract with that allows for progress payments for conforming work based on the approved schedule of values.
Q5: We’ve had a couple Small Businesses reach out to us requesting a quote, do they receive a discount rate that would lower their overall bid during the bid evaluation process? It doesn’t make sense to me why they’d want to manage this project on our behalf.
A5: Please be mindful that if the small business is a certified HUBZone (Historically Under-Utilized Business Zone) there is a 10% price evaluation preference against large businesses if it bids as a prime contractor The clause at 52.219-4 NOTICE OF PRICE
EVALUATION PREFERENCE FOR HUBZONE SMALL BUSINESS CONCERNS (OCT
2022) has the necessary information and stipulations and is included in the solicitation. This clause is mandatory for all full and open competition solicitations per FAR 19.1309 and is not waiver able. A HUBZone business is a small business that has offices and a percentage of employees located within these Historically Under-Utilized Business Zones. These zones are in rural or urban areas that are relatively impoverished as you can imagine.
Other than the Hub Zone preference there is no price discount for small business.
Q6. In the instructions to bidders’ section, it states that A Formatted CD with all documents is to be submitted with the bid. However, no mention of a CD is made in Section 00 10 00 where is discusses what constitutes a complete bid package. So, is a CD required with bid submittal or not?
A6. The submission of a CD is part of the IFB instructions as paper copies of bids are cumbersome and the use of CDs makes processing bids faster. A complete bid package is as per Section 001000 for the purposes of providing a responsive bid. Thumb/USB drives are not allowed on Govt computers due to security concerns.
Q7. Can you provide an estimated dollar value for the SESC Permit Required by the contract?
Typically, a dollar value is given to the contractors to plug into our bid for these permits.
A7- In review of the plans it does not appear that more than 1 acre of land will be disturbed. SESC measures will be required in and/or around any catch basons located on the construction site. While the cost should be minimal the awarded contractor is responsible for all permit fees in accordance with the FAR clause at 52.236-7 Permits and Responsibilities.
Q8. In the SOW it states the contractor is responsible for funding and coordinating additional security requirements to ensure adequate coverage during construction. What constitutes above normal security requirements and what is the cost for additional security forces?
A8. Waiting on a response from Security Forces
Q9. Can you confirm the grooving is called for on the new AC pavement only, from station 0+00 to station 57+00?
A9- Only new asphalt on the runway (not taxiways) will be grooved according to plans and specs from sta. 0+00 to 57+00.
Q10. Since the grooving is a ‘Post Runway Closure Task’, should we anticipate limited working hours for the grooving? If so, what are the working hours we should base our pricing on?
A10. - The Runway will not be open prior to grooving and paint. Anticipate regular working hours.
Q11. The primary millings dump location shown during the site visit is not what’s identified on plan sheet C101. Please update this sheet to identify the primary dump location for millings.
A11 - The primary milling dump site is identified as Milling Deposit Area 5 on page C100. Milling Deposit Areas 1 and 4, identified on page C101 may be used in the event of an emergency or overflow of Area 5. Areas 1 and 4 fall within the munition's quantity – distance radius and will require coordination with Munitions Explosive Safety to be utilized.
Q12. How is the contractor directed to handle the millings once dropped at the millings deposit area? Will the contractor be responsible for putting the millings in a pile? Will the millings need to be spread, graded, and compacted?
A12 - See Pg. C100 – “Milling Deposit Area, Contractor responsible for maintenance of pile height and spreading millings. Milling deposit areas are accurate at plan generation but may need to be reassessed after project award based on Base SESC Permit requirements. Additional sites as needed for milling deposits will be provided by the ANG Base within 6 miles driving distance from the runway.”
Q13. The typical cross-section details shown on C301 are misleading for a lump sum contract.
First, the existing asphalt is labelled as 6”-7” in thickness. Second, the contractor is told to mill full depth if less than 1” of asphalt remains over the cement stabilization. At the proposed milling depth of 6.25”, there will be Zero areas on the runway where 1” of asphalt is left over the cement stabilized base. Please clarify how many areas the contractor will be paving asphalt deeper than 6.25”. Is there a core log that can be provided that identify these areas?
A13 –
Q14. The specifications call for Cementitious Mixing Plant for the Cement Stabilized Base, because these are small patches, not much quantity/area, can the plant requirement be waived?
Maybe blend the cement in place or use a different material all together?
A14 - No. The CTB should be mixed in the mixing plant per specifications.
Q15. The detail for pavement repair on C602 indicates undercutting a not less than 42”.
a. Is undercut to be included in the lump sum price or will it be handled on a unit price basis?
b. If it’s included in the lump sum price, do we base it on 42”?
c. If it needs to go beyond a 42” depth how is that paid for?
A15 – A. The full depth repair requirement is to cut to 42” below grade – this should be included in the lump sum bid; B, The base bid is for 42” from finished pavement elevation; C, Q16. Regarding The pavement repair areas;
a. The borders shown on plans, are we to use that as the perimeter/border of each patch?
b. Is there only to be partial shoulder removal/replace in the patch areas per the plans?
c. Per C602, are we to start our excavation in 2’-6” from the border line, or because the pavement being milled, do we start excavation at that border line?
A16 – a. border dimensions are provided on sheets C-401 and C-402, b. Full depth repair dimensions are provided on sheets C-401 and C-402, c. Excavation to be offset 2’6” from dimensions provided in the drawings
Q17: Sheets C101 through C206 of the contract drawings indicate locations where “Soil Boring(s)” were performed. Will the Government please provide the bidders with a copy of the soil boring logs and any geotechnical investigations and reports that are available that may be pertinent to the project?
A17 - N/A, boring logs are not relevant at this stage when the design is complete.
Q18: Subpart 1.6.9c of Section 03 30 00 of the specification’s states, “Contractor Quality Control: All sampling and testing must be performed by an approved, onsite, independent, accredited laboratory. “Please clarify whether the Contractor is required to provide and maintain ONSITE validated testing laboratories, or if the Contractor is allowed to utilize offsite validated testing laboratories (which is more common for a project of this size and magnitude) during the performance of the contract. It would be very impractical and extremely costly to have an on-site testing laboratory for this project.
A18 - USACE certified off-site lab is acceptable; however, the Contractor may opt to establish an on-site lab that would be required to be certified by the USACE by the MTC at no cost to the Government. Any delays due to an off-site lab will be the responsibility of the Contractor.
Q.19: Subpart 3.2D of Section 01 52 13 of the specification’s states, “Location of all temporary structures shall be as directed by the Contracting Officer.”
Will the Government please clarify for the bidders the location that the Contractor and subcontractors will be able to utilize as a temporary office trailer and staging area? Additionally, will the Government please clarify if, and what, utilities are available for temporary use in the designated area?
A19 - There are no utilities available in the designated staging area. There is an area available across from Bldg 825 (Medical Facility) on Jefferson Rd. to place an office trailer. The Contractor will be responsible to provide the drop, meter and all associated material, equipment, and licensed electrician for the electrical connection. The Contractor will be billed $0.118 per Kilowatt Hour.
Q20. Subpart 1.18A of Section 01 50 00 of the specification’s states, “Provide temporary parking areas to accommodate use of construction personnel.” Will the Government please clarify for the bidders any existing parking lots/areas that the Contractor and subcontractors will be able to utilize as a temporary parking and/or clarify if the Contractor will be required to construct a temporary parking area?
A.20 - A location for Contractor personnel parking will be provided. The Contractor will be responsible for busing/car-pooling personnel to the runway
Q21. Will the Government please clarify for the bidders whether or not the Contractor will be required to construct temporary chain-link fencing around any areas utilized by the Contractor as a temporary office trailer and staging area?
A21 – Temporary fencing will not be required
Q22: Will the Contractors and subcontractors be required to make payment for access badges in order to timely access Selfridge ANG Base on a daily basis?
A.22 All persons needing unescorted access to Selfridge ANGB will need to be vetted and issued a pass for the duration of the project. The Contractor will fill out a vetting form to be processed by Security Forces. If approved, a pass will be issued at the Visitor’s Center at no cost to the Contractor or the individual receiving the pass. The pass will be returned to the Visitor’s Center upon completion of the project.
Q23: There is a note on Sheet C100 of the contract drawings that states, “Base escort required for all work performed within airfield limits. “Will the Government please clarify what, specifically, the applicable requirements are for the “base escort?”
For example:
1) Are the base escorts provided by the Government (at no cost to the Contractor) or by the Contractor?
2) Are base escorts required to be provided for each and every vehicle that enters the airfield limits, or can gate guards be stationed at the entrance(s) to the airfield limits to control who enters and leaves the airfield limits?
A.23
1. SOW 1.a.xii. The Contractor will be responsible for providing Contractor Escorts for the duration of the project. The Contractor Escorts will have to be trained and certified by Airfield Management for operating on an Active Airfield.
2. Any individual without a SANGB issued line badge will be escorted at all times on the airfield. Crews can be escorted by a Construction Escort, but individuals will not have free movement on the airfield unescorted. Properly trained Contractor employees may be used at airfield gates to allow movement of construction traffic. Designated and marked haul roads may be used with unescorted drivers as long as they have been vetted.
Q24: Subpart 3.3.1 of Section 32 01 18.71 of the specification’s states, “Cut grooves in the asphalt areas as indicated on the drawings.” Also, Runway Grooving Note 2 on Sheet C505 of the contract drawings is described as “Grooving Flexible Pavements. “Will the Government please confirm that the Contractor is only required to provide grooving of airfield paving specifically to the overlayed asphalt paving from Station 0+00 through Station 57+00, and that grooving of airfield paving is NOT required to be performed on any other existing and/or Portland cement concrete (“PCC”) paving along any portion of the existing runway?
We are asking this question because Subpart 3.1.1 of Section 32 01 18.71 of the specifications, as well as Figure 21-1 on Sheet C505 of the contract drawings, contemplate “Existing Pavements” and “PCC Surface(s).”
A.24 Existing Pavements and PCC outside of Sta 0+00 to Sta 57+00 are currently grooved or have striations in them. No groove cutting outside of the new runway pavement area will be required.
Q25: Section 32 01 19.61 – Sealing Joints in Rigid Pavement of the specifications includes requirements for preparation of joints and application of joint sealants in rigid pavements. The only location that the contract drawings indicate that Section 32 01 19.61 joint sealants are to be provided is at the interface between the new pavement and existing pavement at Full Depth
Repair Area No. 1, as indicated by the Expansion Joint w/ Dowel Detail - Type B3 on Sheet C603 of the contract drawings.
Will the Government please confirm that the Contractor is not required to remove and replace any existing joint sealants in existing Portland cement concrete (“PCC”) pavements along any portion of the existing runway?
We are asking this question because Subpart 3.3 of Section 32 01 19.61 of the specification’s states, “Unless otherwise indicated, remove existing material, saw, clean and reseal joints;”
however, this specification appears to be generic in nature and does not specifically state “where.” While the contract drawings indicate areas along the existing runway, specifically PCC pavement areas, where the existing pavement markings are to be removed and re-applied with new, the contract drawings do NOT indicate that any existing joint sealants in the existing PCC pavements are to be removed and resealed.
A25. -- No existing rigid pavement crack or joint work
Q26: The “Shoulder Crack Quantities” on Sheet C800 of the contract drawings indicates that there will be 8,000 feet of “1/4 Inch Up To 2 Inches” type asphalt crack repairs, which would appear to include the work required by Details 1 and 2 on Sheet C800 of the contract drawings.
For the purposes of bidding, will the Government please clarify what quantities, out of the total 8,000 feet, will be applicable to Detail 1 – Crack Repair Detail ¼” to ¾” Reservoir Fill Method with Flush Finish versus will be applicable to Detail 2 – Crack Repair Detail ¾” to 2” Flush Finish?
A26
Q27: General Note 3 on Sheet C101 of the contract drawings states, “Contractor to notify base communications to mark utilities prior to start of construction activities. “Will the Government please clarify if the Contractor will be required to pay any costs/fees required for base communications to mark utilities?
A27 There is no fee for the base to mark utilities. The Contractor will maintain markings throughout construction to the best of their ability. A dig permit is required prior to any excavation on base. A Miss Dig number will be provided to the Government by the Contractor to initiate a Base dig permit. Once the Base permit is completed and signed, the Contractor will be able to commence with excavation. The Government will normally have the permit completed within two weeks.
Q28: The “Millings Disposal Note” on Sheet C101 of the contract drawings states, “Soil from this location shall be properly disposed to a licensed landfill if removed from the site . . . OR soil may remain within the area of concern delineated boundaries, covered with topsoil, and site vegetation restoration (mulch matting and seeding) must occur, as soil disturbed areas. See Sheet T100 for milling deposit site location. Contractor is responsible for spreading millings in the approved milling deposit areas.” Will the Government please clarify if the Contractor is responsible for performing any work in the millings disposal area other than dumping and spreading the millings? For instance, is the Contractor required to cover the spread millings with topsoil, mulch matting, and/or seeding as well.
A28 - Stockpile for future use
Q29: Sheet C603 of the contract drawings includes the Runway Shoulder Repair Detail 3. Sheet C603 of the contract drawings is titled “Repair Area 1 Detail.” Is the Runway Shoulder Repair Detail 3 applicable to Full Depth Repair Area Nos. 1, 2, and 3, or only applicable to Full Depth Repair Area No. 1?
A29 - Applies to all full depth areas; Area 1, 2 and 3
Q30. The Contraction Joint Detail – Type C1 detail 4 on Sheet C603 of the contract drawings states, “Sawcut joint 1/8” wide by 1/4 of slab thickness under AC overlay.” Will the Government please confirm our understanding that joint sealants are not required to be applied to the sawcut joint under the AC overlay?
A30 – Joint sealants ARE required to be applied to the sawcuts, including under the AC overlay
Q31: Subparts 3.6F and 3.6G of Section 01 57 19 of the specifications state, “Excess soil can be managed by backfilling native material or grading and seeding in the local vicinity or transported to one of the onsite excess soil stockpile areas. Non-contaminated excess soils may be transported to onsite excess soil stockpile areas . . .” Additionally, the Special Note on Sheet REF-01 of the contract drawings states that “soils may be relocated on the installation.” Will the Government please clarify where the “onsite excess soil stockpile areas” are located?
A31 – The soil spoils from the full depth repair area can remain on Selfridge ANGB at PRL Site 9, see sheet REF-01. There are no requirements for geomembranes. The Contractor will be required to submit an SESC Permit including the proposed soil deposit location, complete with proposed final grades and PE stamp. Stabilization of the spoils is required – ie topsoil covering and seeding, with the airfield grass mix being utilized, see Selfridge Design Standards 10 No 2018 Edition “Airfield Grass Seed Mixture: Endophytic Fescue – 100%.” Contractor should be cognizant of total disturbed acreage and limit disturbance to under 5 acres in order to avoid additional regulatory approvals.
Q32: Is the “Buried PCC Slab” indicated on Sheet C601 of the contract drawings limited to the 150-foot-width of the runway, or does the “Buried PCC Slab” continue a certain distance into each shoulder, like the “CSB” indicated by the Runway Shoulder Repair Detail 3 on Sheet C603 of the contract drawings?
A32 – Buried PCC slab is limited to the 150-ft width of runway
Q33: Page 2 of 4 of the Statement of Work states, “A Macomb County Soil Erosion Permit will be required for this project. The contractor shall obtain, pay for, and follow the requirements of this permit.” Will the Government please clarify if it is aware of any other permits, such as permits from the State, City, County, or any locality, which the Contractor will have to obtain for this project?
A33 - Any Contractor required permits, ie over-sized loads, mobilization permits, etc will be at the Contractor’s expense. Per sheet G101, Note 1, fifth bullet “A FAA 7460-1" will be required to be submitted by the Contractor. If soil disturbance, including proposed soil spoil deposit site, is in excess of 5 acres, additional EGLE approvals will be required.
Q34: Subpart 2.2B – Temporary Electricity of Section 01 51 00 of the specification’s states, “The cost of electricity consumed during construction, up until beneficial occupancy by SANG shall be paid by the Government. “However, Subpart 1.32A – Temporary Field Offices of Section 01 00 00 of the specifications states, “If the contractor has chosen to provide a temporary office at their discretion, all utility charges will be the responsibility of the Contractor at no additional cost to the Government.” Will the Government please confirm that the electricity consumed by the Contractor during construction will be paid by the Government (per Section 01 51 00)?
If not, will the Government please provide the usage rates that will be charged to the Contractor so that the bidders may include these costs in their bid amounts?
A34 -- $0.118 (very close estimate) per Kilowatt Hour will be assessed. Contractor responsible for supplying and installing meter and associated equipment.
Q35: The fourth note on Sheets C401 through C406 of the contract drawings states, “Contractor is required to complete milling and asphalt replacement, temporary Bravo runway markings and return markings to a taxiway, and temporary marking of asphalt surfaces within 6 weeks of mobilization to the site.” However, Subpart 1.55 – Construction Phasing of Section 01 00 00 of the specifications describes the “Taxiway Bravo Marking Removal,” “Paint Taxiway Bravo Temporary Runway Markings as a VFR Runway,” “Remove Taxiway Bravo Temporary Runway Markings,” and “Paint Taxiway Bravo” activities as occurring outside of (before and after) the runway closure period. Will the Government please confirm that the removal of the existing pavement markings, painting of the temporary runway pavement markings, removal of the temporary runway pavement markings, and painting of the taxiway pavement markings along Taxiway Bravo can be performed outside of (before and after) the runway closure period?
A35 – See Amendment 001 to the solicitation updating the Project Drawings
Q36: Subpart 1.55 – Construction Phasing of Section 01 00 00 of the specifications includes a task described as “Coordinate Runway Lighting and Sign Deactivation.” Will the Government please clarify what specifically will be required of the Contractor to coordinate runway lighting and sign deactivation?
A36 Runway Lighting and sign deactivation will be coordinated with 127 CES Electrical Superintendent, Air Traffic Control, and Base Operations to insure a safe and smooth transition to the temporary runway.
Q37: Subpart 2.10C – Temporary Erosion and Sediment Control of Section 01 51 00 of the specification’s states, “Provide measures to prevent soil erosion and discharge of soil-bearing water runoff and airborne dust to undisturbed areas and to adjacent properties and walkways, according to erosion- and sedimentation-control Drawings CE 100 and requirements of 2003 EPA Construction General Permit or authorities having jurisdiction, whichever is more stringent.” Sheet CE100 is missing from the contract drawings. Will the Government please provide Sheet CE100 and/or clarify what type of and where temporary erosion and sediment control measures will be required?
A37. The soil spoils from the full depth repair area can remain on Selfridge ANGB at PRL Site 9, see sheet REF-01.
Q38: Will the Government please clarify if the sealing of cracks in asphalt paving specified by Section 32 01 17.61 of the specifications and indicated by Sheet C800 of the contract drawings is required to be performed during the runway closure period (concurrent with the major milling and overlay of the asphalt paving), or if this work can be performed during temporary closure(s) of the runway after the runway closure period?
A38 All work on the runway will be completed during the runway closure period. Check Amendment 001 to the Solicitation updating the project drawings
Q39: Are the existing utility services for domestic water, sanitary sewer, and electrical at Selfridge ANG Base privatized? If so, will the Government please provide the names and points-of-contact to the bidders to coordinate temporary utilities for the Contractor’s temporary trailers during construction.
A39 There are no utilities available in the designated staging area.
Q40: Paragraph 3.1 – Scheduling on Page 86 of 92 of the solicitation states, “If the Contractor desires to work during periods other than above, he must notify the Contracting Officer’s Representative (COR) five (5) working days in advance of his intention to work during other periods to allow assignment of additional inspection forces. When the COR determines that they are reasonably available, he may authorize the Contractor to perform work during periods other than normal duty hours/days. However, if inspectors are required to perform in excess of their normal duty hours/days solely for the benefit of the Contractor, the actual costs of the inspection, at overtime rates, will be charged to the Contractor and will be deducted from the final payment of the Contract amount.”
Additionally, Paragraph 4.c of the Statement of Work also contemplates working outside of normal working hours. Further, the fifth note on Sheets C401 through C406 of the contract drawings states, “Base will allow flexible work schedule (e.g., 12-hour workdays, weekend work, etc.) to meet 6-week construction schedule.”
Due to the short-duration runway closure period and potential for substantial liquidated damages, it will be necessary to work during periods other than normal working hours in addition to normal working hours.
Will the Government please confirm that it will approve and authorize the Contractor to perform work during periods other than normal duty hours/days?
Will the Government please clarify what is considered to be “solely for the benefit of the Contractor?” Would this include any and all work outside of normal working hours?
Will the Government please provide the bidders with the costs(s)/amount(s) (for normal working hours, overtime hours, weekend hours, etc.) that the Contractor will be charged for the inspectors performing in excess of their normal working hours/days?
A40 –This language will be deleted from the specifications.
Q41: Subpart 1.2C of Section 01 00 00 of the specification’s states, “Should the Contractor choose to use the South Gate for transporting materials in or out of the project site, Contractor will be responsible for coordinating the security manning of the gate with Base Security.
Contractor will also be responsible for reimbursing Base Security or paying the Base Security contractor directly for the additional security costs.”
Additionally, Paragraph 1.xi of the Statement of Work states, “The Contractor will be responsible for coordinating and funding any additional security requirements with Base Security Forces and DK Security to ensure adequate security coverage for the anticipated volume of construction traffic. In the event the Southern Construction gate needs to be opened on a limited basis, the Contractor will be responsible for coordinating and funding the required security personnel.”
Sheet C100 of the contract drawings appears to designate the South Gate as the “Construction Entry Point.”
Will the Government please clarify what alternative(s) the Contractor may choose to use for transporting materials in or out of the project site (other than the South Gate)?”
A41 –
Will the Government please clarify what specifically is required by the requirements – “coordinating the security manning of the gate with Base Security” and “coordinating and funding any additional security requirements?” For instance, is this simply making payment for security manning of the gate, or will there also be additional work and/or provisions involved with manning of the gate for which the Contractor will be responsible?
A – Funding the additional manning requirements utilizing the existing DK Security Contract
Will the Government please provide the bidders with the costs(s)/amount(s) (for normal working hours, overtime hours, weekend hours, etc.) that the Contractor will be responsible for reimbursing Base Security and/or paying the Base Security contractor (DK Security) directly for the additional security costs?
A -
Will the Government please provide the bidders with the point-of-contact and contact information for the Base Security contractor (DK Security)?
A -
Q42 Please clarify if the concrete reinforcing bars are epoxy-coated, dual-coated, stainless steel, or uncoated. Specification Section 03 30 00, Subparts 2.6.1.1, 2.6.1.2, and 2.6.1.3 list three different materials for the reinforcing bars and it is not clear what is to be provided.
The drawing details on Sheet C601 state only deformed bars.
A42 Epoxy-coated
Q43: Subpart 1.5 Contractor Quality Control Staff of Section 32 12 15.13 of the specifications includes a Footnote (1) for the Airfield Asphalt Pavement QC Manager, Airfield Asphalt Pavement Inspector, and Airfield Asphalt Pavement Technician, which states, “Registration for the Airfield Asphalt Pavement Certification Program can be found at www.airfieldasphaltcert.com.”
Is it the Government’s intent that these three positions are required to obtain these certifications?
A43a. Yes
Additionally, is the “U.S. Army Corps of Engineers Transportation Systems Center two-day combined Airfield PCC and HMA Paving Workshop” described in Item 1.a.i of the Statement of Work document the same program, or in addition to the Airfield Asphalt Pavement Certification Program?
A43b. The same program
Q44: Subpart 1.28 – Site Cleanup of Section 01 00 00 of the specifications states, “All roadways, taxiways, and ramp areas within the work area, or used by the Contractor, shall be swept and vacuumed daily to assure safe operations of aircraft.”
Will the Government clarify if the Contractor is required to maintain a vacuum sweep truck on-site at all times during the performance of the work within the work area?
A44: VGLZ 172042 Drawings, Pg. G101, FOREIGN OBJECT DEBRIS (FOD)
MANAGEMENT,
A MINIMUM OF ONE SWEEPER SHALL BE ON-SITE AND OPERATIONAL AT
ALL TIMES. THIS SWEEPER SHALL BE DEDICATED FOR THE EXCLUSIVE USE OF
CLEANING AND FOD FROM THE RUNWAY, TAXIWAY, AND TAXILANE AREAS. THE
BROOM SHALL NOT BE COMPRISED BRISTLES.
Q45 The copy of the slideshow issued after the pre-bid site visits states, “Project requirements include: Mill and overlay approximately 6.5 inch of asphalt . . .”
The contract drawings indicate that 6.25 inches of asphalt is to be milled and overlayed.
The contract drawings indicate that 6.25 inches of asphalt is to be milled and overlayed. Will the Government please confirm that 6.25 inches, not 6.5 inches, is the correct thickness?
A45 – No less than 6.25”, compacted thickness, of asphalt shall be placed. Maintain REQUIRED final grade as shown on the profile drawings. Sheet C101 provides the Control Points. The contractor shall maintain the proposed grade on the contract documents, have a minimum 1” of existing asphalt pavement left in place, with a minimum of 6.25” overlay of asphalt. Historic data, borings, logs and drawings indicated differing thicknesses on the runway ranging from 6” to 9.5” thick. Contractor should assume 20% of the runway would need additional asphalt because the existing asphalt thickness is between 7.25” and 6.25” thick. The slideshow description is not a contractual item.
Q46: Due to the short duration provided for the runway closure and the risk of substantial liquidated damages for this contract, will the Government be willing to provide expedited reviews of submittals, test section results, and other test/inspection reports during the performance of the work? This will be necessary in order to allow ample time to complete the physical work during the runway closure period.
As one example, Subparts 3.6 through 3.6.2 of Section 32 12 15.13 of the specifications provides the requirements for the test section for the airfield asphalt paving, which is required to be performed prior to full production paving. Subpart 3.6.1 states, “Construction may continue provided the test results are within the tolerances or exceed the minimum values shown in Table 11;” however, Subpart 3.6.2 states, “Full production paving is not allowed to begin until an acceptable test section has been constructed and accepted.”
As a second example, Subpart 3.6.2 of Section 32 11 23.23 of the specifications states, “Construct the test section a minimum of 30 days prior to the start of full scale production to provide sufficient time for an evaluation of the proposed materials, equipment and procedures including Government QA testing.”
A46 – Expedited reviews of submittals, test section results and other reports during the performance of the work will be supported to the greatest extent practicable
Q47 Please find below a few questions pertaining to the requirement for the bidders to submit bids by way of CDs, as specified by Subpart 2.4 of Section 00 21 00 – Instructions of the solicitation?
1) Subpart 4(e) of Section 00 10 00 of the solicitation states, “When completing the ‘Offeror’ portion of the SF 1442 (Blocks 14 – 20), an official having the authority to contractually bind the company must sign the SF 1442 in accordance with FAR 4.102. One copy of the SF 1442 is required to have an original signature.” However, the solicitation requires bidders to submit bids by way of CDs; therefore, there will only be a scanned copy of the original signature. Will the Government please confirm our understanding that the bidders will only be required to provide a scanned copy of the signed bid, not an original?
2) Box 13, Item A on the Standard Form 1442 states, “Sealed offers in original and 1 copies to perform the work are due . . .” Will the Government please clarify if the bidders are required to submit only one (1) CD (an “original”), or two (2) CDs (one as an “original” and one as a “copy”)?
3) Since hand-carried bids are required for this solicitation, this will require the individuals delivering the bids to enter the bid amounts electronically and then burn CDs at the bid repository location just prior to the bid deadline. Would the Government please reconsider requiring the bid documents be submitted by way of CDs and, instead, allow the bid documents to be submitted in the more-common fashion of physical paper-copies to avoid the last-minute task of burning CDs?
4) Alternatively, would the Government please reconsider requiring the bid documents to be hand-carried bids and instead consider allowing the bid documents to be submitted electronically through email? This would maintain the Government’s desire to receive electronic versions of the bids.
A47. A CD is desired as supplemental to the 2 paper copies (1 original and 1 copy) required by the invitation for bids. Bids may be mailed to the contracting office in or hand delivered. No email, facsimile or other electronically transmitted bids will be accepted. The bidder is responsible for timely submission of bids regardless if the bids are hand delivered or mailed.
Q48: Will the Government please consider extending the bid due date by two additional weeks?
This will allow time for the bidders and the subcontractors to receive, review, and understand the forthcoming clarifications to the pre-bid inquiries, and allow adequate time to plan and coordinate the work, schedule, and security-related requirements for the project that are necessary to finalize the bids.
We request a two-week extension, as a one-week extension would place the bid due date between the Christmas and New Year’s Day holidays, when many contractors are not working, which would decrease the amount of participation and competitiveness of the bids.
We believe that having the Government’s clarifications to the pre-bid inquires and extending the bid due date to the end of the first week of the year will increase participation and the competitiveness of the bids.
A48 – Please see Amendment 2 issued on 20 December 23.
Q49. Will the Prime contractor be required to have an onsite asphalt materials testing lab or will a USACE MTC validated lab that is offsite be sufficient to meet the QC Requirements set forth in the specifications?
A49. - Section 32 12 15.13 requires the batch plant to have a fully equipped asphalt laboratory. An off-site MTC Validated lab is sufficient. The Contractor MAY establish an on-site lab, but the Contractor will be required, at no cost to the Government, to validate any on-site lab with the USACE MTC at the links provided in sections 01 45 00.00, part 3.7.2 and 32 12 15.13, part1.6.11.
Any delays caused by the Contractor due to their opting to NOT utilize an on-site lab will be the responsibility of the Contractor and shall not result in any additional costs to the Government.
Q50. For the cement stabilization, the specs read that the cement stabilized material is to be placed by a paver. However, given that the cement stabilized material is only for the repair areas, it doesn’t seem to make sense to try and put a paver in the hole and attempt to pave it. Will a paver be required for this work or will an alternate method be acceptable?
A50 – A paver will be required for the Cement Stabilized Base per specification 32 11 23.23
Q51: Will alternate technology be allowed to measure the ride quality of finished surfaces?
Currently the specifications require the California Profilograph, but newer technology is available to measure ride quality.
A51 – For bidding purposes, assume the California Profilograph will be the requirement.
Alternate technologies presented will be evaluated on a case-by-case basis and in coordination with CETSC or AFCEC
Q52: Will the excavated materials and broken concrete from the repair areas remain onsite or will these materials need to be hauled offsite?
A52 – Remain on-site at the proposed milling deposit locations
Q53: Does the Grooving stop 10’ from where the new pavement meets the existing shoulder?
A53 – Grooving terminates 10’ from the runway edges; excludes shoulders
Q54: Taxiway Bravo is for daylight use only so no temporary lighting is required, only pavement markings?
A54 Correct
Q55. s the contractor required to spread the millings or stockpile? What is the pile height of the milling stockpile?
Our past experience is when asphalt milling are stockpiled, There is possibility it may be difficult to spread at a later date.
A55 – Millings are to be stockpiled at Area 5 (see pg. C100 )
- Pg. C101, General notes, 1., CONTRACTOR IS RESPONSIBLE FOR LABOR AND
EQUIPMENT TO SPREAD MILLINGS. MILLINGS
STAGING PILE CANNOT EXCEED THE HEIGHT OF ADJACENT TREETOPS
Q56. Sheet C301 states If less than 1” of asphalt remains after 6.25” of milling contractor needs to mill full depth. How does contractor get paid for additional asphalt pavement installed under a lump sum bid?
A56 –
Q57: Sheet C301 states If less than 1” of asphalt remains after 6.25” of milling contractor needs to mill full depth. How does contractor get paid for additional asphalt pavement installed under a lump sum bid?
A57 –
Q58. Leaving 1” of asphalt pavement per the detail on sheet C301 may not hold up construction traffic to repair the runway. If pavement breaks up how will we handle paving over deteriorated pavement? Lump Sum Contract?
A58 –
Q59: specification are unclear on what is happening with the excavation from the repair areas.
Section 02 61 13 1.1.2.1 mentions on site transportation of contaminated material. 1.3 Description of Work states contaminated material and ground water are not expected.
Is the intention for the excavated material to be hauled to an on-site stockpile as has been fairly common with past projects on the site? And would this apply to clean and contaminated materials and approximately where on site would this be so we can figure trucking properly.
If the material is to be handled as contaminated there is a total of 13 pages of the spec section on how it is to be handled. Even if it is to remain on site there is significant costs associated with stockpiling and the geomembranes needed. If offsite disposal is required for Contaminated Non- Hazardous material or Hazardous Material is involved the cost are more significant.
As this is a lump sum bid clarification on how the excavation will be handled could significantly impact pricing based on the requirement. If the material is expected to be clean, we would just need a note for on site or offsite hauling. Then I would suggest a unit price for Contaminated material to a standard Class II Unit price to keep everyone on the same playing field.
A59 – The soil spoils from the full depth repair area can remain on Selfridge ANGB at PRL Site 9, see sheet REF-01.
Q60. What is the status of the many RFIs submitted for this project? Bid is due Friday and many of the questions have not received answers.
A. 60. They are being answered as quickly as practicable. We will extend the bid due date as applicable.
Q61: Does the 30 Day waiting period after final paving and before the grooving/final pavement markings count against the Calendar Days of the contract
A61: Yes. All work on contract to include closeout documents and site restoration count against the Calander days of the contract.
Q.62 Does the nightwork in Phase 1A, Phase 2A, Phase 2C, and Phase 3A count towards the Calendar days of the project?
A62: Calendar days are independent of shifts worked.
Q63 How many calendar days is this project? Within the general description, the project states the contractor has 84 Calendar Days to open a fully functional runway. However, the phasing plan provided in Addendum 1 indicates 88 Calendar days. This 88 Calendar Days does not include any nightwork or the 30 Day waiting period between final paving and grooving. The phasing plan breakdown is as follows:
Phase 1 and Phase 1A: 14 Calendar Days (Phase 1A happens at night and concurrently with Phase 1)
Phase 2, 2A, 2B: 60 Calendar Days (2A Work is at Nights and concurrent with 2 and 2B)
Wait 30 Days before grooving and final pavement markings
Phase 2C: 21 Nights
Phase 3 and 3A: 14 Days (3A occurs at night and is concurrent with Phase 3)
A63 – See SOW for the POP requirements for runway closure and the entire project. Any timelines presented in the CSPP (Sheets G101 throgh G503) are for demonstrations purposes.
Q64: What work must be completed for the airport to be considered a “fully functional” runway?
A64: All work on contract, aside from restoration
Q65 Is the nightwork for Phase 2C to be included in the 60 Days for Phase 2, Phase 2B, and 2A.
Will Phase 2C nights be counted as calendar days against the project?
A65 – Calendar days are independent of shifts worked. The nightwork days displayed on the G-series sheets are for general guidance and display purposes only. The Contractor may work more, or less, night shifts required to meet the 84 Calendar day POP for the runway closure.
Q66 Is the owner having a testing company do QA Testing? Has a testing company already been selected? There are only a handful of testing companies certified to do airport testing and we need a third party Company to verify our QC testing results.\
A66 – The Government has not selected a Type C Services Contractor at this time. This will be a requirement on their contract and will be coordinated with the Contractor selected for this Contracting Action.
Q67: How are we going to handle Pay Factors for HMA testing if this is a lump sum project?
A67 – Pay Factors” calculations are intended to by used by the contracting officer, in enforcing any adjustment to the contract price if non-conforming work is accepted IAW 52.246- 12(f).
Q68. With several questions still not answered, will the Bid Date be extended?
A68 –Please see amendment 2 issued on 20 December
Q69. If the Runway 01-19 is closed until grooving and final pavement marking as per the contract.
In Addendum #1 plans There is a note stating Phase 2C Runway and Taxiway Pavement Grooving and Pavement Markings on Runway 01-19 And Taxiway has to be completed at night from 10 PM to 6 AM. Do we have to do this work at night?
A69 – Night work is anticipated due to the accelerated schedule. Night shifts provided on the phasing plan are for general guidance and display purposes only. Night shifts are not a requirement and the spec will be amended accordingly.
Q70: Since these repairs are small in dimensions can the Cement Stabilization process be performed in place in lieu of the pug mill process as stated in the proposal. I’ve be informed the in place process for cement stabilization was completed recently on the Airport Grounds using this cement stabilization process for patches?
A70: See specification 32 11 23.23. The OGM Stabilized course has a separate graduation requirement and has a Job Mix Formula (JMF) requirement as well. If the Contractor can establish that an alternate placement method (other than using an asphalt paver) produces results that meet the required specifications, that would be submitted on the test section report for the required test section after project award and kick-off. Any delays or costs associated with a rejected alternate placement method proposal will be the responsibility of the Contractor.
