RFI LOG W50S8523B0004
1. The Key on Drawing A-401 Enlarged Bathroom Plans lists SCD (Seat Cover Dispenser) and DCS (Diaper
Changing Station) but they are not shown on the plans. Please confirm these accessories are not required. (Architectural, Ref: A-401/102813)
a. Confirmed.
2. The Key on Drawing A-401 Enlarged Bathroom Plans lists both SD (soap dish) and LSD (liquid soap dispenser) but the specs call SD a soap dispenser and do not mention a soap dish. Also, in the elevations on drawing A-401, SD (soap dish) is called out but it looks like a soap dispenser. Please confirm whether we are to provide a soap dish or a liquid soap dispenser for the SD tag.
(Architectural, Ref: A-401/102813)
a. Items with the SD tag should be LSD. This will be updated in addendum 1.
3. CLIN 0002 on the Bid Schedule notes that this line item should include costs for the addition to
Building B154. Is the intent for all interior work within the footprint of that addition to be priced in
CLIN 0002 as well, rather than with the rest of the B154 renovation work priced in CLIN 0001?
(General, Ref: Bid Schedule)
a. (Contracting response)
4. CLIN 0002 on the Bid Schedule says to include costs for the addition at the NW corner of Building
154. Please confirm costs for the addition at the NE corner of Building 154 are to be included in this line item as well. (General, Ref: Bid Schedule)
a. (Contracting response)
5. Please confirm the absence of PFAS and other soil contaminants and that the soil on site can be treated as "clean" soil. (Earthwork, Ref: Geotechnical Report)
a. See Environmental Relocation Guidance Memo dated 24 Oct 2018. PFAS analyte testing will be required for soil intended to be relocated on-base. Contractor is responsible for verifying the data provided in Geotechnical Report. The project site is NOT a documented IRP site.
6. Please provide a finish schedule for Building B158 indicating floor and ceiling finishes. (Architectural, Ref: A-102)
a. On drawing A-102 Keyed Note 4.705 indicates all interior surfaces are to receive paint (PT-1). The keyed note will be revised by addendum to say, “walls and exposed structure to receive paint (PT-1), the floor to be sealed concrete (SC-1), see A-601 for Arch finish schedule”.
7. Drawing A-002 lists several "FA" series drywall partition types but we could not locate any partitions with these tags on the drawings. Please confirm there are no "FA" series partitions on the project.
(Architectural, Ref: A-002)
a. Correct, Note A “Partitions shall be Type “MA8” unless otherwise noted.”
8. Keynote 4.181 shows up on Drawing A-121 but is missing from the Keyed Notes legend. Please provide a description for this keynote. (Architectural, Ref: A-121)
a. The Keyed Note 4.181 description is “FALL PROTECTION EQUIPMENT, REFERENCE STRUCTURAL
DRAWINGS”
9. The tank and concrete pad immediately west of the building are alternately referred to as a fuel equipment pad (C-101), an external solvent tank (A-101), and a jet fuel tank (P-131). Please confirm all of these drawings refer to the same tank, which is the existing jet fuel tank that is to be relocated from the north side of the building to the west side. (Plumbing, Ref: C-101, A-101, P-131)
a. The tank shall be labeled ‘Jet Fuel Tank’ per P-131. Drawings C-101 and A-101 will be updated via addendum 1 to match.
10. There are 3 general notes listed on Drawing A-602 that do not appear on the Door and Hardware
Schedule. Please confirm these notes are not used. (Architectural, Ref: A-602)
a. These are general notes for the door schedule. Drawing A-602 will be updated via addendum 1 to identify those which are not used.
11. The current drawings dated December 16th, 2022, and specification section-283176 item- 2.12.3 on page-25, indicated to provide and install Textual Display Signs. Selfridge ANGB has on-site Monaco system that reports directly to SANG Fire Department. This project will be provided with a monitored
Monaco System in lieu of the Textual Display Signs. Please clarify if the project will be required to provide & install Textual Display Signs.
a. The text signs will be removed based on feedback received from the government after the project went out for bid.
12. Per ASCE 7-16 code, an embedded shell tank design is prohibited. Section 33 16 15 , 2.1.3.1 states this is a concrete floor with embedded shell starter ring. Please advise. (Civil, Ref: 33 16 15, 2.1.3.1)
a. This RFI has been retracted.
13. Instead of a Glass-fused-to-steel tank, can a Fusion Bond Epoxy coated tank serve as an "equal" alternate? (Civil, Ref: C-508)
a. Glass-fused-to-steel tanks and fusion bonded epoxy coated tanks are manufactured differently and do not have the same long-term performance properties. They would not be considered as an equal alternative.
14. Spec 335610 describes work associated with an underground fuel tank. Drawing PD-101 only indicates relocating an existing 600 above grade tank. Please verify there is no underground fuel storage tank. (Plumbing-Fuel, Ref: 335610)
a. There is no underground fuel storage tank. Specification 33 56 10 will be updated in addendum 1.
15. Drawing P-131 shows 2" fuel supply and return piping. Please provide spec for both the interior and underground fuel piping system. (Plumbing-Fuel, Ref: P-131).
a. Specifications 22 00 00 and 33 56 10 will be modified in addendum 1 to include fuel piping materials.

19. The current fire alarm MNS drawings dated December 16th, 2022 on sheet F-103 don’t indicate a LOC annunciator. The specification section-283176 item- 1.4.3 on page-4 requires providing a LOC annunciator. Please indicate if a LOC annunciator shall be provided per UFC 3-600-01,9-18.4.3.
a. The travel distance for the LOC is 200ft. Since the FMCP is located within 200ft of all parts of the building a dedicated LOC is not required since the FMCP has built in capabilities and is within 200ft.
20. Who will be providing the Qualified Fire Protection Engineer (QFPE)requirements under specification
283176 under items and sections, 1.3.2,1.4., 1.9, 3.1.
a. The contractor is responsible for hiring a QFPE to oversee the installation.
21. Johnson Controls Fire Protection, LP. has been involved with various fire life safety projects at
Selfridge Air National Guard - for over twenty (20) years. In our past performances, we have standardized all initiating and notification circuits to be installed class B wiring. The specification section 283176 states to install all fire alarm simplex products are to be installed with class A wiring.
Please clarify if the fire alarm devices shall be installed class A or B wiring.
a. Class A wiring is typically utilized for hangar projects, however, new language in UFC 3-600-01 makes it clear Class B is preferred. The drawings and specifications will be updated in addendum 1 to show Class B wiring.
22. Drawing F-103 does show 10 detectors, but that is for the triple coverage required for automatic release of a foam system per UFC 4-211-01. Sundown Policy Change 1 removed the foam and modified this coverage requirement to double coverage. Per spec, 28 31 76 § 3.3.6 Provide a sufficient number of optical flame detectors around the perimeter of the hangar bay, such that all portions of the hangar bay are within the range and cone-of-vision of at least two (2) detectors. Per spec 28 31 76 § 2.22 The detector manufacturer shall determine or approve the detector layout. Det-
Tronics has determined that 8 detectors meet the double coverage specified. Please clarify if 8 flame detectors are sufficient for this project and meet the requirements of the specification 283176 and drawings dated December 16th, 2022.
a. The 10 detector layout was provided by the manufacturer during design to meet the Sundown
Policy Change 1. If Detronics has provided an updated layout with 8 detectors it is acceptable.
However, the latest Sundown Document removes the requirement for flame detection therefore it is recommended that the base remove the system since it has a high cost and is no longer required.
23. Per the specification, section 283176, item 3.8.3 Intelligibility Tests with any CIS testing capabilities in relation to NFPA-72 intelligibility of an emergency communication system is considered acceptable.
Johnson Controls Fire Protection standards now accepts NFPA 72 voice intelligibility applies to all voice messages. Intelligibility measurements are not required in large open areas such as industrial work areas, warehouses, and aircraft servicing areas, garages, and similar facilities. Please clarify if
CIS testing procedure will still be part of this scope of work.
a. Yes, CIS testing is still required throughout the facility by UFC 4-211-01 Section 3-6.20.3 and project specifications.
24. As per the attachment current DOD standards call out for ASCE 7-16 for design standards for tank design but in this solicitation, it is calling out for ASCE 7-10 which is from the earlier versions. Please let us know which code needs to be used for Tank design as we need to provide the shop drawings which needs to be signed by a PE.
25. Specification 102113 lists the toilet partitions as both overhead braced and ceiling hung. Drawing A-
401 shows only overhead braced partitions. Please verify if they are ceiling hung or overhead braced.
(Architectural, Ref: A-401/102113).
A. Partitions shall be overhead braced. Ceiling mounted should be excluded from the spec, paragraph 3.3.
