About this file
This justification document supports a sole source contract award for fire alarm and mass notification systems. The project involves installing a Simplex fire detection and alarm system with mass notification capabilities in a new fuel cell and corrosion control hangar at Selfridge Air National Guard Base in Michigan. The requirement is for the new system to integrate with the existing base-wide Simplex system for monitoring. Procuring any other manufacturer's equipment would require establishing a second incompatible system on base at additional estimated costs of $180,000 for the separate monitoring paths and $14,000 to reconfigure alarm and control rooms, plus $55,000 to retrain maintenance staff on a new protocol. The estimated total contract value is $433,200.

4. Authority Cited: The applicable FAR reference is 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements; (a) Authority. (1) Citations: 10 U.S.C. 2304(c) or 41 U.S.C. 3304(a)(1). 5. Reason for Authority Cited:
The existing base-wide Simplex Fire Alarm System Monitoring shall tie into this new fire alarm and mass notification system. Construction of the design desired for the construction portion of the contract.
Simplex programming logic is a specific protocol language and is not accessible to other manufacturers of fire alarm system. Additional (estimated) costs will be associated to establish a second fire alarm system on the installation.
A second system would be required on base to report to the base fire station and security forces control center. This additional cost would equate to an estimated $180,000. Further costs would be incurred to physically reconfigure both the fire station alarm room and security forces control center to make space for the second fire alarm head end. Costs associated to physically reconfigure the space amount to
$14,000 (estimated). Lastly, training cost in the amount of $55,000 (estimated) would be required to send base maintenance staff to manufacturer specific training on maintenance and programming. These training costs would be avoided as maintenance staff are currently trained on the existing Simplex Fire Alarm system.
