About this file
This is a Questions and Answers document for federal contract W50S80-26-Q-0023, addressing inquiries regarding Vindicator Maintenance services for the 102d Civil Engineering Squadron.
Scope and Responsibilities: The contractor is responsible for data switches (including CISCO switches), workstation/server repair or replacement determinations, and sensor daisy-chain repairs or replacements if they do not meet industry standards. The 102d Civil Engineering Squadron provides 110V electrical power. The government does not stock spare devices and sensors; the contractor must procure these. The contract includes an initial assessment and remediation visit separate from four quarterly maintenance visits during the 12-month Base Year (September 1, 2026 through August 31, 2027). Building 104 upgrade work may be scheduled concurrently with quarterly visits and requires contractor installation of conduits and cable pathways, though existing infrastructure (copper connectivity from Room 15, a switch in Room 8, and 120/208 primary power with 100% generator backup) is available. Remote support must be available 0600–2130 local time with immediate/same-day response for telephone or email; physical assessment response times follow PWS paragraph 5.3. Emergency service calls (CLIN 0002) must include all travel, per diem, labor for up to three working days, and incidental materials.
Qualifications and Pre-Award Requirements: Offerors must submit Honeywell Vindicator Platinum, Gold, or Silver partner status documentation; however, documentation of Honeywell Vindicator-certified technicians with evidence of a pending HIS partner application satisfies this requirement, or offerors may submit evidence of pending applications with quotations and provide final documentation prior to award. Federal past-performance examples involving Vindicator installation, integration, or upgrades qualify even without the exact combination of quarterly maintenance and emergency service calls. Site visits are available prior to solicitation closeout upon request to the contracting officer. Currently installed Vindicator firmware version is 3.3 with no active licenses.

A6. If the daisy chain does not meet industry standard and needs repair or replacement, the contractor shall repair or replace in accordance with paragraph 5.1 of the PWS.
Q7. The combined synopsis/solicitation states that the anticipated period of performance is September 1, 2026, through August 31, 2025. Please confirm that the intended period of performance is September 1, 2026, through August 31, 2027.
A7. In accordance with the PWS paragraph 1.3, the period of performance will be 1 Base Year of 12 month. The anticipated period of performance begins on 1 September 2026 through 31 August 2027.
Q8. Please confirm that four quarterly maintenance visits are required during the 12-month base period. Please also confirm whether the initial assessment and remediation required by PWS Section 5.1 will be performed during and counted as the first quarterly visit or is an additional effort separate from the four CLIN 0001 visits.
A8. There are 4 quarterly visits, one visit per quarter. The initial visit is separate from the quarterly visits.
Q9. Building 104 CAD drawings- PWS Section 5.2 requires the Building 104 installation to be performed in accordance with CAD drawings; however, CAD drawings do not appear to have been provided. Please furnish the applicable drawings, including room dimensions, device locations, cable pathways, penetration details, and the proposed communications route between Building 104 and the Building 197 headend.
A9. See attachment B104FP 11x7 (1) COMM.
Q10. PWS Section 5.2 refers to Room 15 and Office 07, while Attachment 2 identifies the Building 104 areas using different room descriptions. Please confirm the exact rooms and doors included in the Building 104 upgrade and identify the existing system or panel in Attachment 2 that will support the new devices.
A10. Rm 15 and office 07 are correct for room identifiers.
Q11. 5. Please identify the Government-furnished or existing infrastructure available for the Building 104 upgrade, including:
a. Available conduit and cable pathways: Contractor will need to run own conduits/pathways.
b. Existing fiber or copper connectivity: There is copper connectivity from the room 15 back to the comm space, however this is for the office space.
c. Available panel capacity and spare alarm points: Contractor to determine this during initial visit
d. Available network-switch ports and SFP capacity: There is no current switch in the location where the vindicator upgrade is going. There is a switch in Room 8 with connection back to room 15
e. Available primary and backup-power capacity: primary power availability is 120/208 and the backup power availability is 100% (Generator)
Q12. Does the Building 104 scope require the contractor to furnish and install new exterior or underground communications infrastructure between Buildings 104 and 197, or may the contractor use existing Government infrastructure? If new infrastructure is required, please provide the approximate distance, proposed routing, burial or conduit requirements, and applicable civil-work requirements.
A12. Infrastructure exists for the contractor to utilize.
Q13. PWS Section 5.2.7.2 references recorders, monitors, network switches, patch panels, fiber cables, SFPs, and related equipment. Are these items known to be required for the Building 104 upgrade, or are they identified only as contractor responsibilities if determined necessary? Please provide the known quantities and minimum specifications for any required equipment not expressly quantified in PWS Sections 5.2.1 through 5.2.6.
A13. These are the Contractors responsibility if the items are deemed necessary.
Q14. PWS Section 5.1 requires the contractor, during the initial visit or first quarter, to repair, replace, or upgrade nonfunctional, degraded, or noncompliant hardware and software. Please clarify whether the firm-fixed prices for CLINs 0001 and 0002 must include all parts, materials, equipment, licensing, software upgrades, and labor necessary to correct deficiencies that could not reasonably be identified or quantified before award.
If only routine labor and incidental parts are to be included in the firm-fixed prices, please identify the applicable cost threshold, distinguishing incidental parts from major component replacements. Please also confirm whether corrective work exceeding that threshold will be separately authorized through a contract modification or another Government-approved parts-and-materials process.
A14. Please refer to paragraph 1.1 of the PWS.
Q15. Please provide a list of all known open deficiencies, communication failures, alarm or camera trouble conditions, obsolete components, pending software or firmware upgrades, and equipment currently considered nonfunctional, degraded, or noncompliant.
A15. Refer to attached IBDSS Data Call and Vindicator Maint. Excel – The Maint excel doc is generated based on the monthly/quarterly alarm testing by SSOs and personal site walks by ESS. If there are any software or licensing issues, that is unknown at this time and Contractor must identify as outlined in the PWS paragraph 5.1.
Q16. Please identify the currently installed Vindicator and VICADS software and firmware versions, active licenses, manufacturer-support status, and any known mandatory upgrade requirements. Will the Government provide the necessary system credentials, existing licenses, installation media, and manufacturer support entitlements?

A19. Yes.
Q20. Please define “within scope” for the two required federal past-performance examples. Will federal contracts involving Vindicator installation, integration, or upgrades qualify even if an example does not include the exact combination of quarterly maintenance and emergency service calls required under this solicitation?
A20. Yes
Q21. The Addendum to FAR 52.212-1 requires offerors to submit documentation demonstrating Honeywell Vindicator Platinum, Gold, or Silver partner status, and the Name Brand Justification contemplates competition among businesses holding one of these partner designations. USIDC has Honeywell Vindicator-certified technician(s) (Honeywell certificates available upon request), an established relationship with Honeywell, and an application in process for the Honeywell HIS partner program.
Please confirm whether the Government will:
a. Accept documentation of the offeror’s Honeywell Vindicator-certified technicians, together with evidence of a pending HIS partner application, as satisfying the intent of this requirement; or
